III. SERVICE DESCRIPTION:
Existing Conditions:
1. Buffumville Lake Buffumville Lake water surface is approximately 200 acres. During normal flow periods, water flows from the Little River at the north end and South Fork River at the south end into Buffumville Lake. Water continues from the lake out the dam and converges with the French River, 1.3 miles downstream in Oxford, Massachusetts. During floods, flows held back by Buffumville Dam inundate both government and easement lands around the lake. Flows are released as soon as possible.
Buffumville Lake Park and Boat Ramp are both heavily used recreation areas.
Buffumville Park has a swimming beach, picnic area and one shelter that open for the summer season on May 18, 2024. Treatment of Buffumville Park includes areas surrounding the swimming beach.
Heavy infestations of fanwort occur throughout the entire lake. Emphasis for control will focus on the following areas: 5.5 acres south of the swim area (Area 7), 11.7 acres at the dam site (Areas 2, 3 & 4), 1.9 acres south of the dam (Area 1), and 3.2 acres at the boat ramp (Areas 5 & 6). These areas are boat channels and deeper parts of the lake.
Additionally, Spiny Naiad is present and shall be chemically treated in approximately 2.7 acres at the south end of the lake (Area 8). See the attached maps for more details.
Each winter, from 2014-2024, the lake was drawn down to expose the root systems to cold temperatures. The drawdown appears to have been successful at slowing down the invasive aquatic weed growth rate.
In July of 2017, the following areas of the lake were treated with Diquat Dibromide:
the north section of the lake located in and around the Buffumville Lake Park swimming area; the 4-8 feet water depth zone around the north end of the lake; the boat ramp on the south section of the lake. The chemical treatment was largely successful in affecting the weeds especially milfoil. Acres of large dead or dying mats of weeds were observed floating around the lake. The areas of treatment were mostly free and clear of weed growth.
In August of 2018, an additional 28 acres of the lake were treated with the chemical called Sonar. Treatment was done late in the year due to contract problems. Sonar was largely successful in killing off copious amounts of fanwort in treatment areas.
In July of 2019, lake treatment of 31 acres was conducted and a second booster treatment in September using Sonar. It’s apparent that the lake treatment program is successfully affecting the target species, fanwort.
In August of 2020, lake treatment of 26 acres was conducted using chemical herbicide ProcellaCOR to primarily combat the presence of variable milfoil and fanwort. In September a post-treatment survey was conducted confirming the ongoing presence of both target species in the lake. Additionally, it was discovered that there is a small area with emergence of a new invasive species - Spiny Naiad – which will need future treatment options using Diquat Dibromide in addition to whole lake plant surveys to assess new invasive plant growth and treatment of those additional emergent areas.
In June of 2021, lake treatment of 3.5 acres was conducted using liquid chemical herbicide diquat to primarily combat the presence of Spiny Naiad. In September a post-treatment of chemical diquat was applied and a survey was conducted confirming that the initial treatment was effective, but some regrowth of the aquatic invasive species was present warranting an additional chemical treatment application. In August, lake survey and treatment of 16.5 acres was conducted using Clipper (flumioxazin) to combat the presence of fanwort. Treatment was delayed several times due to unusual seasonal flooding by which time the fanwort was topped out and flowering throughout most of the treatment areas.
In July of 2022, lake treatment of 37 acres was conducted using a granular chemical herbicide Sonar treatment to primarily combat the presence of fanwort. In July of 2022, lake treatment of 3 acres was conducted using a liquid chemical herbicide diquat to primarily combat the presence of spiny naiad. In August of 2022, an additional lake treatment of 37 acres using a granular chemical herbicide sonar treatment to combat the presence of fanwort. In August of 2022, a second additional lake treatment of 37 acres using a granular chemical herbicide sonar treatment, and a small amount of clipper (flumioxazin) to primarily combat the presence of fanwort. In September of 2022, lake survey of 37 acres and treatment of 3.5 acres using a liquid chemical herbicide diquat to primarily combat the presence of spiny naiad.
In 2023, no treatment occurred.
2. Hodges Village Dam Hodges Village is a dry bed reservoir associated with a dam and dike system along the French River. The normal water level ranges from 1ft to 4ft during the dry summer months. During floods, flows held back by Hodges Village Dam inundate both government and easement lands around the lake. Flows are released as soon as possible.
During a routine cleanout of the flood debris in front of the flood control gates, a water chestnut seed pod was seen floating down the river. A canoe launch is located at Greenbriar in North Oxford MA and a pull out is located approximately 3.3 miles downstream at the dam.
In August of 2022, a river survey of 3.3 miles was conducted on the French River at
Hodges Village Dam. The survey found two invasive aquatic vegetation species. The documented species include variable milfoil and water chestnut. Water chestnut was identified in 9 locations and was removed by hand from the river.
In 2023, no treatment occurred.
3. Abutters:
USACE owns all the surrounding land in fee. A public drinking water well is present near the Buffumville Park work area. The well supplies water for the park attendants, who camp at the park May through September, and supplies water to the restrooms and water fountain at the swimming beach for the public. The well is approximately 1,200 feet from the nearest treatment area. Another drinking water well is located at the Buffumville Dam and Office site which supplies water for the Ranger Station and public restrooms. The well is approximately 400 feet from the nearest treatment area. There are private drinking water wells on land abutting the USACE property.
VI. EXECUTION:
1. Access:
Boat access to the work area at Buffumville Lake is provided via the U.S. Army Corps of Engineers Boat Ramp at 230 Oxford Road in Charlton, Massachusetts.
Boat access to the work area at Hodges Village Dam is provided via the U.S. Army Corps of Engineers Canoe Launch at Green Briar Park.
2. Systemic Aquatic Herbicide Requirements:
Granular fluridone shall be the herbicide used to treat approximately 22.3 acres of fanwort and Eurasian milfoil in target areas included in the attached map. Areas to be treated are #1- 7 on the attached map.
Granular fluridone shall be applied at a rate of 150 parts per billion (ppb) total, split between two separate applications, four weeks apart.
Diquat Dibromide shall be the herbicide used to treat the spiny naiad invasive species present at the south end of the lake totaling approximately 2.7 acres. Area to be treated is #8 on the attached map.
Diquat Dibromide shall be applied at a rate of 1.5 gallons of liquid Diquat Dibromide per surface acre. This is a one-time treatment.
The contractor shall apply an appropriate systemic aquatic herbicide to all treatment areas as shown on the attached map.
Herbicide application rates shall follow manufacturer’s recommendations and accepted industry practice and be adequate to provide effective control within the target area.

o Liquid Diquat Dibromide shall be applied at a rate of 1.5 gallons of Diquat Dibromide per surface acre. The Diquat Dibromide is a one-time treatment.
A GPS system with at least 3–5-meter accuracy shall be used during the treatment to ensure even application of the herbicide. Should the presence of stumps inhibit or limit access to the full treatment area by a larger boat, the contractor must also be equipped with either hoses to be able to spray the herbicide into zones targeted for treatment, and/ or smaller boat to access the full range of the indicated treatment areas shown on attached map.
Treatments cannot occur between the dates of June 21-29, 2024, due to boat training occurring on the lake.
The U.S. Army Corps of Engineers will be responsible for closing Buffumville Lake Park on the treatment dates. Dates of treatment shall be coordinated with the TPOC.
c. Task 3 – Buffumville Lake Follow-Up Visual Survey and Chemical Efficacy
Report:
The contractor shall return to the treatment areas and conduct a visual survey to assess the success and efficacy of the chemical herbicide treatments 60 days after the initial application. Contractor should provide a Chemical Efficacy Report, which is a brief letter report discussing the efficacy of treatment measures and recommendations for future monitoring and control. This document may be sent electronically to the Technical Point of Contact.
d. Task 4 – Hodges Village Dam Aquatic Invasive Species Survey and Report with Water Chestnut Removal Conduct an invasive aquatic plant species survey on approximately 3.3 miles of the French River, from Greenbriar Park to Hodges Village Dam.
