Performance Work Statement (PWS) and the evaluation criteria for award set forth in this solicitation. ADDENDUM 52.212-2
SECTION M
BASIS FOR AWARD
Proposals will be evaluated for technical acceptability. The award will then be made to the lowest priced, technically acceptable proposal.
For an Offeror to be considered for award:
i) the proposal’s technical capability must receive an “Acceptable” rating, and
ii) past performance must be rated as “Neutral”.
EVALUATION CRITERIA
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer will deemed Technically Acceptable and will offer the Lowest Price. The following factors shall be used to evaluate offers:
A. Technical Capability (Non-Price)
B. Price
FACTOR A. TECHNICAL CAPABILITY (NON-PRICE)
Acceptable proposals will clearly define capability to include a detailed/descriptive approach with supporting documentation for, at a minimum, PWS paragraphs 5.1, 5.2, and 5.3 in the timeline required by the PWS. The technical proposal shall include the details of system/software being utilized to meet the requirements of the PWS and the contractor shall provide a description of how they are going to meet the required timelines in the PWS. The Government will evaluate the Offeror’s proposed Capabilities to determine if the Contractor has appropriate resources and adequate technology. Additionally, the contractor shall provide the PWS paragraph 5.1, 5.2, and
5.3 with signed initials next to each subparagraph and sub-bullet (i.e., 5.2.1 and sub-bullets) to ensure contractor proposed product conformity with Government’s specifications. Specifically, each task in the PWS with initials shall include a statement whether the contractor’s solution fully supports or does not meet the task requirements in the PWS.
- Sizes and Special Sizes
- Specifications
- Mobile Unit and Personnel
- Warranty of defects
- Packing and shipping of material
The Government will also evaluate the Offeror’s proposal to determine if the proposed management process and procedures are adequate to ensure timely and quality performance of the PWS requirements.
Rating Description
Acceptable Proposal meets the requirements of the solicitation
Unacceptable Proposal does not meet the requirements of the solicitation.
FACTOR B. PRICE
Offered pricing response will be evaluated for completeness, price reasonableness, and pricing balance in accordance with FAR 12.602(b).
Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and 1/2 of the 4th option. Offerors are not required to enter a price for the six-month period.
Note:
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either part.
Before the Offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
