STATEMENT OF NEED FOR DRINKING WATER AND WATER DISPENSERS

INTRODUCTION

1. The Contractor shall provide and deliver the required drinking water (Spring water) and water dispensers to support activities at Mountain Home Air Force Base (MHAFB). All goods and services shall be provisioned in accordance with the requirements as stated within this document and all applicable federal, state, local laws and applicable regulations.

2. The Contractor shall liaise and coordinate with the necessary agencies (such as security clearance) in MHAFB to ensure support for the delivery.

3. The Contractor shall offer the drinking water with an option to top up additional drinking water, while the water dispensers shall be offered on a rental basis.

4. Total Estimated Requirements1. The following types and quantity of drinking water options and water dispensers required are listed below in Table 1.

1 The estimated requirements are subjected to final confirmation by the Authority (RSAF).

5. Estimated Delivery Windows and Sites. The drinking water and water dispensers shall be delivered and collected in batches detailed in Table 2. The delivery schedule and quantity will be finalized by the Point of Contact 7 days before the actual delivery.

6. Delivery & Collection Locations2. The drinking water and water dispensers shall be delivered by the Contractor to the following locations as stated in Table 2. Empty 5 Gallon Water Bottles shall be collected from the delivery locations as required by the Contractor. The water dispensers and bottles shall also be collected from the delivery locations, no later than 24 Sep 2025.

a. MHAFB Site A. The delivery location on MHAFB is depicted below in Figure 1.

7. Supplies and Resupply. The Contractor shall supply paper disposable cups that can be stowed in cup holder accessory for the water dispensers. The Contractor shall also provide a

resupply of additional drinking water (if required) and paper disposable cups within reasonable time, no longer than 3 working days after a request is made.

8. Malfunctioned Equipment. The Contractor shall provide expeditious support to troubleshoot and recover any malfunctioning water dispenser within reasonable time, no longer than 3 working days after a request is made.

9. Delivery Schedule. Contractors shall specify their intentions of delivering in accordance with schedule as outlined in Table 1 or any alternative proposal.

OPSEC AND SECURITY REQUIREMENT

10. The Contractor shall adhere to all requirements set out by Department of Defence as stipulated in Annex A.

ANNEX A

OPERATIONS SECURITY: The contractor shall comply with 366 FW OPSEC requirements and countermeasures to protect critical information as defined in AFI 10-701, Operations Security. Contractors shall receive unit specific OPSEC briefing prior to the start of work.

Briefing documentation must be completed by the respective unit OPSEC coordinator. The unit OPSEC personnel will provide guidance on protecting critical information, training materials and other instructions as needed. The contractor will comply with the 366 FW OPSEC Policy that imposes a 100% shred requirement of all government related paper products using NSA approved devices only

SECURITY REQUIREMENTS.

The Contractor shall provide a completed 366 SFS Form 30 for each employee requiring installation access to the CO within five (5) business days following contract award. After approval, the CO shall notify the Contractor will notify their employees can now their installation access ID at the MHAFB Main Gate Visitor’s Center.

The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires i.e. terminated for cause, retirement, etc.

The Contractor and its employees shall comply with base traffic regulations.

Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on

MHAFB.

The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Action (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding For Official Use Only (FOUO) material.

Contractor personnel shall report to an appropriate authority any information or circumstances which they are aware of and may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defence information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

The Contractor shall be responsible for safeguarding all Government property. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

The Contractor must request specific access to Restricted/Controlled Areas through the appropriate government representative at least 2 weeks prior to requiring access. The government representative will ensure access to Restricted/Controlled Areas is approved by owning agency and that any required training and Entry Authority Lists (EALs) are completed prior to contractor personnel entering the Restricted/Controlled Area. The Contractor is responsible for ensuring all personnel accessing the Restricted/flightline Controlled Area meet all access requirements. The contractor will be provided a format for the EAL as needed.

Any work within the flightline Controlled Area will require all personnel to receive the appropriate flightline driving training. The Contractor will be issued a “Drop Arm” access code by 366 CES or 366 SFS and the contractor is responsible for ensuring only authorized personnel have access
