Section C - Description/Specifications/Statement of Work

STATEMENT OF WORK (SOW)

C4I FI-MUE Lifecycle FY26

1. GENERAL

The 41st Signal Battalion requires sustainable infrastructure solutions to guarantee mission-critical services and prevent communication outages from impacting the warfighter. Key components of the facility infrastructure, specifically the environmental control (HVAC) and primary/backup power systems (including GEN, ATS, and UPS), have reached their end-of-life as determined by the C4I FI-MUE (Facility Infrastructure - Mission Unique Equipment) Life Cycle Assessment for FY26. To ensure the continued mission readiness of the 1st Signal Brigade on the Korean Peninsula, a complete life cycle replacement of this equipment is mandatory. The objective of this project is to implement a fully integrated and reliable power and environmental infrastructure, minimizing long-term maintenance costs and ensuring rapid repair response. A qualified contractor with demonstrated expertise in the design, installation, and maintenance of power generation (GEN), automated power transfer (ATS) and precision environmental controls (CRAC/HVAC) for high-availability Network and Server Data Facilities is required.

1.1 Description of Services/Introduction

The contractor shall provide all personnel, equipment, supplies, supervision, logistics, other items, and non-personal services necessary to support FI-MUE Life Cycle for Camp Casey, Concord, Papyongsan, and Camp Morse and shall perform as defined in this Performance Work Statement except for those items specified as government furnished property and services.

1.2 Background

The core mission of the 1st Signal Brigade is to enable Command and Control (C2) for the United Nations Command (UNC), Combined Forces Command (CFC), US Forces Korea (USFK), and the Eighth US Army, ensuring their ability to lead, direct, and maneuver forces during armistice, crisis, or war. The execution of this mission is critically dependent on approximately 45 critical communication nodes strategically located throughout the Korean Theater of Operations (KTO). The operational reliability of each node, in turn, depends entirely on its supporting infrastructure.

This funds the complete lifecycle replacement of this essential infrastructure, which has reached its designated end of life. The scope of replacement includes the systems vital for providing reliable communications, such as Generators, Automatic Transfer Switches (ATS), Environmental Control Units (HVAC/ECU/CRAC/CRAH), Uninterruptible Power Supplies (UPS), and Direct Current (DC) Plants.

1.3 Objectives

This project is a critical Life Cycle Replacement (LCR) initiative for Mission Unique Equipment (MUE) that supports the 1st Signal Brigade. The primary objective is to enhance mission readiness and reliability by proactively replacing end-of-life power and environmental infrastructure, thereby mitigating the risk of catastrophic failure and ensuring the operational continuity of critical communication nodes. This action guarantees mission assurance for UNC/CFC/USFK/Eighth Army command and control capabilities. All work shall ensure strict regulatory compliance with the latest editions of all applicable Department of Defense and industry standards, including but not limited to the Unified Facilities Criteria (UFC), National Electrical Code (NEC), Army Regulations (AR 750-1), and relevant NETCOM and DISA directives.

1.4 Scope

This requirement is a consolidation of the requirements for FY26 FI-MUE Life Cycle Requirement. This requirement will cover the following sites and items.

b. The QASP is not part of PWS or SOW and will not be issued with the solicitation. The QASP focuses on the procedures and processes the Government will implement to assure the Contractor is performing IAW the performance standards within the PWS and SOW.

c. The Government plan defines the criteria for how the Contractor's performance will be evaluated, the frequency of surveillance, and the items to be inspected. Although the Government will develop a QASP, Government surveillance of Contractor performance is not limited to the QASP, or the performance objectives, outlined in the Performance Requirements Summary (PRS).

d. The Government retains the right to evaluate all services based on contract terms and conditions. The Government will conduct inspections and tests in a manner that will not unduly delay the work. If any of the services performed do not conform to contract requirements, the Contractor shall perform the services again at no additional cost to the Government.

e. Government personnel will record all surveillance observations with Government QA Inspection Report. When an observation indicates defective performance, the COR will notify the Contract Manager (CM) on the defective performance that was observed.
