Government employees will not receive material or supplies for the Contractor and will not be responsible for damage to Contractor equipment or material.
9. Existing Conditions:
The Old Mashapaug Road Bridge carries Old Mashapaug Road over the Quinebaug River in Sturbridge, Massachusetts. Old Mashapaug Road is a gated gravel road that is open seasonally for recreational access. The bridge structure is a single span composite steel stringer bridge built in 1956. The posted load rating is 20/22/27 Tons. The span length is 80’- 0”. The roadway width is 26’- 0”. The superstructure consists of five wide flange rolled beams. The beams support an 8” thick reinforced concrete deck slab. The substructure consists of unreinforced gravity abutments with flared wing walls on spread footings. Stone revetment is present at the base of each wingwall. Minimal revetment is present along the face of each abutment. Past bridge inspections have noted scour up to 2’ deep in front of both abutments. The degree of scour appears to fluctuate between biennial inspections. It has been determined that additional stone riprap protection along both abutments is necessary for long-term structural integrity.
The Quinebaug River is a perennial river. Flows vary based upon environmental conditions. USACE has a limited ability to control flow rates at the bridge location.
Project staff in coordination with district reservoir control staff may elect to reduce flow by storing water at upstream East Brimfield Reservoir. Due to the impact of numerous environmental variables, USACE is unable to guarantee any flow reduction and cannot guarantee a specific flow rate. Water depth varies along the length of the abutments and fluctuates based upon flow rates. Depth along the abutments varies between 2’-0” and 4’- 0” during low/moderate flow conditions (approximately 200 cfs). The bridge is located within the Westville Lake Flood Risk Management Project and may be inundated when storing flood water is necessary.
10. Potential for Worksite Inundation:
The worksite is located within an active flood damage reduction reservoir. Westville Dam, located downstream, will remain operational through the entire project period. It may be necessary to impound water and inundate the work area. The Contractor must be able to remove all equipment within 24 hours’ notice in order to prevent equipment damage.
11. Roadway and Bridge Usage During Construction:
The Contractor shall ensure that Old Mashapaug Road is closed to general public vehicular traffic during construction. Existing road gates located at the entrance to Old Mashapaug Road are available for use. All other barriers used must be clearly visible and feature either a reflective surface or functioning light if left in place at night. Pedestrian traffic will be permitted unless safety hazards are present. It is the responsibility of the Contractor to ensure that pedestrians remain clear of the area if hazards are present.
12. Product Requirements:
a) Bedding shall meet all dumped crushed stone specifications as stated in Section M2.01.0 of the Commonwealth of Massachusetts Department of Transportation Standard Specifications for Highways and Bridges (2023 Edition). Stone sizes shall correspond to M2.01.1 & M2.02.2 in Table M2.01.0-1.
b) Riprap shall meet all dumped riprap specifications as stated in Section M2.02.2 of the Commonwealth of Massachusetts Department of Transportation Standard Specifications for Highways and Bridges (2023 Edition). Refer to Table M2.02.2-1 for gradation requirements.
13. Execution:
a) Access Improvements:
i. Access to abutments may require construction of ramps, paths, platforms, etc.
ii. Erosion control measures shall be taken wherever raw earth is exposed. Erosion control methods and materials must be preapproved by the TPOC.
iii. Guardrails and curbing requiring removal must be replaced using the existing materials if in good condition or with new materials should removal cause damage.
b) Bedding Placement – Crushed Stone Layer Shall:
i. Extend 8 ft outwards from the face of each abutment
ii. Extend between existing wing wall revetment (approx. 45’)
iii. Consist of a uniform depth of 6”
c) Riprap Placement – Stone Riprap Shall:
i. Extend 8 ft outwards from the face of the abutment
ii. Extend between existing wing wall revetment (approx. 45’)
iii. Have a 1’ vertical to 3’ horizontal slope
d) Access Improvement Removal:
i. Access improvements must be removed unless approval to leave improvements in place is granted by the TPOC. The TPOC may elect to leave certain improvements in place for the purpose of improving future site access.
ii. Erosion control measures shall be taken wherever raw earth is exposed. Erosion control methods and materials must be preapproved by the TPOC.

Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures –this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (hhtps://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements.
Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list if verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract ward. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
