The subgrade shall be shaped to a true surface conforming to the proposed cross section of the road and the subbase shall be compacted. Contractor shall provide a minimum 4” depth subbase as part of the designated areas to receive full depth pavement.
e. The conduit will run under the road immediately adjacent to the utility pole. The road will be repaired with Hot Mix Asphalt (HMA) to patch the trench area in road. Contractor will use HMA supplied from a local batch plant that regularly supplies mix for roadway paving projects. At the trench crossing of the service road, provide new four-inch (4”) top course shall be compacted in two (2) lifts of two inches (2”) each. The Contractor shall provide a tack coat of asphalt emulsion uniformly applied to pavement surfaces prior to placing pavement courses. New pavement shall be installed by experienced installers in accordance with appropriate industry practices to produce a professional quality installation. The finished surface of new pavement shall transition smoothly to adjacent pavement. The Contractor shall ensure the placed material is not less than 95% of the maximum theoretical density of the mixture.
f. The conduit will run approximately five-hundred feet 500’ +/- 30’ to the utility box.
Conduit shall be three-inch (3”) Schedule 80 with glued joints. Large radius sweeps are required where conduits turn or change direction.
g. Where the conduit will terminate at the existing utility box shall be a weather tight seal. A pull line will be installed within the conduit from the existing utility pole to the existing utility box. The pull line will be rated to pull electrical wire the entire length.
An expansion coupling joint will be utilized at the utility box to account for freeze/thaw cycles.
h. The Contractor will be required to install a new meter socket for an electrical meter at the utility box.
3. Utility Electrical Service Connection
a. Contractor shall have the utility company install the electrical wire from utility pole to the meter socket at the utility box and install the electrical meter. The Contractor will be responsible for coordinating with the utility company for the installation. The Contractor will be responsible for payment to the utility company for the installation of the wire, the meter, and any other hookup fees.
b. The estimated price for the service connection is $5,000.
c. The Contractor will be required to submit proof of payment to the utility company and will only be paid for what was invoiced by the utility company.
2. Install Breaker inside Utility Box
a. The breaker shall be installed inside the utility box in the existing electrical panel, in such a way that it enables project staff to turn power off to parking pad outlets in the event of a flood.
b. The breaker will be a minimum of 100A, 120 volts, and two-pole.
c. The Contractor shall install any required connections between new meter socket and breaker.
d. Existing equipment is inactive in utility box can be removed if necessary to install the new breaker. Removed equipment shall be coordinated with Technical Point of Contact.
3. Installation of Electrical Service from Utility Box to Parking Pad
a. For Site Details, See Figure 1 (Overall Site Plan), Figure 2-7 (Photos).
b. The conduit will run approximately two-hundred 200’ +/- 30’ from the utility box to watertight locking box. Conduit shall be three-inch (3”) Underground Schedule 80 PVC conduit and have glued joints. Large radius sweeps are required where conduits turn or change direction.
c. The conduit shall be installed at a minimum 24” underground and have an expansion coupling joint at the transfer box to account for freeze thaw cycles. The conduit shall be connected to the utility box with a weather tight seal. Where the conduit will terminate into the watertight locking box will be a weather tight seal. An expansion coupling joint will be utilized at the watertight locking box to account for freeze/thaw cycles.
d. The wire from the utility box to the parking pad will be rated for underground application and the correct wire gauge in accordance with the NEC to safely carry the intended electrical load of two (2) thirty-amp (30a) outlets, one (1) fifteen-amp (15a) outlet. Wire shall be installed inside conduit and properly connected at both the utility box and parking pad electrical box.
4. Installation of Watertight Locking Box
a. Contractor shall install one (1) outdoor rated watertight locking electrical box at parking pad. The box will house two (2) new thirty-amp (30a) outlets, one (1) fifteen-amp (15a) outlet.
b. The box should be located centered on the northeast edge of the parking pad (see Figures 4 and 5).
c. The box will be installed on a metal post (provided by the Contractor), at a height that the bottom of the box is 30” – 36” above the ground.
d. The box must be rated to withstand outdoor weather and shall provide protection against windblown dust and rain. It shall protect electrical components from potential flooding and winter weather damage.

The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program.
