About this file

This is a solicitation (W911SD25QA0030) for a Network Detection and Response (NDR) tool issued by the US Military Academy at West Point through the Department of the Army Material Command. The requirement is 100% set-aside for small businesses under NAICS code 541519 with a size standard of $34 million.

The NDR system must include AI-powered cybersecurity capabilities including self-learning AI that adapts to network behavior patterns, autonomous response capabilities to isolate threats in real-time, comprehensive visibility across environments (including IoT, cloud workloads, and remote endpoints), proactive exposure management, and advanced threat detection without predefined signatures. The base period of performance is March 14, 2025 to March 13, 2026, with four one-year options through March 13, 2030. The contract will be firm-fixed-price and requires pre-payment authorization. The solution must support approximately 8,000-10,000 government furnished equipment devices and 5,000-10,000 BYOD devices in a hybrid environment consisting of on-premises networks and Microsoft Cloud, with a minor AWS presence. The previous contract covered 25,000 devices with an IP range of 10.0.0.0/8. Offers are due by March 11, 2024 at 12:00 PM and must include a completed, signed SF1449 form. All questions must be directed to dayanna.wallace.civ@mail.mil.
