About this file

This Statement of Need (SON) outlines requirements for a high voltage electrical design study at the B1200 Compound at Beale Air Force Base, CA. The contractor must perform a comprehensive analysis of the electrical distribution system and emergency generation systems at the 1200 Campus area, which is experiencing frequent power distribution issues particularly with emergency generators.

The work requires supervision by a Qualified Registered Professional Engineer, with field service work performed by certified technicians having at least 5 years of experience. Key requirements include inspection and testing of primary disconnects, transformers, low/medium voltage circuit breakers, switchgear, and emergency generator functionality. The contractor must analyze alternatives and provide recommendations for improving electrical availability, reliability, and maintainability, including engineering sketches, calculations, and cost estimates. Work hours are 0700-1700 Monday-Friday, with base access through Wheatland Gate. The Department of the Air Force Air Combat Command notes that funds are not currently available for this effort, and no award will be made until funds are secured.

STATEMENT OF NEED

Project Title: B1200 Compound High Voltage Electrical Design Study Project #: WT 15034163 Date: 23 SEP 24

1. PURPOSE OF SECTION: The Statement of Need (SON) explains the general intent of the requirement listed above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for requirement; the Contractor will be responsible for providing specific performance details in their proposal. The Contractor must comply with all provisions and requirements of this contract.

2. CONTRACTUAL REQUIREMENTS: Questions regarding contractual requirements should be directed to the Government Contracting Officer.

3. PROJECT SCOPE: This project includes work to be performed at the 1200 Campus Area at Beale Air Force Base, CA. The Contractor shall furnish all required documentation, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, and professional services to accomplish all work in accordance with the contract documents.

4. PROJECT BACKGROUND

Beale AFB is currently seeking a contract to accomplish an inspection and testing of primary disconnects, transformers, low and medium voltage circuit breakers and low and medium voltage switchgear, emergency generator and ATS functionality with black start capabilities. The 1200 Campus electrical system experiences frequent power distribution issues that is mostly associated within the emergency generators for the campus. Due to the critical nature of the equipment within the facilities and the emphasis placed upon its ability to operate with minimal down time, the successful offeror must possess the necessary expertise and resources required by these specifications in order to be considered for contract award.

5. WORK REQUIREMENTS:

a. BASE: 1200 Campus Analysis

1. The contractor shall complete a comprehensive analysis of selected parts of the electrical distribution system and emergency generation systems and make recommendations that will improve the electrical availability, reliability, and maintainability of the system feeding 1200 Campus area. This analysis will include but is not limited to: gathering site data; analyzing alternatives, and recommending and documenting modifications with engineering sketches, work description, calculations, and line item cost estimates.

b. General Requirements

i. The work under this contract must be performed under the supervision of a Qualified Registered Professional Engineer. Field service work must be performed by Field Service Technicians who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems Testing. The Field Service Technicians must be capable of (1) testing, assessing, evaluating, servicing and reconditioning components, (2) assuring that the equipment on which work has been performed is safe, reliable and acceptable for its intended purpose, and (3) identifying defective equipment and potential safety problems, environmental hazards, code violations.

ii. The supervising Field Service Engineer must be accredited as a Certified Electrical Test Technologist by the NICET (National Institute for Certification on Engineering Technologist) of the NETA (National Electrical Testing Association) and have a minimum of five years of experience on similar major testing projects. (Note: Persons with high qualifications, such as a BS or higher Degree in engineering, need not be accredited or certified, provided they can demonstrate that they have the required specialized knowledge and at least five years of experience in testing switchgear and power distribution systems). All other testing Technicians assigned to the project must be certified by NICET, NETA, or must have an equivalent qualification certification. (Note: Persons who, by the education, training and specialized knowledge and at least five years of experience in testing switchgear and power distribution systems.) Test assistants and apprentices may be assigned to the project as assistants to certified technicians at a ratio not to exceed two certified to one non-certified assistant or apprentice.

iii. Note: Contracting Officer reserves the right to request proof of appropriate training and experience from vendor personnel for servicing the equipment on the schedule.

iv. The Contractor shall provide all survey, quality control and work supervision services as deemed required by the Contracting Officer and 9 CES to provide a complete and usable project.

v. The Contractor shall apply for and obtain an approved Air Force Form 103, Base Civil Engineering Work Clearance Request. Permit application shall be submitted a minimum of thirty (30) calendar days prior to work as the Air Force requires adequate time to investigate facilities affected by outage and notify occupants. A copy of the unapproved AF 103 with number assigned by Customer Service shall be submitted to the Contracting Officer within 2 calendar days after submission. After approval is obtained a copy of the approved AF 103 shall be submitted to the Contracting Officer within 3 calendar days of approval.

6. BASE ACCESS. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Expect 72 hours minimum to process EAL’s.

7. SCHEDULE: The Contractor shall develop a schedule to submit after contract award. The schedule shall consist of a Performance Period which includes the construction schedule in calendar days.

8. WORK HOURS. All work shall be accomplished between 0700-1700 Mon- Fri. The work hours can be adjusted after it is coordinated and approved by the contracting officer and end user.

9. APPLICABLE STANDARDS: All work, analysis, and design suggestions shall be in accordance with current Air Force programming, design, and maintenance guidance, Air Force instructions and manuals, Air Force Engineering Technical Letters, national building construction codes, and industry standards (OSHA, NFPA, ANSI, IEEE, NEC, NESC and others).
