About this file
This Statement of Need (SON) details the National Marine Fisheries Service's requirement for a BlueROV2 Underwater Remote Operated Vehicle (ROV) system for the Hook and Line Survey at the Northeast Fisheries Science Center. The specific procurement is for a BlueROV2-ALUMINUM 300m system with comprehensive configuration requirements, including 2 lights, 6 thrusters, electronics, battery systems, and a heavy configuration upgrade kit. Additional components include a payload skid, subsea light quad upgrade, roof rack, 300m tether, laptop with BR2 software, and a spare kit with various technical components.
The technical specifications require integration of a customer-owned ZED Head Stereo Camera, with specific mounting and networking requirements. Delivery is to be made to NOAA NMFS at 28 Tarzwell Drive, Narragansett, RI 02882, with a delivery schedule of 20 calendar days from award. The technical point of contact is Katie Viducic, reachable Monday through Friday, 8:00 am - 4:00 pm, with contact information provided. The primary goal of the survey is to track fish abundance and demographics in structured habitats where traditional survey gear cannot be effectively utilized, with the ROV system enabling improved species selectivity and catchability assessment.

STATEMENT OF NEED
BACKGROUND / SCOPE / MISSION:
The National Marine Fisheries Service laboratory at Narragansett RI has a need for the procurement of a BlueROV2 brand name or equal Underwater ROV system for the Hook and Line Survey. The Cooperative Research Branch at the Northeast Fisheries Science Center began a pilot Hook and Line Survey in Spring 2024. The goal of the survey is to track abundance and demographics of fish over structured habitats where trawls or other traditional survey gear cannot be safely or effectively utilized.
INTENDED USE / PURPOSE:
The Government has a requirement to include optics in the survey design for the existing hook and line equipment deployment. The hook and line gear can be highly selective for a narrow range of species and adding optics would allow our team to better evaluate selectivity and catchability of our extractive gear while also developing a separate optics-based index for many species. In order to do so we need an assembled remote underwater operated vehicle that can be integrated with our camera system to be deployed in marine environments.
In addition to general assembly, the Underwater ROV, BlueROV2 brand name or equal will also need calibration of the camera, pressure testing of enclosures, integrate the HLS camera system hardware and software into the ROV, balance buoyancy, and standard QA/QC testing recommended for BlueROV2 (brand name or equal) to ensure proper build and operation.
Brand name or equal to the BlueROV2 shall meet or exceed the following salient and functional characteristics/requirements:
● BlueROV2-ALUMINUM - 300m assembled and tested
○ Includes 2-lights, 6- thrusters, electronics, battery enclosure, battery, battery charger, cable hand controller and case
● BlueROV2 Heavy Configuration Upgrade Kit
○ Includes 2- additional vertical thrusters, 6 degree-of-freedom control, increased buoyancy & external thruster guards
● Payload skid for BlueROV
○ Includes additional payload
● Lumen Subsea Light Quad Upgrade, Replace Lumen Pair with Lumen Quad
● Roof Rack for BlueROV2 or equal
● Fathom ROV Tether - 300 m (984ft)
○ Includes connector, locking collar, dummy plug & locking collar
● Fathom Spool Large - holds up to 300m tether
● Laptop Computer with BR2 Software
○ Includes windows and preinstalled BR2 Q Ground Control software
● BlueROV2 Spare Kit
○ Includes T200 Thruster, basic ESC motor controller, enclosure vent & plug, (2) cradle extensions, (2) sets of 4” enclosure O-ring, (2) sets of 3” enclosure O-rings,
(30) 5” Zip ties, (2) sets of vent plug O-rings, (20) penetrator O-rings, tube of silicone grease, (5) tether zip ties, ballast weight w/screws, cable repair kit, dome w/screws & clips
● Lithium-ion Battery - 14.8V, 18Ah
● Ethernet Switch (5 port miniature Ethernet switch)
● Integrate customer owned ZED Head Stereo Camera
○ Includes mounting camera to payload skid, installation of 5 port either switch and cobalt ethernet bulkhead connector to electronic enclosure, cobalt ethernet connector to ZED Head cable, modify Fathom X tether interface box to output ethernet over RJ45 connector
