About this file

This document is a Technical Requirements Document/Statement of Need (SON) memorandum from the 36th Electronic Warfare Squadron (36 EWS) at Eglin Air Force Base, dated 9 February 2026, requesting acquisition of Hands-On Throttle and Stick (HOTAS) hardware for the Virtual Air Combat Simulator (VACS).

The 36 EWS requires a single-source purchase of two specific HOTAS components to replace the current inefficient method of clicking controls on a computer monitor. The required items are: (1) HOTAS Assembly – Desktop Stick – F22 (Part Number 20B120889-1001, Quantity 1) and (1) HOTAS Assembly – Desktop Throttle – F22 (Part Number 20B120890-1001, Quantity 1). The HOTAS hardware will enable high-precision aircraft input control with zero latency for F-22 simulation scenarios, allowing multiple simultaneous inputs that mimic actual F-22 pilot operations and support Phase Testing of F-22 Mission Data. The delivery date is requested as soon as possible (ASAP). The memorandum is signed by Connor A. Peddie, 1st Lieutenant, USAF, Operations Program Manager for 36 EWS, and is addressed to AFTC/PZIOA.

MEMORANDUM FOR AFTC/PZIOA

FROM: 36 EWS/SWS

SUBJECT: Technical Requirements Document/Statement of Need (SON) for Hands-On Throttle and Stick (HOTAS) Hardware Unit.

1. Purpose: The Virtual Air Combat Simulator (VACS) runs realistic F-22 scenarios and aids in providing risk reduction for our Phase Testing of F-22 Mission Data. Being that the VACS is meant to emulate realistic scenarios, it uses the “real” controls and buttons of the F-22. Currently, simulation movements are performed by clicking on representative aircraft controls on the computer monitor, which is inefficient in terms of time and precision, and lacks the ability to provide multiple aircraft inputs simultaneously. The solution to this problem is to acquire a representative Hands-On Throttle and Stick (HOTAS) hardware unit. This will enable users to input aircraft movements and commands with high precision and zero latency, mimicking the experience of an actual F-22 pilot.

2. Requirements: The 36th Electronic Warfare Squadron requires a SINGLE SOURCE purchase of (1) HOTAS unit meeting the specifications below:

a. HOTAS ASSEMBLY – DESKTOP STICK – F22

i. Part Number: 20B120889-1001

ii. Quantity: 1

b. HOTAS ASSEMBLY – DESKTOP THROTTLE – F22

i. Part Number: 20B120890-1001

ii. Quantity: 1

3. Delivery Date: Request is for this item to be delivered ASAP.
