PERFORMANCE WORK STATEMENT (PWS)
Field Validation Collections Kenya
1. INTRODUCTION: The Engineer Research and Development Center - Construction Engineering Research Laboratory (ERDC- CERL) is currently developing an application to characterize global rangelands for Army mission support. Rangeland landscapes cover approximately 25% of Earth's land surface, knowledge of the distribution of above ground biomass (AGB, e.g., vegetation height and cover) is necessary to gain a greater understanding of its role in supporting or hindering activities that support the Army's mission. Monitoring vegetation in real-time gives the ability to make informed operational environment decisions.
This real-time monitoring capability is the focus of the FY22 6.2 AR3 IEBA Veg Task effort. To-date an initial global model /application has been completed. To further the capability of the application, an expanded data set covering global vegetation is required.
2 . OBJECTIVE: The objective of this effort is to provide for the collection of validation/calibration data for a region of the African continent, specifically Kenya, on up to 200 study site plots.
3. MAJOR REQUIREMENTS: To accomplish the above objective, the Contractor shall complete the following tasks:
a. Task 1. Finalization of Sampling Plan and Study Sites:
Within the country of Kenya sampling is required in both grassland and savannah ecosystems. The primary driver for ecosystem selection is plant structure.
Government required sampling protocols include the following:
a. Measurements shall be taken in both the dry and wet seasons.
b. Plots shall be designated and measured across each of the grassland and savannah ecosystems during both wet and dry seasons (totals based on the number of option line items exercised)
c. Each sampling plot shall have its location recorded using a handheld GNSS receiver with accuracy no less than 3 m to allow for repeat measurements over time as well as locating field data on remote sensed imagery.
d. Measurements on each plot shall be conducted in accordance to the United States Government's Bureau of Land Management's (BLM) Assessment, Inventory and Management (AIM) program (https://www.blm.gov/noc/blm-library/technical-reference /monitoring-manual-grassland-shrubland-and-savanna-ecosystems). To include:
1. Three 25 meter transects radiating from the center point at 0, 120, and 240 degrees.
2. Point measurements taken at 2.5-meter intervals along each transect.
3. At each point measurement, cover by functional group, and height of the tallest plant will be measured.
4. For each plot GPS coordinates for plot center recorded along with date of measurement (mm/dd/yyyy) and two (2) to three (3) photos that represent general plot characteristics.
Based on the Government's requirements, the contractor shall identify two (2) suitable ecosystems within Kenya, provide an initial recommendation of plot locations across the ecosystems and provide the Government with a draft Sampling plan.
This draft Sampling plan shall be due to the Government within two (2) months of contract award. The Government shall have one (1) month to review and finalize the Sampling Plan.
b. Task 2. Field Sampling:

Based on the Sampling Plan finalized under Task 1, and the number of option line items exercised, the contractor shall conduct vegetation sampling across all plots during both the local wet and dry seasons to include acquisition of appropriate permits, permissions, and access to identified sampling sites.
Final Data products resulting from the field sampling shall be recorded in appropriate Microsoft formats, including Excel spreadsheet for plot measurements, location data and similar numerical data, and Microsoft Word for site descriptions and other text-based information required for final reporting.
Field sampling shall conclude with eleven (11) months from time of contract award.
c. Task 3. Final Report:
A final reports detailing sampling protocols, data collected, along with all other pertinent information is due in draft format within eleven (11) months from time of contract award.
The Government shall have one (1) week to review and provide comment. The contract shall deliver the Final Report within twelve (12) months from the time of contract award.
Draft and Final report formats shall be Microsoft Word with all sampling data and supporting numerical data provided in Microsoft Excel spreadsheet format.
