Statement of Need Summary
This is a Statement of Need (SON) memorandum from the Department of the Air Force, Headquarters 9th Reconnaissance Wing (ACC) at Beale Air Force Base, California, dated August 27, 2026, for the replacement of carpet and installation of floor tiles in Building 5710.
Project Scope and Deliverables: The contractor must replace approximately 2,300 square feet (256 square yards) of existing carpet with new 12"x12", 1/8" gauge Vinyl Composition Tile (VCT) and install 700 linear feet of 4-inch cove base. Work is organized in three phases: Phase 1 includes the Conference Room and adjacent small room; Phase 2 covers the Evidence Room; Phase 3 encompasses the Open Storage, Agent Working Area, KDM, SUPT, and DETCO offices. All tile material and design choices must comply with Whole Building Design Guide (WBDG) standards. The scope includes complete carpet demolition with immediate pest-containment bagging and off-base disposal, extensive subfloor remediation (HEPA-vacuuming, insecticide application, crack sealing/leveling), moisture testing, application of cementitious underlayment as necessary to achieve flatness within 1/16-inch over 6 feet, installation of VCT with tight butt-joints, application of two coats of commercial acrylic sealer and three to five coats of high-traffic floor finish meeting ASTM D2047 slip-resistance standards (Static Coefficient of Friction ≥0.5), and installation of heavy-duty commercial vinyl or rubber transition strips at doorways.
Project Requirements and Constraints: The contractor must provide and manage onsite weatherproof storage pods (sizes 16x8x8 or 12x8x8) for secure furniture storage, handle the movement and storage of government-owned furniture (20 rooms with 13 carpeted, 3 desks, 37-40 chairs/sofas, 10 cabinets, 6 connected cubicles, 1 large u-shaped cubicle, and 10 other movable furniture items), and supply all labor, equipment, tools, materials, supervision, and incidentals. The CI Secured Room requires continuous government-provided escort. Work is restricted to normal duty hours (0700–1600, Monday through Friday, excluding all federal holidays and administrative closure days). The contractor must obtain base access via Entry Authorization List (EAL) submission within two weeks, ensure all personnel carry two forms of identification or REAL ID, and comply with all applicable Federal, State, and local NEC construction standards, AFOSH standards, COVID-19 safety regulations, NFPA, AFI, UFC, and ETL fire safety standards. All waste material must be removed off-base, and good housekeeping must be maintained throughout the project.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 9TH RECONNAISSANCE WING (ACC)
BEALE AIR FORCE BASE, CALIFORNIA
27 August 2026
MEMORANDUM FOR 9 CONS
FROM: 9 CES/CEOER
SUBJECT: B5710 Replace Carpet and Install Floor Tiles in OSI - Statement of Need (SON)
A. General Scope. This project requires a contractor to replace approximately 2,300 square feet (256 square yards) of existing carpet with new Vinyl Composition Tile (VCT) and 700 linear feet of 4-inch cove base in Building 5710 at Beale Air Force Base. The comprehensive scope entails complete carpet demolition (including immediate pest-containment bagging and off-base disposal), extensive subfloor preparation (HEPA-vacuuming, insecticide application, and crack sealing/leveling), and the final application of two coats of sealer and three to five coats of high-traffic floor finish.
The execution must strictly adhere to WBDG design standards and a three-phase priority plan starting with the Conference Room and adjacent small room (1st Priority), followed by the Evidence Room (2nd Priority), and concluding with the Open Storage, Agent Working
Area, KDM, SUPT, and DETCO offices (3rd Priority), refer to Attachment 1 – Building
Priority for Building Layout. Contractor logistics and compliance mandates are highly restrictive: the contractor is fully responsible for moving and storing all furniture in secure, weatherproof onsite storage pods, and all personnel must secure base access. Furthermore, work is restricted to normal duty hours (0700–1600, Monday through Friday, excluding federal holidays), and any tasks performed within the CI Secured Room require a continuous, government-provided escort. The Contractor shall furnish all supervision, labor, tools, equipment, materials, operations, incidentals, and deliverables as required to do the following at building 5710:
Floor Tiles and Cove Base
• Replace the existing carpet with new vinyl composition tile (VCT) and 4” cove base in all rooms and offices except for areas with existing floor tiles.
• Removal and installation shall be prioritized as noted on attached floor plan.
• The CI Secured Room is a controlled area and escorts are required, which will be provided by the government.
• Compliance is mandatory to follow ordering procedures and design choices for the tile as outlined in the WBDG - Whole Building Design Guide:
https://www.wbdg.org/airforce/ifs/beale-afb-ifs.
https://www.wbdg.org/airforce/ifs/beale-afb-ifs
Floor Tile Selection 12”x12”, 1/8” gauge VCT
Tile Material Follow WBDG design choices
Square Yards 256
Cove Base Material 4” size
Linear Feet 700
Number of Corners None
Subfloor Remediation, Preparation, and Pest Control: The Contractor shall execute the following tasks in accordance with standard commercial practices and manufacturer specifications:
3.1 Demolition & Disposal
• Remove approximately 2,300 SF of existing carpet, padding, tack strips, and associated debris.
• Bag and seal the demolished carpet immediately upon removal to prevent the migration of any existing pests or larvae throughout the facility.
• Legally dispose of all demolished materials off installation.
3.2 Subfloor Remediation & Pest Control
• Perform heavy mechanical grinding or apply chemical mastic removers to achieve
100% removal of all existing carpet adhesives.
• Thoroughly HEPA-vacuum the exposed bare concrete, paying special attention to perimeter walls, expansion joints, and cracks.
• Apply an approved, commercial-grade residual insecticide or desiccant into all exposed floor cracks and joints to eradicate crawling pests prior to sealing.
• Seal all concrete cracks, pits, and expansion joints with a heavy-duty epoxy or polymer-modified concrete crack filler to create a permanent physical barrier against future pest intrusion and moisture.
3.3 Subfloor Preparation
• Perform moisture testing (Relative Humidity test) to ensure the concrete slab meets the VCT manufacturer's moisture tolerances.
• Apply a cementitious self-leveling underlayment or skim coat as necessary to provide a smooth, flat surface (variance no greater than 1/16-inch over 6 feet) suitable for
VCT application.
3.4 VCT Sealing and Finishing
• The Contractor shall install VCT with tight butt-joints and, following a 48-hour cure, apply two (2) coats of commercial acrylic sealer and three (3) to five (5) coats of high-traffic floor finish.
• All finishing products must meet or exceed ASTM D2047 slip-resistance standards (Static Coefficient of Friction of ≥ 0.5) to ensure safety and full
ADA/OSHA compliance.
3.5 Doorway Transitions
• Furnish and install heavy-duty commercial vinyl or rubber transition strips at all doorways and flooring material transitions.
• Ensure transitions are securely fastened, ADA-compliant, and effectively cover all exposed VCT edges to prevent chipping.
Furniture Move/Relocation: The contractor is responsible for supplying all labor, equipment, tools, materials, and supervision necessary to perform the secure removal and movement of government-owned furniture.
