About this file
This is a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) to provide mechanical vegetation control services for the Upper Connecticut River Basin across seven locations in New Hampshire and Vermont. The U.S. Army Corps of Engineers (USACE) New England District, represented by Jennifer M. Samela (Contract Specialist), is soliciting quotes for a three-year indefinite-quantity BPA with a master dollar limit of $250,000. Individual BPA calls may not exceed $25,000 in labor and materials combined, with a maximum of $5,000 for materials per call. The solicitation number is W912WJ26QA051, with an offer due date of March 5, 2026, at 5:00 PM. This is a set-aside for Women-Owned Small Business (WOSB) concerns, including economically disadvantaged women-owned small business (EDWOSB) joint ventures.
Services required include tree removal (categorized by diameter breast height), brush and shrub removal, stump grinding and removal, wood chipping, forestry mowing, debris removal, pruning, hazard tree removal, chemical treatment, and administrative office work. The contractor must price each service on an hourly basis (combined rate for equipment, crew of two persons, one vehicle, and supplies). Pricing shall include unit prices for Years 1, 2, and 3. Previous contract holders were Arborclimb, Inc.; Bumblebee Landscaping LLC; and Redstart, Inc. The Government intends to compete each call among up to three BPA holders and will award based on lowest price for services delivered within the required timeframe. Evaluation factors are technical capability, price, and past performance. All quoters must be registered in the System for Award Management (SAM) and must comply with extensive safety requirements, including USACE EM 385-1-1 standards, accident prevention plans, activity hazard analyses, and site safety and health officer designations. Work is to be performed Monday through Friday, 7:00 AM to 3:30 PM, with pre-work submittals (safety documentation, certifications, spill prevention plans) due within 21 days of award.
