The District intends to award the contract on or before July 1, 2026. The contract term is three years with options to renew for two additional one-year extensions, for a potential total of five years.

Bidders must submit separate pricing for all district sites and a bundled district-wide price, with all items to be delivered and installed on or before August 1, 2026. Proposals shall include company information, years in business, local office location, description of missed pickup handling and response-time guarantees, ability to provide early morning pickups before 7 a.m., container maintenance and replacement services, identification of accepted recycling materials, emergency pickup procedures with response times and associated costs, and overflow and event-related waste collection capabilities. The District reserves the right to reject any or all bids, waive requirements, and serve as the sole judge of equivalency. All bids are exclusive of applicable excise taxes, and bidders must certify compliance with relevant Federal, State, and local laws and provide necessary insurance certificates upon request. No subcontracting or assignment of the contract is permitted without written approval from the Superintendent.

Solid Waste and Recycling Collection Services

RFP Issue Date: June 2, 2026

Proposal Due Date: 1:30 p.m., Friday, June 12, 2026

Contract Term: 3-5 years; Initial term three (3) years; option to renew two (2) additional one-year extensions.

Corunna Public Schools ("District") is soliciting proposals from qualified waste management companies to provide solid waste collection, recycling collection, transportation, and disposal services for district facilities.

The District seeks a contractor that can provide reliable, cost-effective, environmentally responsible waste and recycling services while maintaining excellent customer service and regulatory compliance.

The District reserves the right to accept or reject any or all proposals and to waive informalities in the proposal process.

LEGAL NOTICE

***PLEASE NOTE BID DELIVERY ADDRESS: Sealed bids will be received at Corunna Public Schools Superintendent’s

Office, 124 North Shiawassee Street, Corunna, MI 48817

1. These bid materials must be sealed in an envelope plainly marked “WASTE AND RECYCLING SERVICES” showing the bidder’s name.

2. Bids will be received until 1:30 p.m. on Friday, June 12, 2026. We will not accept or consider late bids.

3. Bids will be opened and read aloud at 1:45 p.m. in the Superintendent’s Office, 124 North Shiawassee Street, Corunna, MI 48817, Friday, June 12, 2026.

MINIMUM SPECIFICATIONS

Proposers shall provide the following information as part of their bid:

I. Company Information

- Company name

- Headquarters location

- Years in business

- Local office location

- Primary contact information

II. A description of how missed pickups are handled and response-time guarantees.

III. Separate pricing for

A. all district sites

B. and a bundled district-wide price

IV. Ability (or not) of having containers emptied before 7 a.m.

V. Services shall include:

- Container maintenance

- Replacement of damaged containers

- Vendor shall identify materials accepted under its recycling program.

VI. Contractor shall provide:

- Emergency pickups, response times, and associated costs

- Overflow collection

- Event-related waste collection

VII. Sites included and number of lifts per week expected:

A. Louise Peacock: 485 E. McArthur Street, Corunna, MI 48817

- (1) 8 Cu Yd waste container, 2 lifts per week

B. Elsa Meyer Elementary: 100 Hastings Street, Corunna, MI 48817

- (1) 8 Cu Yd waste container, 5 lifts per week

- (1) 6 Cu Yd. recycle container: 1 lift per week

C. Corunna Middle School: 400 N. Comstock Street, Corunna, MI 48817

- (1) 6 Cu Yd waste container, 4 lifts per week

- (1) 6 Cu Yd. recycle container: 1 lift per week

D. Corunna High School: 417 E. King Street, Corunna, MI 48817

- (1) 8 Cu Yd waste container, 5 lifts per week

- (1) 6 Cu Yd. recycle container: 2 lifts per week

E. Bus Garage: 453 E. McArthur Street, Corunna, MI 48817

- (1) 30 Cu Yd waste container, On Call Service

- (1) 2 Cu Yd waste container: 1 lift every 2 weeks

BID ALTERNATES

- Modified summer pickup schedules, i.e. on-call services

THE FOLLOWING INSTRUCTIONS SHALL FORM A PART OF ALL BID SPECIFICATIONS

A. All items must be delivered on-site and installed on or before August 1, 2026.

B. Bidders may contact Superintendent John Fattal via email (jfattal@corunna.k12.mi.us) or phone (989) 743-6338 with questions.

C. All bids shall be exclusive of applicable excise taxes. Exemption forms will be executed when necessary.

D. All bids shall be submitted in sealed envelopes marked with the words "WASTE AND RECYCLING

SERVICES", the date and time of bid opening, the equipment bid, and the bidder's name.

E. In the event of any discrepancy between the unit price and the extension, the unit price shall prevail.

F. The manufacturer’s written guarantees shall accompany each bid. Bidders may provide additional written guarantees that will become part of the bid and will be considered in making awards.

G. Where applicable, service facilities and the convenience of service will be considered in the bid.

H. Where applicable, bidders shall certify that all relevant Federal, State, and local laws have been complied with.

I. Necessary insurance certificates shall be provided upon request.

J. No order awarded under these specifications, or any part thereof, shall be sublet or assigned without the written approval of the Superintendent.

K. The bidder acknowledges that by submitting a bid, the specifications and other instructions are, in the bidder's opinion, appropriate and adequate for the intended purpose.

THE BOARD OF EDUCATION RESERVES THE RIGHT TO:

A. Reject any or all bids without assigning any reason therefore;

B. Be the sole judge of equivalency;

C. Waive any bid requirement in accepting or rejecting bids
