About this file

This Statement of Need (SON) details a procurement by the VA Pittsburgh Medical Center for medical temperature monitoring equipment. The facility requires 42 SureTemp Service Kit CVSM 4th Edition and 46 Connex Spot Monitor Service Kits to upgrade their temperature probes and support a new "sepsis alert" program. The equipment will replace existing tympanic and temporal thermometers, with temporal thermometers being preferred due to their correlation with pulmonary artery catheters.

The related federal contract opportunity is a sole-source, Firm-Fixed-Price Contract intended to be awarded to Welch Allyn, Inc. for these specific upgrade kits. The solicitation (36C24425P0677) indicates that Welch Allyn is the exclusive manufacturer of compatible service kits, and no resale is permitted. Interested parties may submit capability information by 15:00 AM EST on July 18th, 2025, though the government retains discretion on whether to compete the procurement. Delivery is specified for the VA Pittsburgh Medical Center, with delivery hours Monday through Friday from 7:30am to 3:30pm, excluding holidays.

STATEMENT OF NEED

Welch Allyn Project at Pittsburgh VAMC (646)

Date: 3-21-25

BACKGROUND:

The VA Pittsburgh Medical Center, Logistics Department is requesting a quantity of forty-two (42) SureTemp Service Kit 4th Edition, and forty-six (46) Connex Spot Monitor Service Kits. Currently, the facility is upgrading all the temperature and probes.

This requirement is part of two (2) other orders that were procured through MSPV, and ECAT to fulfill this project.

The bulk of our in-patient areas utilize tympanic and temporal thermometers. The temporal is the preferred method, as it most closely correlates with pulmonary artery catheters per current literature. The organization is attempting to start a “sepsis alert” program that is highly dependent on the accuracy of temperature readings. Current temp readings are typically low, which most blamed on the quality of the thermometer. However, upon review of the correct process for utilization of the temporal thermometer, it was recognized that some of these low readings could be user error. We have instituted a new competency and training related to this and it is going on now.
