CAPE COD CANAL PROJECT
U.S. ARMY CORPS OF ENGINEERS
BUZZARDS BAY, MA
I. General
1. Scope - Contractor shall furnish all labor, equipment, materials, services, and tools to perform repairs to Mashnee Dike in accordance with the following scope of work. The repair work consists of furnishing and installing 2,000 cubic yards of sand on Mashnee Dike to construct a new sand berm approximately 325 feet long that will adjoin an area of eroded sand dune. The new berm will be 25 feet wide at the top and slope down to the existing beach grade.
Dimensions and slopes of the new sand berm are shown on Figures 2 and 3. Work includes removal of the existing deteriorated erosion control fencing and installation of new erosion control fencing. Work includes furnishing and installation of new Cape American Beach Grass plants on the top of the new sand berm. All work shall be completed in accordance with the following Statement of Work.
2. Background - Mashnee Dike is in the town of Bourne, MA and is part of the Cape Cod Canal
Project owned and operated by the U.S. Army Corps of Engineers (USACE). Mashnee Road is a public road which traverses over the top of the dike and connects mainland Bourne to Mashnee Island. Mashnee Island has approximately 140 homes and Mashnee Road is the only access and egress route for Mashnee Island residents. Part of the dike has experienced severe erosion from wave action and storms. The objective of this statement of work is to define a construction project that makes an emergency repair to an area of dike that is most eroded and in danger of impacting the road. The area of repair is approximately 325 feet in length and will consist of replacing a sand berm that has been eroded over time. The sand material required for this dike repair is 2,000 cubic yards of sand.
3. Location - Mashnee Dike is in Bourne MA 02532. The repair area on the dike is shown on
Figure 1 and is located adjacent to Mashnee Road and an existing beach. Construction activities shall not prevent vehicular access along Mashnee Road. Construction activities may restrict Mashnee Road to one lane of travel as long as drivers are properly warned. Contractor is responsible for any signs, flagmen or police details that may be required for the work.
Storage space for contractor’s use is limited. No storage area at the immediate work area is available. A small storage area is available on USACE property located 0.33 miles west of the work site along Mashnee Road. This storage area is located through a gate on an access road to Hog Island. Contractor is responsible to provide adequate sanitation facilities for workers.
The work area on the dike is an environmentally sensitive area. Contractor shall inspect all equipment and materials used on the dike to prevent the release of any contaminants to the environment. Equipment may have to be removed from the work area daily. Security of equipment and materials is the Contractor’s responsibility.
4. Site Visit - Mashnee Dike is visible from the public road on the dike. Contractors are encouraged to inspect field conditions prior to providing a quote. No extra payment will be allowed for perceived additional work caused by unfamiliarity with site conditions and requirements. Contract quoters should inspect the area to confirm the proposed layout and to evaluate trucking route for sand delivery and access for equipment onto the beach for berm work. For questions on the location contact the Technical Point of Contact (TPOC) for the project, David D’Angelo at phone 978.318.8507 or email – david.m.d’angelo@usace.army.mil
5. Schedule – The Contractor shall commence work within twenty-one days from Notice to Proceed, prosecute work diligently, and complete all work no later than December 27, 2024.
Field work on this project shall not start prior to October 1, 2024.
All preconstruction submittals shall be submitted within twenty-one (21) days of contract award. The Government reserves up to twenty-one (21) days for review and acceptance on each submittal from the date of receipt. If revisions are necessary to the submittals, the Contractor shall make such revisions and shall be resubmitted to the Government in an acceptable form within fourteen (14) days of the Government’s response, unless additional time is granted by the Government in writing. No field work may proceed prior to the acceptance of preconstruction submittals. The intent is that the submittals will be submitted to the TPOC for review and approval so work may begin on or about October 1, 2024.
The hours available for work are, Monday to Friday 0800 through 1700 hrs. All work must be done during these hours unless additional hours are approved by the TPOC. No work shall be done on weekends or Government holidays.

From the top, the berm shall slope down at 1:3 slope to meet the existing beach profile. Each end of the berm will have a transition area where the dimensions of the new berm will be gradually tapered down to meet the existing beach at either end.
Trucks delivering sand to the dike should be sequenced to allow for local traffic to pass the work site on Mashnee Road. Trucks traveling west on Mashnee Road should use the access road to Hog Island to turn and reverse direction.
Contractor shall submit documentation for each truck load of sand delivered that correctly indicates the quantity of sand delivered. Documentation, at a minimum, needs to include date, time, quantity of sand, and truck #. The Contractor is responsible to confirm that the total quantity of sand delivered complies with the contract requirements.
All dike areas disturbed by the work shall be raked smooth.
Existing Drainage Swale:
There is an existing drainage swale lined with rock located in the work area that drains rainfall from Mashnee Road. This drainage swale shall remain functional during construction.
Erosion Control Fence Installation:
The existing erosion control fencing and posts in the work area shall be removed and properly disposed offsite by the Contractor. After completion of the sand berm installation, new erosion control fencing shall be installed to protect the new berm. New fence shall be 4’ high wood slat fence with 6’ long T-posts driven into the ground. The layout of new erosion control fence is shown on Figure 4. The spacing of posts and fastening of fence shall be according to the fence manufacturer’s installation instructions.
Beach Grass Installation Beach grass plants shall be delivered, stored, handled, and planted according to the supplier’s recommendations. Plants delivered to the site shall have their root systems kept moist until they are planted and shall be planted soon after delivery. A Beach grass “plant” is defined as having 2 stems or culms. Beach grass plants shall be planted 6”- 8” deep over the entire top of the new sand berm. Plants shall be spaced 12” apart in rows with spacing of rows 12” apart from each other. Spacing provides 1 plant for every 1 square foot of top of sand berm.

The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
