Solid Waste Management
09 APR 2021
1.0 General Information. This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Overview. The Contractor shall dispose of all solid waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle “D” Municipal Solid Waste (MSW) landfill located in the State of Florida and approved and fully permitted by the Department of Environmental Management. The Contractor shall pay all applicable fees associated with disposal.
1.2 Deliverables. The Contractor shall compile historical data, prepare reports, and submit information as specified by the Deliverables as directed by the Contracting Officer’s Representative (COR).
1.3. Outside Normal Business Hours. Except for specials events or circumstances, the Contractor shall not be required to provide services after normal business hours, on weekends and on Federal holidays. Services outside of normal business hours must be authorized by the Contracting Officer (KO).
2.0 Description of Services.
2.1 Scope. The Contractor shall provide and empty mixed municipal waste and recyclables containers and compacters. In the event of demand fluctuations, container size and collection frequency adjustments must be approved by KO. The Contractor shall remove all litter and waste on the ground within a ten (10) foot radius of the container(s) at collection points. The Contractor shall track and report to the COR/ACOR all container weights and number of services per week. The Contractor shall perform services IAW approved scheduled routes for pick-up and respond to calls for service when dumpsters reach full before scheduled pick-up.
Recyclable items include, but are not limited to, the following:
2.2. Acceptable Waste. Acceptable waste is defined as all non-hazardous solid waste and recyclable materials generated by USAG-Miami and its government tenants at the sites receiving services under this contract.
2.2.1. Unacceptable Waste. USAG-Miami will make reasonable effort to remove any unacceptable materials from the waste stream that is to be collected and disposed of by the Contractor. The Contractor shall not be responsible for disposal of unacceptable waste. If the contractor encounters unacceptable waste during the performance of the contract requirements, the contractor shall notify the COR within 24 hours of the occurrence. The COR will arrange to have the unacceptable waste removed and disposed of by other means. The following items are examples of unacceptable waste.
2.2.1.1. Hazardous Materials. The Contractor shall not handle asbestos, animal remains, bio-medical waste (also known as “red bag”) or other hazardous materials. The Contractor shall report to the COR any hazardous materials identified or discovered at a Collection Point.
2.2.1.2. Government Property. The Contractor shall immediately report to the COR any government or personal property (furnishings, electronics, etc.). The COR will inspect the property and have the property removed if unacceptable for collection and disposal.
2.2.1.3. Arms, Ammunition and Explosives. Under no circumstances shall the Contractor knowingly accept any arms (firearms or weapons), ammunition, or explosives. The Contractor shall immediately report the presence of this items in any waste stream to COR. The COR shall inspect the item and have them removed by appropriate authorities.
2.3. Recyclables. The Contractor shall collect recyclables generated USAG-Miami sites that meet the criteria established for mixed municipal recyclables, and dispose of those materials in a recycling facility licensed and permitted by state and local regulatory authorities. Mixed municipal recyclable materials to be collected include the items listed in paragraphs 2.2.1 through 2.2.5 below. The Contractor may, through the COR with KO approval, add additional recoverable items to the list below provided there is no additional cost to Government.
2.3.1. Office Paper, Newspaper, Magazines, Phone Books, Junk Mail, Brown Paper Bags (loose and shredded/compacted)
2.3.2. Flattened Cardboard, Paperboard, Paper Cardboard, Dairy, and Juice Containers
2.3.3. Plastic and Glass Bottles and Jars
2.3.4. Aluminum Cans, Foil and Pie Tins
2.3.5. Tin or Steel Cans
2.4. Bulk Waste. The Contractor shall provide Bulk and Construction Demolition Waste containers, collection and disposal services when requested by the Government as described in paragraph 5.4 below. The Government shall cut or disassemble items to fit in the bulk waste containers provided by the Contractor. Bulk waste to be collected includes, but is not limited to, the items described in paragraphs 2.4.1 through 2.4.3 below.
2.4.1. Bulk Yard Debris and Waste. Materials include trees, palm tree parts, shrubs, mulch, replaced sod, tree and shrub pruning debris, grass clippings, and other organic landscape waste, resulting from resulting for landscaping activities or grounds clean up after severe weather damages.
2.4.2. Construction and Demolition Waste. Materials include steel, wood products, drywall and plaster, brick and clay tile, asphalt shingles, concrete, and asphalt concrete that result from minor facility construction, repair and renovation or demolition activities, provided there are no hazardous materials contained in the material.
2.4.3. Other Bulk Waste. Shipping cartons, scrap lumber, scrap metal, discarded furniture, appliances, wood pallets, etc, provided they do not contain any hazardous materials. All government property must be approved by the COR prior to disposal.
2.5. Collection Containers.
2.5.1. Container Approval. All recycle/refuse collection containers (e.g., bins, totes, or cages) or compactors shall be approved by the KO approved. Containers must be clearly marked to identify names, telephone numbers, and emergency telephone numbers.
2.5.2. Container Management. The Contractor shall place, combine, relocate, and remove all recycle/refuse containers and equipment in types and quantities, adequate to collect and deliver after receiving approval from the COR/ACOR. Damages to property or grounds after placing containers shall be repaired by the Contractor at no cost to the Government.
2.5.3. Container Placement and Installation Access. The Contractor shall place recycle/refuse containers and compactors in designated collection points (See Technical Exhibits A, B1 and B2).
2.5.4. Serviceable Containers. The Contractor shall maintain refuse containers in a serviceable condition. The containers are unserviceable if any one of the following conditions exist:
2.5.4.1. Container is not leak proof (storm water pollution prevention compliant)
2.5.4.2. Container is not enclosed (except for roll-off containers designed to be open)
2.5.4.3. Doors, lids or hardware are missing, damaged, not operational, or do not close in the manner in which they were designed to close or cannot be latched/locked.
2.5.4.4. Over twenty-five percent (25%) of exposed surface is not a uniform color (painted if container is not molded or composite plastic) or over ten percent (10%) of exposed surface is covered with rust.
2.5.4.5. Container exterior is damaged (substantial dents, holes, excessive scratches, burrs, ragged edges that present the container in an undesirable appearance).
2.5.5. Container Lids. All solid waste containers shall be equipped with lids and locking latches.
The Contractor shall close all solid waste container tops, lids, and doors after emptying.
2.5.6. Container Replacement. Deteriorated solid waste containers shall be replaced or repaired by the Contractor at no cost to the Government. The Contractor shall replace containers within two (2) working days of receiving notification. The Contractor shall furnish replacement containers when containers are removed for cleaning, painting, maintenance, or repair.
2.5.7. Container Spillage. The Contractor shall pick up all spillage resulting from emptying of containers and compacting of solid waste, recycle material, or grease in vehicles. Complaints regarding unsanitary conditions due to Contractor spillage during collection shall be corrected by the Contractor within two (2) hours of notification.
2.5.8. Container Cleaning. The Contractor shall clean and sanitize recycling/refuse containers as needed to ensure they are clean and odorless. The Contractor shall not clean containers on any USAG-Miami site. Containers that need to be cleaned shall be removed and replaced in kind by the Contractor and cleaned and by the Contractor at an appropriate off-site facility.
2.6. Collection Vehicles and Equipment. All Collection equipment used for the collection, storage, and transportation of waste shall meet the standards established by the American National Standards Institute (as of the effective date(s) established in ANSI Z245.1, Safety Standards for Refuse Collection Equipment). The Contractor shall have sufficient serviceable vehicles and equipment to ensure completion of contract requirements in the event of breakdowns, repair, or other mechanical problems. In the event Contractor vehicles or equipment become inoperable or unserviceable while on a USAG-Miami site, the Contractor shall remove the vehicles or equipment, off the installation within twenty-four (24) hours. The Contractor shall not leave vehicles unattended unless properly locked and secured. All vehicles and equipment shall have a current registration and proof of insurance, and all Contractor operations shall be licensed by the State and operate IAW state and local traffic regulations.
2.7. Landfill and Transfer Stations. The contractor shall dispose of all solid waste and recyclable materials collected under this contract at approved and permitted landfills and recycle facilities. Annually, the contractor shall provide the Government with a list identifying the landfills and/or transfer station and recycling facility(ies) where waste and recyclable materials collected under this contract will be transported to and disposed of, and provide an updated list if there are changes at any time.
2.8. Special Circumstances.
2.7.1. Destructive Weather Planning. Upon notification of destructive weather by the COR, to reduce debris and prevent damage to containers, the Contractor shall empty all containers and secure the lids or temporarily relocate them to positions adjacent to buildings or other immovable structures as directed by the COR. The Contractor shall provide appropriate tie-downs. The Contractor shall return all collection containers to normal positions when destructive weather conditions have diminished.
2.7.2. Inclement Weather Delays. If the Contractor determines unsafe weather conditions for continued operations, then the Contractor shall request approval from the COR to suspend services. The Contractor shall suspend collection and disposal operations because of inclement weather only after receiving approval from COR. The Contractor shall resume operations with COR approval.
2.7.3. Emergency Work. The KO may designate a work requirement as an emergency. The Contractor shall respond immediately to emergency work requests. The Contractor shall divert employees, if necessary, to respond to and accomplish emergency work. Emergency work would be necessary for the protection of life, health, or safety. Response time shall not exceed one (1) hour and work shall commence within two (2) hours upon notification. The Contractor shall continue working until the work is complete.
2.7.4. Installation Closures. In the event the installation is closed due to inclement weather, increases in security postures or other unforeseen circumstances, the COR shall notify the Contractor whether or not to continue collection operations and any special access procedures that are to be implemented.
2.8. Reports.
2.8.1. Skip Reports. The event the Contractor is unable to empty containers in accordance with the schedules in paragraphs 5.3 through 5.4 because of blocked access, contamination, unacceptable waste, etc, the Contractor shall contact the COR within (one) 1 hour after identifying the non-collected container. The Non-Collected Container Report shall contain the service date, truck or route number, driver's name, container location, time container was checked, why it could not be emptied, and comments (for notations such as a description and license number of blocking vehicle). Upon notification by the COR, the Contractor shall ensure collection services for the skipped container are performed NLT the next business day.
3.0. Government-Furnished Material(GFM), Property(GFP), Equipment(GFE).
3.1. Collection Points. The Government shall provide designated collection points on the installation or other supported site to for the Contractor to place solid waste and recycle collection containers or compactors, provided by the contractor as required in this contract. The Contractor may relocate their equipment only after receiving approval from the COR.
3.2. Utilities. The Government shall provide electric power connections and service to compactors for solid waste if the Government selects that option in-lieu-of traditional containers per PWS paragraph 5 below.
3.3. Services. The Government shall provide escorts required for contractor employees who require non-routine access to the installation or facilities in order to attend periodic meetings and/or coordinate other matters related to performance of work under this contract.
4.0. Contractor Furnished Services, Materials and Equipment.
4.1. General. The contractor shall furnish all services, facilities, utilities, equipment and materials required to perform work under this contract that are not listed under PWS paragraph 3 above. Unless otherwise specified in this contract, the contractor shall obtain necessary permits, licenses, and certifications; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in the performance of the requirements of this contract. The Contractor shall maintain records of such requirements and make the documentation available to the Government for review upon request.
4.2. Materials. The contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this PWS.
4.3. Equipment: The contractor shall furnish all equipment, trailers/containers, compactors and vehicles/drivers required for the collection, transport and disposal of solid waste and recyclables, and shall have all equipment necessary to carry out the tasks specified in these specifications at the sites and collection points identified.
4.3.1. Container Upkeep. The Contractor shall provide routine maintenance, repairs, and replacement to compactors, dumpsters, roll off containers, and roll away cover assemblies. The Contractor shall coordinate with the COR all routine maintenance, repairs, and replacement.
4.3.2. Cubic Yard Capacity. The Contractor shall provide containers and compactors in the capacities based on historical data or estimated workload as indicated in paragraphs 5.3 through 5.4 and Technical Exhibits B1 and B2. The Government reserves the right to negotiate changes the cubic yard capacity at any of the collection sites, reduce or increase the frequency of a collection site, or change the number of collection sites through a modification to the contract with 30 days advance notice to the contractor.
5.0. Task Frequencies and Scheduling.
5.1. Frequencies. Task Frequency codes and combinations as listed in the Site/Facility schedules in PWS paragraphs 5.2 thru 5.4 are defined are defined as follows:

EXAMPLE: If service is required two (2) times per day (D) for five (5) days per week (W) the frequency in the schedules below will be “2D x 5W”, or one (1) time per week will be “1W”.
5.2. Scheduling and Schedule Deviations. The Contractor shall coordinate with the COR to develop a schedule that minimizes interference with Government business and submit the schedule to the KO for approval. The Contractor's schedule shall cover a 12 month period. The Contractor shall submit the schedule not later than (NLT) ten (10) days prior to contract performance start date and every subsequent option period. The Contractor shall submit changes to the schedule to the COR NLT ten (10) working days prior to the proposed implementation date of the change. The contractor shall pick-up, transport and dispose of solid waste during periods of inclement weather, unless, exception to this has been authorized by the Contracting Officer and/or COR. The Contractor shall not implement schedules or changes to the work schedule without prior written approval from the COR. The Contractor shall perform all work under the contract IAW the Contractor's schedules. If exceptions are granted, the contractor shall accomplish all collections for each day missed in order to complete all missed collections within 24 hours.
5.3. Scheduled Services. Scheduled services shall be defined as routine solid waste services provided on scheduled basis for a quantifiable level and frequency of service at specific sites and collection points. Scheduled solid waste services are defined by site and specified collection points on the site. They consist of specific numbers and sizes/capacities of Mixed Waste and Mixed Recycle containers to be emptied by the contractor at designated frequencies as indicated in the in PWS 5.3.1 thru 5.3.3, and in compliance with the general standards in PWS 5.1 and all other terms and conditions in this contract.
5.3.1. Scheduled Solid Waste/Recycle Containers, Collection and Disposal. The contractor shall provide collection containers for, and scheduled collection, removal and disposal of acceptable mixed municipal waste and mixed municipal recycle as defined in PWS 5.1.1.3 above, in the sizes, locations and frequencies specified in PWS 5.3.1.1 through 5.3.1.3 below.
5.3.1.1. USAG-Miami Doral/SOUTHCOM Site. This site is a 55-acre secure campus with approximately 657,000 square feet of facilities and a daily workforce of approximately 1,800 to 2,400 personnel, located at the 9301 NW 33rd Street, Doral, FL 33172 (See Technical Exhibit
A). The contractor shall provide services at one (1) designated collection point (See Technical Exhibit B1) as indicated in paragraphs 5.3.1.1.1 through 5.3.1.1.2 below.
5.3.1.1.1. The Contractor shall provide waste and recycle containers, collection and disposal services at this collection point in the sizes and frequencies indicated below.

5.3.1.1.2. OPTION: The Contractor shall provide, in lieu of the standard containers identified in paragraph 5.3.1.1.1 above, solid waste compactors for both mixed municipal waste and mixed municipal recyclables. The Contractor shall provide pricing for the compactors (per month), collection (per occurrence) and collect (per ton of mixed waste and per ton of mixed recycle).

5.3.1.2. USAG-Miami Doral/LRC Site Solid Waste Containers and Collection. This site is a Government leased facility with 3,000 square feet of office space and 17,000 square feet of warehouse space, and a daily work force of 15-20 personnel, located at 8900 NW 35th Lane, Doral, FL 33172 (See Technical Exhibit A). The contractor shall provide services at one (1) designated collection point (See Technical Exhibit B1) as indicated in paragraph 5.3.1.2.1.
5.3.1.2.1. The Contractor shall provide waste and recycle containers, collection and disposal services at this collection point in the sizes and frequencies indicated below.

5.3.1.3. USAG-Miami Homestead/SOCSOUTH Site Solid Waste Containers and Collection.
This facility is located adjacent to Homestead Air Reserve Base, Homestead FL, with approximately 230,000 square feet (GSF) of facilities and a daily workforce of approximately 400 to 500 personnel, located adjacent to, contiguous with and accessed through Homestead Air Reserve Base (See Technical Exhibit A). The site is accessed through Homestead Air Reserve Base. The contractor shall provide services at three (3) designated collection points (See Technical Exhibit B2) as indicated in paragraphs 5.3.1.3.1 through 5.3.1.3.3.
5.3.1.3.1 Bldg. 600 Collection Point (See Technical Exhibit B2). The Contractor shall provide waste and recycle containers, collection and disposal services at this collection point in the sizes and frequencies indicated below.

5.3.1.3.2 Bldg. 736 Collection Point (See Technical Exhibit B2). The Contractor shall provide waste and recycle containers, collection and disposal services at this collection point in the sizes and frequencies indicated below.

5.3.1.3.3 Bldg. 741 (Hangar) Collection Point (See Technical Exhibit B2). The Contractor shall provide waste and recycle containers, collection and disposal services at this collection point in the sizes and frequencies indicated below.

5.4. Unscheduled Solid Waste Services. Unscheduled services are services that are above and beyond the routine scheduled services per 5.3 above, and will be ordered by the Government on an as needed basis, based on a firm-fixed price per each occurrence for a specific quantifiable type and level of service.
5.4.1. Bulk / Construction-Demolition Container Services. The Contractor shall provide collection containers for, and scheduled collection, removal and disposal of bulk or construction and demolition waste as defined in PWS paragraph 2.4 above, as requested by the Government for the removal of waste generated by specific events or activities that may occur on the installation or it’s other defined sites. When requested by the Government, the contractor shall provide temporary waste containers any of the sites as indicated below. The price for these containers shall include providing a one or more single containers in the sizes indicated and pick-up and removal of the container and disposal of the waste in the container once the Government has filled the container and requested pick-up within not later than 30-days after delivery.
5.4.1.1 USAG-Miami Doral/USAG Site.
