A regular schedule of preventive maintenance must be followed on all equipment. All vehicles utilized under this contract will be presentable, serviceable, and shall comply with safety standards.
2. Type of Equipment
a. Mowers shall be rotary type and equipped with suitable protective devices to prevent flying objects from injuring people or damaging property. Mowers must have slides or wheels, which will prevent tearing or plowing into the turf. The contractor will be held accountable for re-turfing if equipment causes gouging or plowing. In areas where it is not possible to use a tractor-mounted mower, the contractor shall use small mowing equipment such as lawn and garden tractors;
push mowers, weed eaters and other small, powered mowing equipment, and/or manual mowing tools.
b. String trimmers may be gasoline, or battery operated. The use of steel or other type of cord that will cause damage to trees, shrubs, etc., will not be allowed in string trimmers. Powered string trimmers will not be used to trim around saplings that are less than three (3) inches diameter at 4-1/2 feet above ground level.
Trimming around said saplings shall be accomplished using hand-operated trimmers. Contractor will be required to replace any saplings/trees/shrubs damaged by the firm’s operation.
c. Specialized Equipment: Dam embankment, dike mowing, trail side mowing and roadside mowing may require the use of specialized equipment. Such equipment must be operated within any manufacturer’s operating instructions and precautions. The embankment and dike mowing equipment must be certified by the manufacturer as safe for operation on slopes and be rated for the specific angle of the slope/slopes being mowed. Equipment must be specifically designed and or factory modified for the mowing of slopes. All safety items required on the standard mowing equipment mentioned above are required hereon as well.
3. Equipment Storage – No Government space or facilities shall be provided under this contract.
Service Requirements
The contractor shall report any noted damage or vandalism of park areas to the Technical Point of Contact prior to commencement of each mowing.
1. Fine Mowing Requirements: Cut and power mow grass to a height of 2.5” (two and one-half inches) in each area around each facility. Mowing shall be uniform with no uncut or uneven areas resulting from mowing, overlap, wheel rollover, etc. Raking and removal of grass clippings will be required, leaving the clippings will cause damage to turf or cause an unsightly appearance. Mowing shall be conducted in such a manner so there is no wheel damage to the turf or any damage to concrete edges, signs, fences, or trees.
Mowing shall not take place close enough to facilities to cause damage. Mowing shall not be performed when the grass is wet or during periods of heavy visitation. Mowing with heavy tractors will not be permitted when the ground is so wet that the mowing operations will cause wheel rutting. Mowing under these conditions shall be accomplished by use of smaller mowing equipment as mentioned above. Mowing should be performed up to the wood line or adjoining parking lots or fine lawn/rough lawn areas as applicable.
2. Rough Mowing Requirements: Remove all brush, weeds and vegetation from specifically designated areas occurring in and around fine lawn areas by trimming, mowing or brush hogging, to prevent brush, weeds, and other vegetation from encroaching into any established fine lawn areas. Work under this item may need to be rescheduled or cancelled due to weather/flood events. All brush, weeds and vegetation will be cut as low as possible but cannot exceed 2.5” in height. These areas will be designated by the Technical Point of Contact and will be maintained throughout the entire recreation season.
3. Trimming Requirements: Trim grass to a height of height of 2.5” (two and one-half inches) in the area around each facility. Trimming, edging shall be conducted in such a manner so there is no damage to the turf or any damage to concrete edges, signs, fences, or trees. Areas adjacent to facilities must be trimmed using other types of equipment such as string trimmers. Trimming shall be accomplished around all vertical objects such as against buildings, guard posts, fences, tables, trash receptacles, electrical pedestals, water fountains, hose bibs, cookers/grills, etc. The use of a gas-powered or electrical string trimmer will not be permitted around shrubbery or around trees that have a diameter of 3” three inches or less, as measured 4-1/2’ four- and one-half feet above surrounding grade.
Trimming shall also occur in areas inaccessible to larger equipment. Trimming should be performed up to the wood line or adjoining parking lots or fine lawn/rough lawn areas as applicable. Trimming of grass and weeds will extend 2-feet into all parking areas and 2-feet beyond all parking lots and or concrete parking bumpers within the parking lots, whichever is greater. Trimming shall be done at a minimum each time mowing is performed. The use or application of herbicides in place of trimming requirements is not allowed. The Technical Point of Contact may determine that area/facility trimming is required in conjunction with maintenance work and that mowing services are not required.
4. Grounds Cleaning: Grounds cleaning will be performed in conjunction with scheduled mowing services, in order to leave the service area with an overall neat and clean appearance. Prior to mowing, the Contractor shall remove all rocks, broken limbs, litter, or debris from lawn areas that are likely to damage equipment, be thrown by the mower, or leave an unsightly appearance after mowing. After mowing is completed, the contractor shall remove all vegetation and debris from picnic table pads, paved roads and walkways, and all parking areas that were deposited as the result of mowing operations.
The grounds cleaning shall remove all obvious and noticeable trash, litter and debris from the service limits which are designated as boundaries on the attached location maps. All trash and litter shall be removed and properly disposed of in bulk refuse receptacles. All debris (grass clippings, sticks, leaves, pine needles, sand/dirt, etc.) shall be removed from the project or spread out in the nearby woods as directed by the Technical Point of Contact.
5. Fall Clean-Up Requirements: The Contractor shall remove all leaves, debris, litter, etc.
from all lawn areas, roadsides, and parking areas maintained under this contract.
Contractor shall remove all material off-site and properly dispose of all material. All litter and garbage will be either deposited in an appropriate waste container at the project or removed from the site at the discretion of the Technical Point of Contact.
6. Mulching Requirements: Contractor shall furnish all labor, materials, and equipment necessary to prepare and mulch all landscape beds within the service area. Contractor will remove all weeds, grass, debris, tree branches, litter, rocks, etc., from all landscape beds before mulching. Color and type of mulch used must be approved by the Technical Point of Contact prior to being placed in landscape beds. Mulch must be spread in a uniform layer on all landscape beds and shall be applied annually to a depth of 3” at minimum.
Mulch should not be placed or piled directly onto the bark of existing trees or shrubs, as doing so could cause damage. It is the Contractor’s responsibility to ensure that the landscape beds remain clear of all weeds, grass, and vegetation for the entire recreation season both before and after they have been mulched. Weeds or grasses in these areas will be removed by hand weeding, cutting with hand operated clippers and or the use of approved weed control products. Landscape beds and tree/shrub areas are the ONLY locations that weed control products/herbicides may be used. All products proposed for use shall be approved in advance by the Technical Point of Contact. An SDS sheet for any product being used must be submitted with the AAPP. The Contractor or contractor’s employees must possess a current pesticide application license/certificate in order to apply pesticides on USACE property. Copies of the pesticide application license/certificate must be submitted with the AAPP. A pesticide application record must also be completed for any/all herbicide applications and be submitted with the invoices.
Weed control in landscape beds shall be done in conjunction with this service.
7. Pruning Requirements: Contractor will prune and shape all designated trees, shrubs, bushes, and ornamental plants. All trees, shrubs, bushes, and ornamental plants must be pruned and shaped to industry standards, so they are both aesthetically pleasing and also promote the healthy growth of the plant. It’s the Contractor’s responsibility to ensure that all designated trees, shrubs, bushes, and ornamental plants are kept pruned and shaped throughout the entire recreation season. All material removed from these locations will be removed off-site. Contractor will be responsible for any trees, shrubs, bushes, and ornamental plants which are damaged or killed due to incorrect pruning or shaping and will be replaced at the Contractor’s expense with equivalent size and species.
8. Spring Clean-Up Requirements: The Contractor shall remove all leaves, debris, litter, etc. from all lawn areas, roadsides, and parking areas maintained under this contract.
Contractor shall remove all material off-site and properly dispose of all material. All litter and garbage will be either deposited in an appropriate waste container at the project or removed from the site at the discretion of the Technical Point of Contact. The spring clean-up will also include a fine lawn mowing.
9. Restrictions: All mowing and trimming required in a park or area shall be completed and inspected by the Contractor’s Quality Control Inspector prior to beginning work in another park or area. The contractor shall notify Technical Point of Contact immediately upon completion of services, so that the U.S. Army Corps of Engineers may inspect the work. The Contractor shall be responsible for correction of any and all deficiencies discovered by the Quality Assurance inspection within twenty-four (24) hours at no additional cost to the Government.
10. Changes to Frequency and/or Quantities: The Government reserves the option, should it become necessary, to decrease or increase service frequencies and/or facility quantities in any or all project areas. The Government may also, at any time during the duration of this contract, close any property or portion of the property and delete any subsequent service in the closed property or area. The Contractor shall be given adequate notification to prepare for either contingency. This decrease or increase will be deducted from or paid for in accordance with the pricing schedule or a negotiated cost. For increases in services, a formal modification will be issued, signed by the Contracting Officer prior to the performance of services. In addition, the TPOC may, on special occasions, decide to reschedule a service frequency in order to avoid conflict with visitation or unnecessary expense. The quantity of frequencies of individual tasks in the contract are estimated, they are not guaranteed. A minimum of twenty-four (24) hours notification shall be given to the Contractor in such cases.
