b. The Contractor shall only be paid for work fully completed. If a partial service is rendered, payment will be adjusted according to percent of area completed. Partial service is defined as completing anything other than all tasks for designated locations as identified in Part 5, Service Location(s), and Task Requirements.

3. Service Tasks:

a. Log Boom Debris Removal Requirements:

i. The preferred sequence of work would be for the log boom area to be cleaned of debris before beginning debris removal work at the trash rack.

ii. Typically, any debris that becomes free of the log boom will drift downstream towards the dam and be caught on the trash racks. However, there is a newly installed debris screen that hangs beneath the floating booms that will restrict any "push-through" of debris (See Informational Photo 7).

iii. All floating debris as well as any submerged debris that is visible by boat along the log boom must be removed.

iv. If items cannot safely be removed, the Contractor and TPOC shall discuss solutions.

v. The log boom shall be clear of any caught or hung debris, as well as submerged debris so that any restriction of water flow is minimized.

vi. The Contractor shall utilize the motorboat to push, pull, tow, or otherwise direct the debris towards the riverbank nearest the clamshell. This may require pulling or towing the debris from its location so that it may be removed with the clamshell.

vii. All debris shall be transported from the river locations to the designated debris storage area approximately 1/2 mile from the removal site (See Informational Map 1).

viii. The debris shall be neatly placed at the debris storage area in segregated piles of woody debris and other debris.

ix. All woody debris will be cut to have a maximum length of 6 feet.

x. If the turning and backing area becomes encroached due to advancing debris piles, the TPOC shall be notified so that the piles can be pushed back to make more access and egress room for the Contractor.

xi. The Contractor shall provide a general inspection of the synthetic booms, and an inspection of the steel connection hardware and debris screens of the boom system. The Contractor shall report the findings of condition to the TPOC.

xii. Mobilization to the next stage of work will be after the inspection and at the approval of the

TPOC.

b. Trash Racks Debris Removal Requirements:

i. Debris from the trash rack area shall be removed from the entire inflow area.

ii. Debris removal includes submerged debris from the water level down to the concrete bib on the river bottom (a depth of approximately 16 to 18 feet).

iii. Debris removal includes guiding the clamshell between each of the concrete piers and capturing any debris that is within those areas from the water's surface to the concrete bib on the river bottom.

iv. All debris shall be transported from the river locations to a designated area approximately 1/2 mile from the removal site (See Informational Map 1).

v. The debris shall be neatly placed at the debris storage area in segregated piles of woody debris and other debris.

vi. All woody debris will be cut to have a maximum length of 6 feet.

vii. If the turning and backing area becomes encroached due to advancing debris piles, the TPOC shall be notified so that the piles can be pushed back to make more access and egress room for the Contractor.

Part 5 Service Location(s) and Task Requirements: The service locations are located in Hopkinton, NH near the Hopkinton Dam. The Hopkinton Lake Project Office is located at 2097 Maple Street, Hopkinton, NH.

1. ITEM NO. 1 - Hopkinton Dam Log Boom - River Debris Removal

a. Site Access:

i. Access to this area is via Rte. 127 on the West side of the Hopkinton Dam. The access road is a narrow gravel road with drainage ditches and culverts throughout its course to the log boom.

b. Site Information: See Informational Map 1

i. The log boom is a series of connected floating logs that is cabled across the Contoocook River holding debris just upstream of the Hopkinton Dam gatehouse.

ii. There is an area for a large dump truck to turn around midway between Rte. 127 and the log boom area.

iii. The crane and the debris hauling truck will have to cross a concrete trough that is approximately eighteen (18) feet long and three (3) feet wide covered with 4" by 6" oak planks. It is situated lengthwise across the roadway to allow vehicles and equipment access over the log boom (See Information Photos 5 & 6). The Contractor will be required to protect the concrete trough and prevent any damage during the debris removal activities with steel sheets capable of supporting the weight of the crane and any debris hauling equipment.

iv. The Contractor supplied debris pushing boat shall be rigged and launched into/retrieved from the river by the crane.

v. Average river depth is between 10-15 feet.

vi. The river flows may hamper pushing and pulling of debris along the log boom. In this occurrence the Hopkinton Dam project staff can coordinate river flow changes to allow for more effective and safe debris removal.

vii. Debris storage area is located approximately 1/2 mile from the Hopkinton Log Boom and Trash Racks. Access to this area is via Rte. 127 and then onto a single lane gravel roadway (See Informational Map 1). There is room to turn around once in the storage area. Area shall be accessible during operation hours for Contractor Work.

c. Required Tasks:

i. Log Boom Debris Removal.

ii. Specific date to be coordinated with the TPOC.

2. ITEM NO. 2 - Hopkinton Dam Trash Racks - River Debris Removal

a. Site Access:

i. Access to the trash racks is via Rte. 127 on the West side of the Hopkinton Dam. The access road is a narrow gravel road with drainage ditches and culverts throughout its course to the log boom.

b. Site Information: See Informational Map 1

i. The trash racks are vertical concrete piers through which the Contoocook River flows through the Hopkinton Dam. The trash racks generally collect floating debris in a perpendicular alignment to the piers; however, some debris does enter through the piers.

ii. The river bottom in this area is partially a concrete bib and mostly rock river bottom. Debris can be found throughout the entire water column in this area which is normally an approximate 16-18 feet in depth extending between the concrete wing walls (See Informational Photo 8).

iii. There is an area for a large dump truck to turn around midway between Rte. 127 and the log boom area.

iv. The Contractor will be required to protect the concrete trough and prevent any damage during the debris removal activities with steel sheets capable of supporting the weight of the crane and any debris hauling equipment.

v. The area for the crane setup is narrow and the crane operator may set-up on a concrete platform that is between the concrete structure of the dam and the river (See Information Photos 2, and 4). The crane may also be set prior to the concrete platform provided that the river debris can still be removed from the entire area required while accounting for the crane capacity at the boom angles needed to accomplish this task.

vi. The narrowest opening measurement between the railings and the concrete wall of the Gatehouse is 13 feet - 6 inches (See Informational Photo 4).

vii. There is a near 90-degree turn in the roadway to get onto this platform from the log boom location.

viii. The river flows may hamper pushing and pulling of debris off of or out of the trash racks.

Another concern would be clamshell being pulled into the trash racks and becoming lodged in the intake works.

ix. During debris removal at this location the TPOC will coordinate river flow changes to allow for more effective and safe debris removal.

x. Debris storage area is located approximately 1/2 mile from the Hopkinton Log Boom and Trash Racks. Access to this area is via Rte. 127 and then onto a single lane gravel roadway (See Informational Map 1). There is room to turn around once in the storage area. Area shall be accessible during operation hours for Contractor Work.

c. Required Tasks:

i. Trash Racks Debris Removal.

ii. Specific start date to be coordinated with the TPOC.
