About this file

This document is a Statement of Need for installing a second 24/7 access card reader at the Short Fitness Center, targeting installation by Smartnet. The requirement involves implementing a card reader system at the South side entrance, compatible with existing security infrastructure and Department of Defense Common Access Card (CAC) authentication protocols. Technical specifications mandate a standalone, networked-independent system capable of reading CAC and non-CAC credentials, supporting up to 15,000 registered users, and featuring programmable access control with surveillance capabilities.

Key technical requirements include compatibility with current security systems, ability to extract unique card identifiers without storing Personal Identifiable Information, all-weather functionality, automatic user deactivation, hourly usage tracking, and emergency exit mechanisms. The installation encompasses one card reader system (CLIN 0001), two standard surveillance cameras, interconnection cabling, and includes inherent services such as installation, staff training, and maintenance. The project is associated with the Department of the Air Force Air Mobility Command, with the solicitation number FA481425TF037, targeting implementation at the Short Fitness Center in 2025.

Statement Of Need

19 Feb 2025

1. Requirement: Install a second 24/7 access card reader is based on customer feedback and suggestions. The Fitness Center currently has one access point to the facility located at the corner of the facility facing the North parking lot. This second reader would be installed at the entrance to the South side of the main lobby and would allow customers to use the South parking area which is significantly larger than the North side parking lot. The South side parking area is popular for users who use the running tracks and the outdoor Pavilion.

2. Characteristics: The reader must be installed by Smartnet and be compatible with the system update we have in place. The reader should be connected to the same system located at the customer service desk and be compatible with the upgraded DVR systems and cameras. The installation will also include 2 system standard cameras that will monitor the lobby area.

TECHNICAL REQUIREMENTS:

1. Entry Access Control Equipment shall have the following capabilities: Equipment and solution shall be compatible with and capable of reading the current and future versions of the DoD Common Access Card (CAC) for authentication, registration and facility access.

The solution must have the 30 March 2023 Revised SOW dated 13 October 2021 F41999-14-D-0028, P0019 ability to authenticate and grant entry access to non-CAC holders. The use of the EDIPI and other PII is strictly prohibited.

3. The equipment must interface with the door entry access to allow entry into the fitness centers when a registered user presents an access card.

4. The equipment must be a stand-alone and be independent of the internet, external network, or WorldWide Web.

9. The solution shall provide programmable Windows 24/7 positive access control to as many exterior entry points deemed necessary per building depending on the physical location of the buildings and direction from the government.

10. The Contractor shall provide and install a locking mechanism for as many exterior entry points deemed necessary by the government and provide all necessary components.

3.1.10. For double entry doors, the door lock mechanism will be installed on one door; the secondary door shall retain existing locking mechanism.

11. The door lock reader shall be an all-weather reader capable of functioning in inclement weather to include rain, snow, and hot and cold temperatures.

12. The door locking equipment shall have an inside release so authorized users can exit freely.

A door release independent of electrical power is preferred (e.g., panic bar). In the event of a power outage, the facility shall remained locked but allow users to exit the facility. The government will replace all door hardware that does not have panic hardware installed, noted at the time of the site surveys, with functioning panic bars.
