About this file

This is a Statement of Need (SON) for equipment procurement by the National Oceanic and Atmospheric Administration (NOAA) Fisheries Northwest Fisheries Science Center. NOAA seeks to purchase two Edgetech PORT LF Push Off Release Transponders (Model# 0008118) to support critical acoustic monitoring of endangered Southern Resident killer whales in coastal Washington waters. The acoustic releases are essential components of sub-surface moorings that deploy acoustic recorders to track killer whale distribution and habitat use, directly supporting the agency's obligations under the Endangered Species Act. Without these units, NOAA would be forced to reduce the number of deployed moorings, compromising the long-term data collection necessary to meet mission-critical objectives.

The specified equipment features a high torque motor-driven push-off mechanism with a 350 kg release load rating, 750 kg lifting load rating, and 3,500-meter depth rating. The acoustic releases operate on command frequencies between 9.3 and 10.7 kHz with alkaline battery life of approximately two years and 20,000 replies. The requested delivery date is August 1, 2026, with delivery to PMEL in Seattle, Washington (7600 Sandpoint Way NE, Seattle, WA 98112). The related federal contract opportunity indicates NOAA intends to award a firm-fixed price purchase order on a sole source basis to Edgetech (DBA "Edgeone LLC"), a small business, with an anticipated award date of August 2026. The purchase order will include two Port Low Frequency Push Off Release Transponders, one spares kit, one alkaline welded battery pack, and port release links under FOB Destination terms.

STATEMENT OF NEED FOR SUPPLY

National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Northwest Fisheries Science Center – CB Division Purchase of two Edgetech PORT LF Push Off Release Transponder (Low Frequency)/Model# 0008118.

PURPOSE:

We require the purchase of two Edgetech PORT LF Push Off Release Transponder (Low Frequency)/Model# 0008118 in order to meet mission-critical applications.

SCOPE OR MISSION:

The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. We need two additional PORT acoustic releases, which are compatible with existing deck sets, in order to be able to deploy this year’s complement of killer whale acoustic moorings. Killer whale acoustic detections will inform managers of coastal habitat use of endangered Southern Resident killer whales as part of their responsibilities under the Endangered Species Act. If we do not acquire these units, we will have to reduce the number of moorings which would reduce the long-term data time series and thus eliminate our ability to meet our mission-critical objectives that align with NOAA’s mission, including the Endangered Species Act.

BACKGROUND:

The NOAA Fisheries NWFSC is currently assessing the winter distribution of southern resident killer whales. A critical component of this assessment is to determine the locations of the whales on the coastal waters of Washington where they are difficult to observe, particularly during seasons of inclement weather. We use acoustic recorders deployed on a sub-surface mooring to collect this data. The acoustic recorder is recovered by sending a signal to the acoustic release to release the mooring. These units have been widely used by other cetacean researchers, which will be important for an uninterrupted long-term southern resident killer whale detection time series.
