Solicitation No. 1202RZ23Q006 SOUTHERN CA ZONE NATIONAL FORESTS INCIDENT SUPPORT MEALS & HYDRATION
SECTION C. DESCRIPTION/ INTRODUCTION
I-BPA USE OF INTENT
(a) The intent of this solicitation is to obtain the services/supplies described in this of agreement for local fire suppression and all-hazard incidents on the Angeles, San Bernardino, Cleveland and Los Padres, and National Forests (Southern CA Zone).
(b) The Blanket Purchase Agreement resulting from this Request for Quote (RFQ) may be used by the Angeles, San Bernardino, Cleveland and Los Padres, and National Forests. By accepting a dispatch/order the vendor is accepting all terms and conditions of this agreement.
PRICING & ESTIMATED QUANTITY
(a) This solicitation will result in multiple agreements. The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT). Since the needs of the Government and availability of Contractor's resources during an emergency cannot be determined in advance, it is mutually agreed that, upon request of the Government, the Contractor shall furnish the resources listed herein to the extent the Contractor is willing and able at the time of order. Due to the sporadic occurrence of Incident activity, the placement of any orders IS NOT GUARANTEED.
(b) Proposed rates shall include, but are not limited to, labor (as required), operating supplies, materials, State and Federal taxes (including workers compensation costs), insurance coverage, transportation costs, overhead, and profit, and any costs/fees necessary to ensure resource meets the specified standards.
Contractors shall comply with the 2:1 work/rest ratio as outlined by the National Wildfire Coordinating Group (NWCG) Standards for Interagency Incident Business Management (Work/Rest Guidelines).
BASIS OF AWARD
(a) The Government will award a sufficient number of agreements to meet the anticipated incident resource needs resulting from this solicitation to responsible quoters whose quotes conforming to the solicitation will be advantageous to the Government, price and other factors considered.
(b) Offers will be evaluated off of Lowest Price Technically Acceptable (LPTA).
(c) A quote will be considered acceptable if the offered resource meets the minimum requirements stated in the specifications.
(d) Price reasonableness may be based upon competition, government estimates, commercial pricing, historical data, etc.; generally, reasonable pricing that is low will result in higher dispatch priority.
(e) Acceptable past performance will be assessed as high, low or unknown (high indicating significant probability for poor future performance) based upon customer satisfaction as reflected in evaluations received for the quoter on incidents and other related experience within the past 36 months.
(f) Awards will be made only to quoters with:
(1) reasonably priced resources determined by historical data and current market price
(2) operationally acceptable resources that meet minimum requirements stated in the specifications
(3) a low performance risk
(g) The notice of award will be electronically mailed to the vendor’s email address as provided in their submission.
(h) The Contractor Shall:
(1) Submit a quote per Instructions in Section E
(2) Contractors shall register and update information in the System for Award Management (SAM). As a part of their SAM information, they shall complete online Representations and Certifications within SAM at https://www.sam.gov. If the Contractor chooses not to complete "FAR 52.212-3, Offer Representations and Certifications - Commercial Items" (see E.2) on-line, then a completed copy of this clause shall be completed and submitted separately via email or fax to the Contracting Officer as a part of the quote. IMPORTANT: Your account being active in SAM is directly related to you being able to receive payment for any orders received. If you do not update the Entity Management information at least once every 365 days, the registration becomes in-active.
(i) If you are new to Federal sector contracting or need other assistance with regards to placing a quote under this solicitation, contact your local Procurement Technical Assistance Center (PTAC). Locations of PTACs and other valuable information on contracting with the Government may be found at:
http://www.aptac-us.org/.
ORDERING PROTOCOL FOR RESOURCES.
(a) This Agreement does not preclude the Government from using any Agency or Agency Cooperator owned resources before equipment is mobilized under this Agreement.
(b) The Contractor shall restrict calls to the host dispatch center. Dispatchers will not provide information, such as "when or if a Contractor will be called for an assignment" or "status of other contractors."
(c) Ordering Procedures for Resources
(1) Following Agreement award, the each of the Host Dispatch Centers will have an established dispatch priority list showing the resources. The Government intends to dispatch contractor resources based on this priority ranking for other than initial attack.
(2) Orders will be and will continue to be placed with the first vendor on the dispatch priority list until that vendor cannot fill the order or meet the date and time needed. If all contractor resources on the priority list are depleted, orders will be placed utilizing established dispatch procedures.
However, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from these procedures in order to respond effectively to such conditions.
(d) If orders of more than 150 meals are submitted
Ordering Requirements - Any time mobile food services are needed for federal wildland fire incidents in the western United States, the Federal Wildland Fire Agencies, hereinafter referred to as the Government, are obligated to order services from the National MFSU Contractors any time
(1) the number of people to be fed is at or above 150 persons per meal and;
(2) the headcount is estimated to remain at those numbers, or greater, for at least 72 hours from when the headcount first reaches 150 per meal, provided that the Contractor can reasonably meet the incident’s needs and required time frames.
When the Government’s needs at an incident exceed the Contractor’s stated maximum capacity, the
Government may alternatively source meals as required.
http://www.aptac-us.org/
DISPATCH PRIORITY.
(a) The National Forest’s Dispatch Center will give dispatch priority to the resource offering the greatest advantages before all other private resources not under Agreement with the following exceptions:
(1) For initial attack, dispatchers will follow the "closest forces" concept and utilize locally available resources according to agency and incident needs. The priority dispatch ranking may not be used during initial attack and Contractor resources may or may not be used.
(2) Tribal preference policy established within reservation jurisdiction.
(3) Government normally will dispatch resources in accordance with this protocol; however, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from normal procedures in order to respond effectively to such conditions. Any such deviation will be within the discretion of Government and will not be deemed a violation of any term or condition of this
Agreement.
(b) Upon receipt of a resource order by the Dispatch Center, Government Dispatchers will not hold the
Contractor resources in reserve as a contingency force in a non-pay status when that resource is available.
RANKING OF AWARDED RESOURCES FOR DISPATCH PRIORITY.
(a) All resources will be evaluated, and agreements will be awarded in accordance with paragraph C of this section. Resources on an awarded Agreement will be ranked on a dispatch priority list by Host Dispatch Center.
(b) In addition to the award evaluation factors in paragraph C, criteria have been developed for some categories of equipment to assess the advantages for dispatch priority. If no additional criteria are identified, lowest price awarded resources will be ranked highest on the dispatch list.
(c) The following calculation will be used to determine the lowest price, with the lowest price being ranked highest on the dispatch list:
PROVISION EVALUATED RATE
Line Provision Rate x 100 Provisions = Rate 1 Pallet of Water = Rate 2 Pallett of Sport Drink = Rate 3 Pallet of Ice = Rate 4 Delivery = Rate 5 Rate 1 + Rate 2 + Rate 3 + Rate 4 + Rate 5 = Evaluated Rate
Pallet of Water: Minimum requirements for consideration are 72 cases of 24, 16.9oz bottles per 1 pallet, or equivalent.
Pallet of Sport Drink: Minimum requirements for consideration are 18 cases of 24, 20oz bottles per 1 pallet, or equivalent.
Pallet of Ice: Minimum requirements for consideration are 54, 1lbs bags/pillows, or equivalent.
NOTE: If rates are not submitted for Hydration and Ice items, the average overall price of all other offers for that item will be entered into the calculation for evaluated rate purposes. This does not include Delivery Fee items.
(d) The Government intends to dispatch resources in accordance with Host Dispatch Center. However, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from these procedures in order to respond effectively to such conditions.
AUTHORIZED TO PLACE ORDERS
Dispatchers, Buying Team Members, Procurement Unit Leaders, Contracting Officers, and Purchasing Agents are authorized to place orders against this agreement. Orders must be placed in accordance with established ordering procedures as specified in National and Regional mobilization guides.
