About this file

This is a Statement of Need for a procurement of laboratory equipment to support NOAA's oceanographic research operations. The Ocean Molecular Ecology group at PMEL (Pacific Marine Environmental Laboratory) requires a Promega Maxwell RSC liquid handling robot (SKU: AS8500) with Maxwell RSC PureWater Kit reagents (40 counts, SKU: AS2110) to conduct high-throughput DNA extractions of environmental DNA (eDNA) samples. The equipment must be delivered by August 31, 2026. The procurement is identified as a notice of sole source intent under solicitation number 1333MJ26Q0023.

The justification for this acquisition centers on operational efficiency and scientific mission support. Currently, OME processes 800-20,000 eDNA samples annually, requiring 60-80 personnel days yearly with existing technology that extracts 24 samples in 10 hours. The Promega Maxwell RSC will extract 48 samples in 4 hours, reducing personnel requirements to approximately 15 days annually and enabling a four-fold increase in sample processing capacity. This infrastructure upgrade directly supports NOAA's priority objectives in oceanographic genomics and surveys assessing the impacts of changing ocean conditions on species distribution and abundances. The equipment procurement represents a critical capital investment with demonstrated return on investment through significant labor cost savings and enhanced research productivity.

STATEMENT OF NEED

(PR# 145027-26-0038)

PURPOSE: The Ocean Molecular Ecology group at PMEL requires a liquid handling robot to conduct high throughput DNA extractions of environmental DNA (eDNA) samples. This purchase will provide critical infrastructure needed to execute our scientific research and meet NOAA mission objectives. In particular, acquiring an advanced liquid handling extraction robot will enable high throughput processing with the capabilities to process thousands of eDNA samples per year.

SCOPE OR MISSION: Acquiring this critical infrastructure directly supports key priority NOAA ‘Omics and PMEL science objectives to assess the impacts of changing ocean conditions on species distribution and abundances through the modernization of surveys and application of eDNA approaches . This versatile machine will provide NOAA PMEL the necessary equipment to rapidly and accurately process thousands of samples per year.

BACKGROUND: Currently, OME collects between 800-20,00 eDNA samples per year on hydrographic cruises and uncrewed systems. Currently, it takes 10 hours to extract 24 samples and thus OME spends between 60-80 days of personnel time a year conducting extractions. Recently our colleagues conducted a massive comparison of existing technologies and identified a clear winner in liquid handling extraction robotics: Promega Maxwell RSC which can extract 48 samples in 4 hours resulting in 15 personnel days to extract the same number of samples. This 4x increase in processing capabilities has a return on investment of labor savings of 1 cruise worth of eDNA samples. This infrastructure upgrade would provide NOAA PMEL the capacity to scale operations and enable a quadrupling of eDNA sample processing for the same effort. Furthermore, acquisition of this robot will enable faster turn around times on deliverables and free up research staff time to work on analyzing results versus generating results.

TECHNICAL SPECIFICATIONS: Promega Maxwell RSC (SKU: AS8500) with reagents: Maxwell(R) RSC PureWater Kit (40 counts, SKU AS2110) DELIVERY SCHEDULE: Deliver by August 31, 2026
