About this file
This Statement of Need outlines requirements for annual calibration services for NOAA's Castaway CTD (Conductivity, Temperature and Depth) units used for oceanographic data collection. The document specifies that NOAA's Office of Coast Survey requires a maintenance contract with Sontek, the sole authorized calibration facility, to provide yearly calibrations for 11 specific CTD units owned by the Navigation Services Division's Navigation Response Branch. The contract includes a base period starting around February 1, 2025, with four one-year option periods extending through January 31, 2030.
Key technical requirements include: 30-day turnaround time for calibrations, technical support via phone/email, provision of calibration documentation, and no warranty coverage requirement. The contract must allow for adding additional units at predetermined costs and replacing failed units. The document lists specific serial numbers and CD numbers for all units requiring calibration. Security requirements are minimal, with no Assessment and Authentication requirements or access to government systems needed, as the work involves only calibration of scientific instruments measuring environmental data.

Statement of Need
OCS/NSD/NRB Castaway CTD Calibration
PRISM PR 141009-25-0029
1. Requirement
CastAway CTD (Conductivity, Temperature and Depth) units are lightweight oceanographic/hydrographic instruments designed for collection of conductivity, temperature, and depth profiles. CTD data is required for accurate bathymetric data collection to correct for sound speed differences through the water column. This correction is essential for the accuracy of data that is collected to update NOAA nautical charts. According to the manufacturer and the NOAA Hydrographic Field Procedures Manual (section 1.5.2.1), CTD sensors must be calibrated annually.
1.1 Summary
NOAA’s Office of Coast Survey (OCS) requires a maintenance contract with Sontek that provides yearly calibrations for all OCS, Navigation Services Division (NSD), Navigation Response Branch (NRB) owned Castaway CTD units. The contract must be structured to provide four additional option years. In addition, the contract must provide the option for NRB to add additional Castaway units to the maintenance coverage plan at a predetermined unit cost.
According to the manufacturer and the NOAA Field Procedures Manual (section 1.5.2.1), CTD sensors must be calibrated annually. Sontek is the only authorized calibration facility for the Castaway CTD. They use fixtures and processes that were designed specifically for the Castaway.
The initial list of Castaway units to be included under the maintenance plan are as follows:
Unit Name Serial Number CD Number
NRT PAX CC1332002 CD0004089827
NRT GP1 CC1433005 CD0004089918
NRT FB CC1433010 CD0004089903
NRT SEA CC1433007 CD0004089902

NRT NL CC1433009 CD0004089917
NRT GP2 CC1433012 CD0004089900
NRT FB2 CC1433011 CD0004089916
HQ Spare 2 CC1232007 CD0001670283
MIST MBES CC1228004 CD0004013786
GLRI Spare CC2416002 CD0004378525
2. Minimum Technical Specifications and Service Requirements
2.1 Technical Specifications
2.1.1 Each of the Castaway units listed in section 1.1 of this document shall be sent in for calibration to Sontek once per year during the period of performance outlined in section 3 of this document. Sontek will calibrate the Castaway units upon receipt and provide the user with calibration documentation when complete.
2.1.2 Technical support and remote assistance via telephone, email or similar communication methods must be provided for all issues related to the calibration of the Castaway units listed above.
2.1.3 The most recent calibration documentation must be provided upon request of the Government for the Castaway systems listed in section 1.1 of this document.
2.2 Warranty Service
2.2.1 No warranty coverage is required for calibration service. Vendor shall report any issues with the Castaway units listed in section 1.1 of this document that will prevent calibrations to be performed.
3. Delivery – The Castaway CTD calibration shall be completed by the vendor and returned to the sending field unit within 30 days of receipt of the unit to be calibrated. Any delays in instrument return due to vendor backlog or repair requirement shall be reported to the sender as soon as the vendor becomes aware of such delay.
3.1 Period of Performance: The period of performance of the services described in Section 2 shall initially be for one full year upon award of contract or beginning on or about February 1, 2025 (actual award date will vary depending on AGO workload and submission date of the PR request).
3.1.2 In addition to the base year, four additional option years the vendor shall provide OCS\NSD\NRB with the following options at the conclusion of each yearly maintenance period:
a. Option to ‘renew’ calibration maintenance coverage of all Castaway units
Option Year Number Approximate Coverage Dates*
Option Year 1 1-Feb-2026 to 31-Jan-2027
Option Year 2 1-Feb-2027 to 31-Jan-2028
Option Year 3 1-Feb-2028 to 31-Jan-2029
Option Year 4 1-Feb-2029 to 31-Jan-2030
*Coverage start/end dates may shift based on contract award date (if later that 1-Jan- 2025)
b. If any of the units listed in section 2 of this document fails and cannot be repaired, a replacement unit will be procured outside the scope of this contract. The replacement unit serial number will replace the non-repairable unit serial number in section 2 of this document. The replacement unit serial number will be covered for calibration under this contract.
3. Security Requirements The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
The contractor will not access, store, process or transmit any government privileged information. The contractor will not have access to any non-public government systems or networks. This device (scientific) instrument capture environmental information such as water temperature, salinity, and sound speed which require yearly calibration.
