STATEMENT OF NEED

Requisition #NF-FN7400-21-01213

Flat bottom aluminum jon boat with single outboard motor and trailer

PURPOSE: The Southeast Fisheries Science Center lab in Galveston, TX requests to purchase a new flat bottom aluminum boat with outboard motor and trailer due to the decline in safety of the present vessel due to age (> 30 years).

SCOPE OR MISSION: The boat will be a multipurpose platform used for research studies supporting the mission of the Fishery Ecology Branch in Galveston, TX. Mission-specific operations will include sampling animals, vegetation, sediment, and water in shallow inshore estuarine systems throughout the Gulf of Mexico.

BACKGROUND: The primary vessel used to sample in shallow nearshore estuaries has reached the end of its serviceable life and is unsafe to operate. Due to the configuration of the existing sampling apparatus mounted to the vessel to be retired, the new vessel must have a nearly identical foredeck to guarantee the sampling apparatus can be mounted in the same manner to ensure continuation of planned operations. Not having a nearly identical deck will result in additional costs to the Federal Government as the equipment would have to be modified or rebuilt to fit a different foredeck design. The technical specifications listed below are necessary to ensure access, carrying capacity, maneuverability, and safety during sampling operations. For example, the center mount console, controls, and compass locations are necessary in order to load and store the sampling device in place. This configuration and other specifications allow for a safe weight distribution of staff and gear while the sampling device is in use. The trailer and motor specifications are needed due to the same reasons previously stated and are associated with the need to transport and use the vessel in the safest manner possible when the full sampling apparatus is attached.

The SEFSC is willing to travel to the approved vendor for inspection and final acceptance of the boat and trailer provided the approved vendor is within approximately 200 miles.

TECHNICAL SPECIFICATIONS:

NOAA Fisheries requires one fully operational aluminum boat and trailer built to all applicable American Boat and Yacht Council (ABYC) Standards and Recommended Practices (https://abycinc.org/page/StandardsSupp58) and meeting NOAA Small Boat Program (SBP) safety requirements as written in the SBP Standards and Procedures Manual (https://www.omao.noaa.gov/find/media/documents/small-boat-standards-and-procedures-manual-41-edition). This procurement is for a flat bottom, performance tunnel drive aluminum jon boat with a single 90 hp outboard motor and trailer. Boat hull should be completely welded (not riveted) for maximum strength and durability. Boat length overall (LOA) is to be between 18 and 19 feet, not including outboard motor or pontoons, with a beam of 89 inches, draft of approximately 8 inches, and a side height between 24 and 26 inches.

Boat:

· Hull weight: approximately 700 lb capable of carrying 1100 lb (persons, motor, gear)

· Hull design: aluminum measuring 0.100 in, flat bottom design with performance tunnel drive measuring approximately 36 in long, double step pontoons mounted on the transom, square nose bow, open aft deck (no bench seat).

· Hull construction should be completely welded (not riveted or a combination thereof)

· All aluminum hull painted with neutral flat paint color (e.g., gray, green, khaki)

· Length overall: between 18 and 19 ft hull only (not including motor or pontoons)

· Beam: 89 in

· Foredeck dimensions: 46 in long tapering from 83 in at the inner edge to 75 in at the bow front with a 24” x 36” dry storage hatch opening, cover flush with deck, no latch (refer to picture and diagram)

75” 46” 83”

24” 36” hatch

· Side height: between 24 and 26 in

· Draft: approximately 8 in

· Performance tunnel with double step pontoons mounted on each side of the transom, bottom step measuring approximately 11 in deep x 8.5 in high x 19-24 in long; upper step measures 11 in deep x 7.5 in high x 27 in long (refer to picture for reference)

· Removable floor over foam flotation, floor attached to ribs with stainless steel screws

· Non-skid finish on forefront and rear surface of front deck and pontoon steps

· Center steering console with steering controls and cables mounted on the side

· Tachometer, temperature, and engine system check gauges mounted next to steering wheel on angular face of steering console (refer to picture for reference)

· Navigational compass flush mounted above steering wheel on steering console

· Full navigation lights meeting USCG requirements – stainless steel smooth mount red and green lights side mounted on steering console (see picture below, with higher placement on the console), removable all-around white light on starboard stern

· Aluminum rail grab handles, between 4 to 6 in long, mounted on each side of steering console (similar to picture, smaller in length and diameter)

· Cable steering system

· Power trim and tilt

· Jackplate with 6 in setback and switch installed on steering console

· 1 Type B-I fire extinguisher, 2.5 lb, with secure mount inside steering console

· Bilge pump with manual switch installed on steering console

· 12-v marine starting battery and storage box secured to starboard side of aft deck

· Oil tank secured to starboard side of aft deck

· Fuel/water separating filter mounted on interior starboard side of transom

· Stainless steel open base firm cleats approximately 4 in long, mounted on each side of the bow front and stern

Motor:

· 90 hp 4-stroke outboard with shaft length appropriately sized to vessel type and configuration; preferred brand is Yamaha since these outboards are the lightest in weight compared to other manufacturers and vessel must be as light as possible for shallow water operations

· Stainless steel propeller, size and pitch appropriate for outboard and hull design

Trailer:

· Galvanized trailer with single wheel swivel tongue jack

· All bunks covered with synthetic covering that is not damaging to the vessel

· Trailer glide slicks mounted along the full length of trailer bunks

· Trailer with torsion axle preferred, no external springs

· Wheels with 14 in tires mounted on galvanized rims with grease-filled bearings

· Spare tire with galvanized rim, same size and type as installed tires, mounted flat on appropriate bracket on trailer tongue in front of the vessel near the winch (see picture below)

· Winch post assembly configured as in picture below with flat heavy duty rubber bow stop

· LED brake lights with wiring and 4-wire flat connector installed on trailer, fully operational with enough slack to properly reach tow vehicle

· Stainless steel hardware (fasteners) on trailer required where possible

· Trailer must be configured for the specific boat and dimensions described here, providing ease of launch and recovery as well as safety and stability during trailering. Trailer must be tested to ensure safe launch and recovery of this boat, as well as safe towing capability at highway speeds.
