REQUEST FOR PROPOSALS (RFP)

B.8 CEILING ON FIXED FEE, page 7

Delete: The offeror shall not propose, and the contractor will not receive, a fee/profit for Grants Under Contract(s).

Replace with: For the grants under contract activities awarded under a task order, a Letter of Credit may be sought for awardees. However, since issuance of a Letter of Credit cannot be accomplished prior to award, all offerors shall propose a ceiling percentage fee if issued a Letter of Credit and a separate ceiling fee percentage if not issued a Letter of Credit. Only the appropriate fee will be included in the contract upon award as follows:

_______ percent (offeror proposes ceiling percentage) of the amount for grants under contract awarded under the task order if issued a Letter of Credit.

_______ percent (offeror proposes ceiling percentage) of the amount for grants under contract awarded under the task order if NOT issued a Letter of Credit.

C.4 PRIMARY POINTS OF CONTACT, page 18

After the end of the Work Experience section, add the sentence:

“A Master’s Degree in a subject that related to the position may substitute for one year of experience, and a PhD in a relevant field may substitute for two years of experience.”

In H.20, at the end of the second paragraph, delete “$100,000” and replace with “$500,000.”

This sentence now reads: “For non-US organizations there is no ceiling unless a fixed obligation grant is executed in which case the ceiling is $500,000.”

In (b) Closing Date and Time, delete 2:00 P.M. and replace with 10:00 A.M.

In (d), in the first paragraph after the chart, after the sentence, “Offerors shall use 8.5 inch by 11 inch paper with single-spaced pages, and number each page consecutively.” add the sentence:

“Excel spreadsheets may be printed on either 8.5 inch by 11 inch paper or on 8.5 by 14 inch paper.”

In (d) Number and type of copies, in the last paragraph, after the second sentence (“Include all formulas and enable access to all Excel data.”), add the following sentence: Web-based and signed documents may be included as PDF annexes.

In (d), after the last paragraph, add:

E-mail delivery: In addition to submitting proposals in hard copy form and on CD-ROM according to the instructions in the RFP, offerors should also submit by email, using Microsoft Word and Excel 2003 or later, in text accessible format, with formulas unlocked, to CleanEnergyforCPCsRFP@usaid.gov. Emailed proposals must also be received by 10:00 AM on the closing date. USAID is not responsible for errors in transmission.

SECTION L.8 (1) (b) ORGANIZATION OF TECHNICAL PROPOSAL, page 82

To the list under “Not included in this page limitation are the following:” add another item: “- Performance in Using Small Business Concerns.”

SECTION L.8 (2) (a) CORPORATE/INSTITUTIONAL CAPABILITY, page 82

After the sentence, “The proposal must include a matrix, of the offeror's own design, summarizing the above.” Insert the sentence: “This matrix must not exceed six pages.”

This paragraph now reads: “The proposal must include a matrix, of the offeror's own design, summarizing the above. This matrix must not exceed six pages. This matrix is not subject to the 30 page limitation.”

SECTION L.8 (2) (c) (i) Past Performance Narrative, page 83

To the second sentence, delete the words, “with contract performance completed within the past three years.” The sentence now reads: “This narrative shall describe a minimum of five past performance projects that were active within the past five years.”

Section L.8(2)(c)(2)(3)(B), Performance in Using Small Business (SB) Concerns, page 84

After “(B) To supplement the narrative summary, provide a copy of the most recent SF 294 “Subcontracting Report for Individual Contracts" for each contract that was required to be reported for the past three years.”

Add: The SF 294 “Subcontracting Report for Individual Contracts" may be submitted on a CD-

ROM.

ATTACHMENT J.1 SAMPLE TASK ORDER

F.5.1(b) b., page 102 In the sentence, “The Clean Energy Development Strategy should be completed within the first six months of phase one of Component One,” delete “of phase one.”

Thus, the sentence should read: “The Clean Energy Development Strategy should be completed within the first six months of Component One.”

C.4 PERSONNEL, pages 97-99

For the Task Order Program Manager / Energy Sector Reform Specialist, after the Work Experience paragraph at the bottom of page 97, add the sentence:

“A Master’s Degree in a subject that’s related to the position may substitute for one year of experience, and a PhD in a relevant field may substitute for two years of experience.”

For the Energy Market Specialist, after the Work Experience paragraph in the middle of page 98, add the sentence:

“A Master’s Degree in a subject that’s related to the position may substitute for one year of experience, and a PhD in a relevant field may substitute for two years of experience.”

For the Utility Management Specialist, after the Work Experience paragraph near the bottom of page 98, add the sentence:

“A Master’s Degree in a subject that’s related to the position may substitute for one year of experience, and a PhD in a relevant field may substitute for two years of experience.”

For the Regulatory Advisor on page 99, after the Work Experience paragraph, add the sentence:

“A Master’s Degree in a subject that’s related to the position may substitute for one year of experience, and a J.D or PhD in a relevant field may substitute for two years of experience.”

For the Energy Training Specialist on page 99, after the Work Experience paragraph, add the sentence:

“A PhD in a relevant field may substitute for two years of experience.”

F.5.1(c) b., page 102 In the sentence, “The Capacity Building Strategy/Plan should be completed within the first seven months of phase one of Component Two,” delete “of phase one.” Thus, the sentence should read: “The Capacity Building Strategy/Plan should be completed within the first seven months of Component Two.”

F.5.1(d) b., page 103 In the sentence, “The Public Campaign strategy should be completed within the first seven months of phase one of Component Two,” delete “of phase one.” Thus, the sentence should read: “The Public Campaign strategy should be completed within the first seven months of Component Two.”

After the asterisked sentence that follows the summary budget sheet, the following is added:

“Note: Offerors must capture home office costs in the above budget. If they are not included under indirect costs, add home office cost information in the appropriate place. (Offeror may add lines if needed.) Home office costs must not be included under the other direct costs plug figure.”
