INSTRUCTION TO VENDORS:
VENDORS SUBMITTING A QUOTE IN RESPONSE TO A SOLICITATION ARE RESPONSIBLE FOR ADHERING TO ALL INSTRUCTIONS AND TERMS AND CONDITIONS INCLUDED IN THE SOLICITATION. FAILURE TO DO SO MAY RESULT IN QUOTES BEING DEEMED
NON-RESPONSIVE
INFORMATION:
1. This is a Request for Quotations (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 13.
2. Potential vendors are notified that the basis on which award will be made is price alone.
3. All responsible sources may submit a quote which, if timely received, must be considered by the Agency.
4. The Government may request that a vendor respond to a Quote Verification after the solicitation closes, but prior to award. The vendor shall respond in sufficient detail to all questions or statements no later than the response date and time listed in the correspondence. Failure to do so may result in quotes being deemed non-responsive and removed from consideration. The Government is under no obligation to provide extensions for responses.

3. Please direct questions to the Contract Specialist. Any information received at the site visit which conflicts with this solicitation should be brought to the attention of the Contract Specialist. The solicitation and resulting contract shall be the governing document in all cases.
QUOTE SUBMISSION:
1. Quotes shall be submitted via email to the Contract Specialist listed above no later than the closing date and time identified in the solicitation or subsequent amendments.
2. The Government is under no obligation to consider any quote received after the solicitation closing date or time.
BID SCHEDULES:
1. If a Bid Schedule is included in the solicitation, vendors shall complete the bid schedule in its entirety (all tasks, all years).
2. Vendors shall enter $0.00 on Bid Schedules in which items are Not Separately Priced. Blank entries will not be considered and will result in quotes being deemed non-responsive.
3. Failure to complete the Bid Schedule in its entirety and return same with a quote will result in quotes being deemed non-responsive.
SITE VISITS:
1. SITE VISITS ARE HIGHLY RECOMMENDED PRIOR TO PROVIDING A QUOTE. SEE CLAUSE 52.236-27 or 2.236-27 ALT I FOR
ADDITIONAL INFORMATION.
2. If date(s)/time(s) for site visits are included in the solicitation, then interested vendors will be permitted to visit the site during those dates/times. No other dates/times will be permitted for site visits.
3. If no dates/times for site visits are included in the solicitation, then interested vendors shall contact the Technical Point of Contact as identified in the solicitation to schedule a site visit.
4. No site visits will be permitted AFTER a solicitation closes.
BONDING:
1. In accordance with FAR 28.101-1(c), the Contractor will NOT be required to provide a Bid Guarantee.
2. In accordance with FAR 28.102-2(b), the Contractor will be required to provide the following payment protections for all construction contracts at or above $150,000.00.
(i) Payment Bond or
(ii) Irrevocable Letter of Credit and
(iii) Performance Bond
A Payment Bond or Irrevocable Letter of Credit is the SELECTED payment protection for the Government. The penal amount of bond shall be 100% of the original contract price. If the contract price increases, the Government will require an increase in the penal sum of the existing bond. This bond shall be submitted to the Contracting Officer within 10 days after receipt of award.
A Performance Bond shall be required if the total price of the quote is $150,000.00 or above. The penal amount of the Performance Bond shall be 100% of the original contract price. If the contract price increases, the Government will require an increase in the penal sum of the existing bond. This bond shall also be submitted to the Contracting Officer within 10 days after receipt of award.
3. In accordance with FAR Part 28.102-2(c), the Contractor will be required to provide one of the following payment protections for all construction contracts $35,000.00 or above, but not exceeding $150,000.00.
(i) Payment bond or
(ii) Irrevocable letter of credit

4. Prior to award, the Government may request that the Contractor provide a Letter of Bond Ability issued by a Surety that is listed on US Treasury Circular 570 (https://www.fiscal.treasury.gov/surety-bonds/list-certified-companies.html).
Letter of Bond Ability shall be issued to the Contractor and shall state that the Contractor is pre-qualified for bonding, include the single and aggregate bond limits that the bond company will support, and provide contact information of the bond agent or attorney-in-fact.
Failure to provide a Letter of Bond Ability as required will result in the Contractor's quote being deemed non-responsive.

6. Contractors are not required to submit an Accident Prevention Plan (APP) with their quote. The successful Contractor will be required to submit this document at the direction of the Technical Point of Contact. STATEMENT OF WORK
I. General
1. Scope of work Contractor shall replace three (3) Heating, Ventilation, Air Conditioning (HVAC) systems at the Cape Cod Canal Rangers Office Building located in Buzzards Bay, MA. Existing ductwork shall remain and shall be connected to new HVAC units with new custom sheet metal fabricated ductwork.
Work also includes, but is not limited to, ductwork cleaning, replacing (2) roof exhaust fans, replacing (2) roof air intake louvers, removal of existing insulation (batt and loose blown), providing fiberglass batt insulation in the attic, providing new interior condensate drain lines which shall be connected into an existing interior sewer line, and replacing (2) garage doors. Work includes all labor, equipment, tools, and materials to demolish, remove, dispose of the existing components stated herewith in this statement of work. (See attached Figure 1 and Photos 1-15).

2. Locations
The building is located on Federal property at 40 Academy Drive, Buzzards Bay, MA. The HVAC systems are horizontally mounted in a tight attic space of a park ranger building. Access to the attic is through interior access doors atop a raised platform located in the garage. The Contractor will be working in an occupied building and shall make accommodations to limit the disturbance to the building occupants. Contractor may only take one HVAC unit offline at a time and shall minimize the duration when that area of the building is without HVAC.
3. Site Visits A scheduled site visit will be listed in the solicitation. Interested vendors should attend the site visit to confirm understanding of the scope, inspect building conditions, inspect attic and roof access, and inspect existing utility connection points prior to submitting a quote. No extra payment will be allowed for perceived additional work caused by unfamiliarity with site conditions and requirements. 4. Schedule The work shall be completed within 270 days after Notice to Proceed. The removal of the existing unit shall not occur until all materials for installation of the new units are onsite. The hours available for work are Monday to Friday 0700 through 1700 hours.
All pre-work submittals shall be submitted within forty-five (45) days of Notice to Proceed. The Government reserves up to fourteen (14) days for review and acceptance on each submittal from the date of receipt. If revisions are necessary to the submittals, the Contractor shall make such revisions and shall be resubmitted to the Government in an acceptable form within fourteen (14) days of the Government's response, unless additional time is granted by the Government in writing.
5. Safety Requirements A. General:
All work shall be conducted in accordance with the U.S. Army Corps of Engineers (USACE) Safety and Occupational Health Requirements (EM 385- 1-1, most recent edition), and all applicable Occupational Safety and Health Administration (OSHA), Federal, State, and local safety and health requirements. Project staff reserve the right to cease work at any time should the safety of employees, Contractors, and/or the public become jeopardized.
B. Accident Prevention Plan (APP):
The Contractor shall prepare a site-specific Accident Prevention Plan. The APP must be written by a Competent Person (CP) and document the specific work processes, equipment, materials to be used, hazards and applicable control measures.

A preparatory meeting shall be conducted by the Prime Contractor to discuss the APP contents with all effected onsite employees. The Prime Contractor is responsible for informing the subcontractors of the safety provisions under the terms of the contract, the penalties for noncompliance, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.
Daily safety meetings shall be held and documented. Records shall be available to the Technical Point of Contact upon request.
C. Activity Hazard Analysis (AHA):
An AHA shall be submitted and accepted for each definable feature of work (DFOW) in accordance with EM 385-1-1, Chapter 2-6. A DFOW is defined as any task, which is separate and distinct from other tasks, has separate control requirements, or is identified as different trades or disciplines.
The AHA shall be continuously reviewed and revised to address changing site conditions as appropriate.

D. Site Safety and Health Officer (SSHO) Requirements:
The Contractor shall employ a minimum of one person to function as a Level 3, SSHO. A Level 3 SSHO is a designated Qualified Person (QP) or Competent Person (CP) with Safety and Occupational Health (SOH) responsibility that meets the requirements of EM 385-1-1, Chapter 2-3.b and 2-4.

Level 3 SSHOs must have training, knowledge, and/or experience identifying hazards and implementing controls for the work being performed.
The SSHO shall be present at the project site and be responsible for overseeing the implementation of the Prime Contractor's SOH program.

E. First-Aid and CPR Personnel Requirements:
For shifts with multiple employees, provide at least two employees that are certified to administer First Aid and CPR. When employees work alone, they must be certified in First Aid and be provided an effective means of communication to call for assistance in the event of an emergency.
Minimum First Aid and CPR qualifications are outlined in EM 385-1-1, Chapter 3-3.
F. Additional Personnel Requirements:
Other Competent Person (CP) or Qualified Persons (QP) may be required per EM 385-1-1 and/or other sections of this Scope of Work, based on the definable features of work for this project.
G. Accident Reporting:
All accidents and near misses shall be investigated by the Contractor and reported to the Technical Point of Contact in accordance with EM 385-1-1, Table 2-1.

H. Employee Exposure Data:
The Contractor shall electronically report total employee work hours (including subcontractors) to the Technical Point of Contact by close of business on the 10th calendar day of the following month.
6. Preconstruction Conference Prior to the start of any work, the Contractor and Technical Point of Contact will schedule and conduct a "Preconstruction Conference". The Contractor's staff responsible for quality and safety on the job site will physically attend this meeting. No work may be performed under this contract prior to this conference. The purpose of the conference is to enable the Technical Point of Contact to outline the requirements in terms of safety, quality, communications, inspections, material storage, submittals, and payments.
7. Permits The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract.
8. Security The Contractor will comply with all established security policies at Cape Cod Canal Field Office. Potential periods of heightened security may affect access to work areas. During periods of heightened security, the Government reserves the right, at any time, to close any property and reschedule work. The Contractor shall be given at least 24-hour notice of any such closure.
9. Contractor Conduct The work area is located on Federal property. Contractor and employees must act in a safe and professional manner at all times. Alcohol and firearms are prohibited on project grounds.
10. Payment Payment shall be made after final inspection and acceptance by the Government, the Contractor must submit an invoice, utilizing Form ENG 93, to the Technical Point of Contact. The invoice shall include the name of Contractor (as per SAM registration), invoice date, contract number, description of work completed, and total amount due. For jobs greater than 30 days the Contractor may request progress payments.

II. Technical Requirements:
Part 1 General:
Contractor's work and responsibility includes all job scheduling, personnel, equipment, materials, supervision, and quality control necessary to perform the work. Contractor shall provide bathroom and sanitation facilities for workers.
Requests for Information:
After contract award, questions concerning the work of this project should be directed to the Technical Point of Contact at the Cape Cod Canal Office at (978) 318-8550 or travis.j.germano@usace.army.mil.
Submittals:
Contractor shall provide submittals that show pertinent details of proposed materials that allows confirmation the materials are in accordance with requirements listed in the materials section of this scope of work. Although the Government technically reviews submittals, the Contractor's work must be prosecuted using proper internal controls and review procedures. Contractor submittals must be reviewed and accepted by the Government prior to the commencement of any field activities. Contractor shall provide required submittals to the Technical Point of Contact within 45 days of Notice to Proceed. The Government reserves up to fourteen (14) days for review and acceptance on each submittal from the date of receipt. If revisions are necessary to the submittals, the Contractor shall make such revisions and shall be resubmitted to the Government in an acceptable form within fourteen (14) days of the Government's response, unless additional time is granted by the Government in writing.
Required submittals include:
1. ENG Form 6293 (Accident Prevention Plan Worksheet)
2. Activity Hazard Analysis; non-mandatory template available: ENG Form 6206 (Activity Hazard Analysis)
3. ENG Form 6282 (Site Safety and Health Officer Designation Letter)
4. First-Aid and CPR Personnel requirements
5. Schedule and Coordination Plan - Prior to the start of work, Contractor shall present a plan to minimize down time between removing existing units and bringing new units back online.
6. Massachusetts State HVAC Refrigeration, Plumbers, and Electrical Licenses.
7. For all materials to be used on the project, the Contractor shall provide the following information:
(1) Manufacturer's name
(2) Catalog number
(3) Specifications
(4) Any other information necessary to approve the materials
(5) Safety Data Sheets (SDS) shall be submitted along with the product data for any potentially hazardous materials such as adhesives and flux materials. Use Low Volatile Organic Compound (VOC) materials wherever possible.
8. Operation and Maintenance Manuals for all installed equipment (Including Test Records).
9. Manufacturer Warranty (5 year minimum and fully executed).
10. Any Technical manuals and Parts lists for the equipment being installed.
11. AHRI and EPA Refrigerant Certification
12. Energy Star Certification
Government Resources:
The Contractor is responsible for providing all resources to complete the project. The Government will not provide any equipment or services.
Omissions:
This scope of work may not cover all specified activities, steps, and procedures required to supply the contract product. In cases where work is not specifically shown or specified, contract shall include miscellaneous items, appurtenances, devices, and materials obviously necessary for a sound, secure and complete installation. In case of omission, the normal industry, State, or Federal standards, practices, specifications, and/or guides shall prevail. In no instance shall an omission be reason to produce less than an acceptable product.
Quality Control and Quality Assurance:
The Contractor is responsible for the quality control of the contract work. The Government has the right to inspect and test all items called for by the contract for Quality Assurance, to the extent practicable at all times and at all places during the term of the contract.
Other Contracts:
The Government may undertake or award other contracts for additional work not related to this contract, the Contractor shall fully cooperate with other Contractors and Government employees. The Contractor shall not commit or permit any act, which will interfere with the performance of work by another Contractor, or by Government employees.
Receiving and Storing Materials:
Storage areas for materials, equipment and dumpsters will be coordinated with the Technical Point of Contact. The Contractor is responsible for protecting any stored material. The Contractor is responsible for receiving and unloading of delivered goods. Government employees will not receive material or supplies for the Contractor and will not be responsible for damage or theft of Contractor equipment or material. All storage areas shall be restored to their pre-construction condition at the contractor's expense and verified as such by the Government TPOC.
Clean Up:
Contractor shall inspect all equipment and materials used to prevent the release of any contaminants to the environment. The Contractor shall practice good housekeeping to maintain a safe job site. Remove rubbish and debris from the site daily, do not allow it to accumulate inside or outside of the building. The Contractor shall keep the work area, including any storage areas, free from the accumulation of waste materials. Upon completing work, the Contractor shall remove all tools, equipment, and materials that are not the property of the Government and shall clean up the job site to the satisfaction of the Government.
Sustainability:
EPA Designated: Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials and recommends practices for buying these products. Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Standard Products:
Provide materials and equipment which are the standard products of a manufacturer regularly engaged in the manufacture of such products and that essentially duplicate items that have been in satisfactory use for at least 2 years prior to contract award. Equipment shall be supported by a service organization that is, in the opinion of the Technical Point of Contact, reasonably convenient to the site.
Nameplates:
Place a plate or sticker on each major item of equipment having the prime Contractors name, address, phone number, install date, manufacturer's name, address, type or style, model or serial number, and catalog number secured to the item of equipment.
Part 2 Materials:
All materials shall be approved by the Technical Point of Contact prior to installation. The furnace, condenser, and coil must be from a single manufacturer.

4. Provide manufacturer specified R-410A refrigerant to fully charge the new systems.
5. Provide hydronic fittings and piping to tie into the new system.
6. Provide electrical wiring to tie into existing system.
7. Provide custom sheet metal fabricated ductwork, insulation, fittings, adaptors to connect new HVAC units to existing ductwork.
8. Provide 3/4" Type L copper condensate drain piping from each attic-mounted HVAC unit to a centrally located condensate pump and provide 1" Type L copper condensate drain piping from the pump to a sanitary drain line located approximately 100 feet away. The condensate lines will need to be installed from the units, through the garage area, and connected into the sanitary line in the southside attic. Piping shall be installed with a continuous slope to ensure proper drainage and prevent water accumulation. All condensate piping shall be wrapped with UL-listed electric heat trace tape, controlled by an adjustable thermostat set to activate at 40F and below to prevent freezing in unconditioned spaces. After application of heat trace, piping shall be fully wrapped with 1-1/2" thick closed-cell insulation (minimum R-6), with all seams sealed to maintain thermal protection and prevent condensation. Horizontal piping runs shall be supported at intervals not exceeding 8 feet, with additional supports at changes in direction, fittings, and any locations with concentrated loads such as valves or connections. Insulated piping shall be supported using appropriately sized pipe hangers in combination with insulation saddles or shields (pipe guards) to prevent compression of the insulation and maintain vapor barrier integrity.
All piping and support systems shall be suitable for copper and installed to prevent sagging or stress. Installation shall comply with all applicable plumbing and mechanical codes. Condensate lines shall be installed in a neat and orderly manner.
9. Furnace vent shall be direct vent, 2 pipe system, installed per manufacturer requirements.
10. Roof vent boot shall be a rubber elastomeric collar with aluminum hard base flashing. Remove and install new roof shingles to provide a watertight penetration. Provide silicon sealant to reseal any loose shingles. Provide storm collar on all vent pipes.
11. Provide insulated copper refrigerant line sets with pressure brazed fittings and service valves.
12. Cover all exposed refrigerant lines, drain lines, and control wiring with a UV and weather resistant extruded PVC line set cover and fittings which shall also be flame retardant. The line set cover shall allow easy access to the internal refrigerant lines through a clip-on duct cover which clips to the duct that is mounted to the exterior wall. All mounting and fitting hardware shall be SUS 304 Stainless Steel grade screws.
13. Condensate Drain Pan and Overflow Float Switch- Provide a secondary condensate drain pan fitted beneath each evaporator coil with overflow float switch. The pan shall have a minimum depth of 1 1/2 inches, shall not be less than 3 inches larger than the unit or the coil dimensions in width and length and shall be constructed of corrosion-resistant material. Metallic pans shall have a minimum thickness of not less than 0.0236 inches (No.
24 gage) for galvanized sheet metal pans, 0.0179 inches (No. 26 gage) for stainless steel pans, or 0.0320 inches (No. 20 gage) for aluminum pans.
Nonmetallic pans shall have a minimum thickness of not less than 0.0625 inch. The bottom of the drain pan shall be sloped on two planes which pitches the condensate to the drain connection. The secondary condensate drain shall discharge to a conspicuous point of disposal to alert occupants in the event of a stoppage of the primary drain. A water-level monitoring device, overflow float switch, shall be installed inside the secondary drain pan.
This device shall shut off the equipment served in the event that the secondary drain becomes restricted. Devices installed in the drain line shall not be permitted.
14. Waterproof, fire-rated, expandable foam sealant to fill all holes or voids through exterior walls. Escutcheons shall be provided at all finish surfaces where exposed piping passes through floors or walls.
15. Provide a hardwired programable smart thermostat, for each system, with upper and lower temperature set points, to allow for automatic operation of system to maintain internal temperature within set parameters.
16. Replace Roof Fans: Remove, Dispose, and Replace (2) 500 CFM Aluminum Roof Axial Exhaust Fans with new Adjustable Temperature Thermostat. Remove and install new roof shingles to provide a watertight penetration. Provide silicon sealant to reseal any loose shingles.
17. Replace Fresh Air Intake Louvers: Remove, Dispose, and Replace (2) Aluminum Roof Top fresh air intake vent/louvers. Remove and install new roof shingles to provide a watertight penetration. Provide silicon sealant to reseal any loose shingles.
18. Replace Insulation: Remove, Dispose, and Replace insulation (Note: Building Footprint is Approximately 3,500 Square Feet):
a. Attic (3,000 Square Feet): R38 Fiberglass Batt Insulation
19. Replace Garage Doors: Remove, Dispose, and Replace (2) Garage Doors:
a. Provide (1) 12' Wide X 12' High Aluminum Garage Door
b. Provide (2) 16' Wide X 12' High Aluminum Garage Doors
c. For each garage door provide the following:
i. Insulation R-Value of 20.
ii. Three (3) rows of three (3) insulated clear glass windows; each window with approximate size 25" x 12" (9 Windows/Garage Door).
iii. Standard lift track.
iv. Exterior PVC Wood Trim boards & PVC white weather seal wrapping door, bottom seal tight to floor, garage door threshold seal, and bottom double weather seal to hold in heat and prevent driving rain from penetrating inside during the winter.
v. Commercial motor operator, 3/4 horsepower, 115 volts, single phase, includes 3 button wall station, (2) remotes, photo safety eyes, and battery backup.
vi. All electrical wiring of operator and operator options installed in 3/4" metal conduit.
vii. Exterior Trim Boards: PVC
viii. Exterior sealant: Class 50
ix. Exterior Color: Factory White.
x. Interior Color: Shall be primed and painted two (2) coats with acrylic latex paint of color per TPOC selection.
Part 3 Execution:
1. All onsite work shall be coordinated with the Technical Point of Contact prior to start of mobilization. The Contractor shall take measures to protect the existing work areas during construction.
2. Although work is not specifically shown or specified, contract shall include miscellaneous items, appurtenances, devices, and materials obviously necessary for a sound, secure and complete installation.
3. Dust Control. The amount of dust resulting from demolition shall be controlled, using poly wall barriers and air purifying machines as needed, to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding area.
4. Existing Conditions: Contractor shall be responsible for the protection of all existing equipment and work areas from damage during construction.
Any items not included in the statement of work that are damaged or altered during construction shall be restored to their pre-construction condition at the Contractor's expense and verified as such by the Government TPOC.
Access:
5. Access to the attic of the ranger building is through the garage internal access doors (31"x49") on a raised platform (8' wide x 4' deep x 8.4' high to platform and 12' high to top of railing).
6. If the Contractor requires a larger opening to perform demolition or installation requirements, it will be the Contractor's responsibility to produce a larger access and to restore the project office to its pre-construction condition when the access is no longer needed.
Demolition:
7. The Contractor shall de-energize the electrical system and follow the applicable lock out/tag out requirements.
8. Contractor shall demolish and remove existing ductwork as necessary to connect to new HVAC system.
9. The Contractor shall drain, remove, and legally dispose offsite the existing hydronic air handler units, waterlines, furnaces, associated ductwork, roof air intake louvers, insulation, outdoor condenser units, condenser ground pads, condensate drain lines, refrigerant line sets, line set covers, electrical disconnect switches, electrical wiring, thermostats, and control wiring associated with the existing system. All appurtenances associated with the existing HVAC systems shall be removed in their entirety and replaced with all new.
10. Removal of existing HVAC units shall be done by appropriate means that will not damage the building floor, walls, and ceiling and/or other equipment in close proximity. Any damage caused shall be repaired by the Contractor.
11. A certified technician for refrigerant recovery with an approved refrigerant handling machines shall recover and legally dispose of the refrigerant from existing equipment at an EPA certified facility.
HVAC Installation:
12. Contractor shall provide and install new cooling and heating HVAC systems complete with new hardware, controls, and all related components to provide functional units. The new HVAC systems shall be furnished and installed according to the manufacturer's recommendations, in conformance with State and local building codes, to be fully functional. The Contractor's installation shall meet Energy Star Quality Installation Guidelines.
13. Provide custom sheet metal fabricated ductwork, insulation, fittings, adaptors to connect new HVAC units to existing ductwork. Inspect and properly seal all ductwork connections and insulate ductwork with duct insulation that carries an R-value of 6 or higher.
14. All electrical work shall be performed by a State licensed electrician.
15. Contractor shall provide all disconnect switches, electric boxes, conduits, other wire runs, including thermostat wiring to make the units operational. Contractor shall provide NEMA 4X stainless steel non-fused disconnect switches for all exterior equipment.
16. For each system, provide and install hardwired smart programmable thermostats in first floor hallway, in a location determined by the Government.
17. All plumbing work shall be performed by a State licensed plumber.
18. For each new outdoor condenser, provide new 6" thick concrete hurricane pad, rated for 175 MPH, which shall not be less than 2 inches larger than the unit dimensions in width and length. Secure the condenser to the pad using concrete screws. Install the condenser in the same location as existing unit.
19. Contractor shall provide insulated refrigerant line sets between units. The refrigerant lines shall be leak tested prior to being charged with approved refrigerant per manufacturer's recommendations. Contractor shall return after first cooling season to confirm condenser unit has maintained refrigerant charge.
20. Cover all exposed refrigerant lines, drain lines, and control wiring with a UV resistant extruded PVC line set cover and fittings.
21. Seal all penetrations made in exterior building walls with waterproof, fire-rated, expanding foam sealant. Repair all penetrations not used from existing system.
Replace Attic Insulation:
22. Completely remove all existing loose-blown insulation and batt insulation from the attic spaces, both the south and north sides of the garage, including areas surrounding and beneath electrical conductors and all three horizontally mounted HVAC air handling units. Work shall be performed in a manner that prevents disturbance or damage to active electrical wiring, mechanical systems, and structural components. All insulation debris shall be collected, contained, and disposed of in accordance with applicable Federal, State, and local regulations. Attic space shall be left clean and free of all insulation residue upon completion and cleared for inspection by the Government prior to re-insulation.
23. Seal Attic Bypass Penetrations, Install Vent Chutes, and provide tight-fitting unfaced R38 fiberglass batt insulation. Contractor shall seal all attic bypass penetrations using fire block expanding spray foam to seal any cracks and gaps around ceiling perforations, holes where electrical wires snake through, around lights, plumbing pipes, walls, and other ceiling penetrations. For gaps 1/4 in. or less, use fire blocking caulk rather than expanding foam. Contractor shall install the vent chutes, positioning the new vent chute so the bottom extends 6 in. into the overhang, and staple it into place.
Provide tight-fitting unfaced R38 fiberglass batt insulation.
Ductwork Cleaning:
24. Provide cleaning of existing ductwork, by connecting a high-powered blower and HEPA filtered vacuum to the ductwork system, while simultaneously using brushes to agitate and dislodge any dirt in existing air ducts. Use a HEPA-filtered vacuum to clean all supply and return vent covers. Perform duct cleaning during hours when the building is unoccupied. Use containment barriers and proper ventilation equipment, such as "negative air" machines equipped with high efficiency filters.
25. Install new system filters after installation is complete, but prior to the testing phase. Wipe equipment clean, with no traces of oil, dust, or dirt.
Provide temporary filters prior to startup of all units that are operated during construction and install new filters after all construction dirt has been removed from the building, and the ducts, plenums, casings, and other items specified have been vacuum cleaned. Maintain system in this clean condition until final acceptance.
26. Contractor shall provide start up and test all equipment for a minimum of 6 hours to verify proper operation of the heating and cooling system.
Any identified issues identified during test shall be corrected and a new test performed.
27. The Contractor shall coordinate and confirm in the presence of the Technical Point of Contact that each element of the system is working properly, including condensers, air handlers, thermostats, vents, and any other elements associated with the installation.
28. Provide training for control operations and system maintenance. The date and time of the training shall be coordinated with the Technical Point of Contact.
Replace Garage Doors:
29. Garage Doors: Remove and dispose of old doors, tracks, springs, blocking, nailers, and hardware. Install new doors in accordance with manufacturer's instructions and in proper relationship with adjacent construction. Remove all existing exterior wood garage door jambs, casings, sills and weather-stripping and provide new PVC exterior trim/weather stripping at entire perimeter of garage door opening. Provide bottom seal tight to floor, garage door threshold seal, and bottom double weather seal to hold in heat and prevent driving rain from penetrating inside during the winter.
Garage door sills shall be wrapped in exterior PVC trim prior to jamb and casing installation. Kick boards removed and replaced with exterior PVC trim. PVC materials shall be primed and painted exterior acrylic latex white. Garage Door jams are 1"x10" and casing is 1" x 6". All joints shall be properly caulked/sealed to protect wood frame members. Provide all requirements for blocking and nailers. Prepare jambs & painting for a work man like new finish. Test for proper operation and adjust until satisfactory results are obtained. The outside color shall be factory white. The inside shall be primed and painted two (2) coats with acrylic latex paint of color per TPOC selection.
30. Disposal: All debris generated from the project shall be removed and properly disposed or recycled by the Contractor. Contractor shall clean up and properly dispose of debris off-site in accordance with Federal, State and Local ordinances and regulations. Contractor shall leave the entire site of the work in a neat and orderly condition. Debris, rubbish, non-hazardous waste, and non-usable material resulting from the work under this contract shall be disposed of by the Contractor at their expense off Government property. Segregate and maximize recycling of all waste generated. Debris shall be removed and transported in such a manner that prevents damage to local roads and spillage.
31. Closeout Procedures: Contractor shall coordinate with the TPOC for the following at the completion of the project:
a. A final inspection walkthrough of the project to ensure the work is completed in accordance with the Statement of Work.
b. Attic Stock: Provide (12) Air Filters for each HVAC system, Minimum MERV 10 with carbon layer.
c. Restore all storage areas to pre-construction condition.
d. Provide Operation and Maintenance Manuals, Extended Warranties, Testing Records.
e. Complete Final Payment Forms and Certifications.
