About this file

This is a Statement of Need/Requirements Document for the Starfire Optical Range at Kirtland Air Force Base (KAFB) to procure and install two new Lenel Intrusion Detection Systems (IDS) to support two additional secure spaces within Building 66048.

The Government requires the vendor to supply and install two complete IDS configurations that integrate with the existing Lenel alarm system infrastructure at KAFB. Minimum deliverables include command keypads, IP door interfaces, input control modules, motion detectors, equipment installation (cabinets, Lenel control boards, and necessary wiring), full system programming and testing, and programming and testing for Base Defense Operations Center (BDOC) alarm notification. The two secure areas are: Room 019 (Satellite Assessment Laboratory for Space Situational Awareness/SALSSA) and Rooms 141-148, both located in the newly renovated section of Building 66048. The vendor must ensure all systems are 100% usable and functional. The document includes floor plan drawings showing alarm panel locations, keypads, motion detectors, and HSS (Handgun Storage Safe) placements for each room. Additionally, the contract requires compliance with Air Force Occupational Safety and Health (AFOSH) standards, prohibition of Class I Ozone Depleting Substances (ODS), and health and safety requirements for work performed on Government installations. An ombudsman has been appointed to address contractor concerns prior to formal protests.
