Contractor shall allow/maintain a safe access walkway on the road shoulder to enable pedestrians to safely walk pass the work area. Contractor shall continuously reposition signage, traffic cones, and flaggers to maintain a safe working area and prevent any impacts/damage to newly repaired cracks. The contractor shall provide a sufficient number of designated flaggers and vehicles to control traffic and ensure work zone safety. At a minimum, contractor shall maintain a designated flagger, for traffic control, at each end of work zone 100% of the time. The flaggers only responsibilities shall be traffic control, appropriately positioning warning and detour signs around construction site, setting up barricades and traffic cones to cordon off certain areas. The work zone may not be open to the public until the material has cooled sufficiently to support traffic, without deformation, and prevent tracking.

6. The contractor shall coordinate and acquire the approval form the TPOC for the phasing and sequence of the work. The contractor shall only close one parking lot at a time. Work on the next parking lot shall not commence until the previous parking lot is opened.

7. In cases where work is not specifically shown or specified, contract shall include miscellaneous items, appurtenances, devices, and materials obviously necessary for a sound, secure and complete installation.

8. The contractor shall be responsible for the protection of all existing structures, equipment, and areas from damage during construction. Any items not included in the Statement of Work that are damaged or altered during construction shall be restored to their pre-construction condition at the contractor’s expense and verified as such by the Government TPOC. Any disturbed areas outside of the sites to include the access roads and public roads shall be restored to the minimum of pre-existing conditions.

9. Work shall be performed in a manner that prevents the release of any contaminants to the environment. Prevent any sediment laden runoff from entering waterbodies, drainage inlets, and drainage areas from the pavement. Sediment controls may include, but are not limited to, entrenched staked straw bales, entrenched sediment (silt) fence, or compost filter socks.

Remove all temporary sediment controls during final clean-up and prior to demobilization.

10. The contractor is responsible to manage all storage and staging areas including use of barriers to control public access and ensure safety in the staging areas. All debris generated from the project shall be removed and properly disposed or recycled by the contractor. Contractor shall clean up and properly dispose of debris off-site in accordance with federal, state and local ordinances and regulations. Contractor shall leave the entire site of the work in a neat and orderly condition.

11. Repair work may only be performed when surface and air temperature is at or above 50°F with dry pavement and no rain in the previous 48 hours.

PREPARATION OF CRACKS

12. Prepare all surfaces per manufactures installation instructions. At a minimum, all cracks shall be cleaned to eliminate all vegetation, dirt, dust, moisture, and seeds. If vegetation/debris exists, clean the crack with gas powered heavy-duty 9″ diameter twisted wire wheel brush and HCA Heat Lance. All debris removed from the cracks shall be removed from the pavement surface immediately by means of a power sweeper, hand, or air broom. Cacks less than 1/8” may be prepared with an HCA Heat Lance. Anything greater than 1/8” wide must be wire brush grazed and blown clean with a HCA Heat Lance. Do not burn, scorch, or ignite the pavement when using the hot air lance to dry and clean repair area.

a. Hair Line Cracks (less 1/8”) - Crack shall be cleaned to a minimum depth of 1/8”.

b. Small Cracks (1/8” to 1/2”) - Crack shall be cleaned to a minimum depth of 1/2”.

c. Medium Cracks (1/2” to 1 ½”) - Crack shall be cleaned to a minimum depth of 2”.

d. Large Cracks (greater than 1 ½”) – Crack shall be cleaned to a minimum depth of 2”.

INSTALLATION – MASTIC

13. Only apply mastic to clean, sound, dry surfaces. Asphalt concrete pavement should be heated, with a heat lance, so a slight bleeding effect occurs. This bleeding brings some of the asphalt binder from the pavement to the surface, which will enhance the adhesive bond between the Mastic and road surface. However, caution should be taken to prevent overheating/oxidizing the asphalt brought to the surface as this could be detrimental to adhesion performance. Mastic should be applied within 10 minutes of warming the pavement area. Do not remove material from the melter until initial temperature measurements have been taken. Provide a non-contact infrared thermometer gun to the TPOC to check all temperatures. Melter shall remain onsite throughout job.

14. Contractor shall utilize mastic properly fill wide cracks and defects, including filling and leveling of wide transverse or longitudinal cracks and joints, filling potholes and utility cuts, filling in ponding, localized skin patch repairs and leveling faulted areas.

15. Mastic shall be mixed and heated to installation temperature and shall be poured from the melter and immediately applied to the prepared pavement area. Material shall be applied to the repair areas directly from the melter chute or from buckets filled from the melter. Mastic may be poured from the melter directly into the repair area, poured into an appropriate bucket and then applied, or poured into a material handler and then installed. If bucketed, material cooling during transfer must be minimized. For placing Mastic in wide cracks, shoebox applicators shall be used. The correct shoebox applicator shall be selected and use to level the pavement surface, filling in the depressed “valley” area cause by the large crack, typically 6”-18” wide. After the material has been applied to the repair, a hot iron should be used to work the edges and ensure a watertight seal. A non-contact infrared thermometer shall be used periodically to monitor the temperature of the material as it exits the melter. Material may not be used if it is heated beyond the Safe Heating Temperature or exceeds the recommended pot life.

16. Immediately following application to the pavement surface, Mastic shall be leveled and smoothed. The finished Mastic installation should be applied smooth and level with the pavement surface.

17. When installing over a distressed pavement surface, Mastic should be applied at least 6” beyond the distressed area onto sound pavement surfaces. For deep installations, to limit settling and to produce a level finished surface, Mastic shall be applied in layers with a cooling and solidifying time period between applications.

18. After installation, time must be given for the product to cool before opening the area to traffic. Cooling time will vary depending on the size of the application and ambient temperature. Generally, allow approximately 30 to 60 minutes of cooling for each 1” of material depth. For installations of Mastic deeper than 2.5”, product shall be installed in layers not exceeding 2.5 in thick with cooling to 200°F maximum before applying the next layer. The final layer to the pavement surface level should be ½” to 1” thick. This layering process reduces material shrinkage during product cooling.

19. After installation of mastic provide liquid detackifier solution to minimize traffic down time.

Gently stir detackifier prior to use. Fill Garden-type, hand-held pump-up sprayer with detackifier. Adjust spray tip to a medium fan pattern. Spray detackifier directly on freshly applied mastic while minimizing overspray onto pavement. Do not allow traffic on the repaired areas until the material has cooled sufficiently to support traffic and prevent tracking.

INSTALLATION – CRACK SEALANT

20. The crack sealant shall be thoroughly mixed for a minimum of one hour before application can begin. To ensure a uniform fiber distribution in the sealant, and to limit fluctuations in the application temperature of the blended material, the contractor must have a full melter kettle of sealant mixed, heated to the proper application temperature, and ready for testing at the start of each workday. Minimum application temperature shall be 350°F. Do not remove material from the melter until initial temperature measurements have been taken. Melter shall remain onsite throughout job.

21. Sealant shall be delivered to the pavement cracks through a high-pressure hose line and applicator swivel disc shoe. Sealant shall be squeegeed flush to the adjoining pavement surface, with no lipped-up edges. Diameter of the applicator shoe is not to exceed 3.5 inches.

Once the pavement cracks are sealed, the width of the sealant on the pavement (overbanding) shall be no greater than 3 inches. A non-contact infrared thermometer shall be used periodically to monitor the temperature of the material as it exits the melter. Material may not be used if it is heated beyond the Safe Heating Temperature, exceeds the recommended pot life, or is reheated more than one time.

22. After installation of crack sealant provide liquid detackifier solution to minimize traffic down time. Gently stir detackifier prior to use. Fill Garden-type, hand-held pump-up sprayer with detackifier. Adjust spray tip to a medium fan pattern. Spray detackifier directly on freshly applied crack sealant while minimizing overspray onto pavement.

INSTALLATION – POLYMER MODIFIED PAVEMENT SEALER

23. Contractor shall coordinate with the TPOC and provide the manpower necessary to the close the parking lot the night before work is to begin.

24. Prior to sealcoating the parking lots, the contractor shall measure and record locations of existing pavement markings, for reinstallation.

25. Do not apply on rainy, foggy, or extremely humid days (dewpoint less than 55), or when rain is in the forecast within 24 hours. Do not apply if rain has occurred in the previous 48 hours.

26. Immediately prior to sealing, remove all loose materials, dirt, and debris from the pavement surface by using power blowers, mechanical sweeping equipment, brooms, and power washers as needed. Do not apply sealer over dirt and clay or seal over water saturated surfaces. Acquire TPOC inspection prior to the application of any new materials.

27. Oil Spot Treatment

a. Brush away loose material from the oil spots and clean using a steel broom.

b. Wash thoroughly with detergent and rinse using water. Let dry.

c. Spray all cleaned grease, oil, gasoline, and similar petroleum stains or spots with polymer-based emulsion designed for sealing and priming oil spots or oil spot primer.

28. If the pavement temperature is over 100 °F dampen the pavement with a fine mist of water to facilitate even spreading. Do not allow water to puddle on the surface.

29. Provide one coat of latex primer, to improve adhesions of sealcoat, according to manufacture instructions.

30. Provide two complete Polymer Modified (PM) Sealer coats on all asphalt surfaces.

a. The first coat must be spray applied at a rate of 0.15 gal/sy and left to dry a minimum of 2 hours prior to the second coat being applied. PM sealer must be dry prior to application of second coat.

b. The second coat must be spray applied at a rate of 0.10 gal./sy and left to dry a minimum 24 hours prior to being open to traffic. High humidity or lower temperatures may require significantly longer drying/curing periods.

INSTALLATION – WATERBORNE PAVEMENT MARKINGS

31. Deliver paint materials in original sealed containers that plainly show the designated name, specification number, batch number, color, date of manufacture, manufacturer's directions, and name of manufacturer.

32. Allow new pavement sealant to cure per manufacturer requirements before application of paint marking materials. Thoroughly clean surfaces to be marked before application of the paint. Remove dust, dirt, and other granular surface deposits by sweeping, blowing with compressed air, rinsing with water, or a combination of these methods as required.

33. Apply pavement markings to clean, dry surfaces, and unless otherwise approved, only when the air and pavement surface temperature is at least 50°F and rising; and within the limits recommended by the pavement marking manufacturer. Allow pavement surfaces to dry after water has been used for cleaning or rainfall has occurred prior to striping or marking. Test the pavement surface for moisture before beginning work each day and after cleaning. Do not commence marking until the pavement is sufficiently dry and the pavement condition has been approved by the TPOC.

34. Testing for Moisture: Test the pavement surface for moisture before beginning pavement marking after each period of rainfall, fog, high humidity, or cleaning, or when the ambient temperature has fallen below the dew point. Apply pavement markings to dry pavements only. Do not commence marking until the pavement is sufficiently dry and the pavement condition has been approved by the TPOC.

35. Waterborne Application Equipment

a. Provide and maintain machines, tools, and equipment used in the performance of the work in satisfactory operating condition or remove them from the work site. Provide mobile and maneuverable application equipment to the extent that straight lines can be followed and normal curves can be made in a true arc.

b. Provide application equipment capable of continuous mixing and agitation of the material, with conveying parts which prevent accumulation and clogging between the main material reservoir and the extrusion shoe or spray gun. All parts of the equipment which come into contact with the material must be easily accessible and exposed for cleaning and maintenance. All mixing and conveying parts up to and including the extrusion shoes and spray guns must maintain the material at the required temperature with heat-transfer oil or electrical-element-controlled heat.

c. Provide mobile and maneuverable application equipment constructed to ensure continuous uniformity in the dimensions of the stripe. Provide an applicator with a means for cleanly cutting off stripe ends squarely. Provide equipment capable of applying varying widths of traffic markings.

36. Apply all special markings, handicap, crosswalks, stop bars, legends, arrows, and similar patterns with a portable applicator.

CLOSEOUT

37. All workmanship shall be of the highest quality, and any excess of spilled sealant shall be removed from the pavement by approved methods and discarded. Any workmanship determined to be below the high standards of the particular craft involved will not be accepted and will be corrected and/or replaced as required by the TPOC

38. Disposal: Local regulations regarding hauling and disposal shall apply. Contractor shall dispose of all debris resulting from the construction work. Contractor shall leave the entire site of the work in a neat and orderly condition. Debris, rubbish, non-hazardous waste, and non-usable material resulting from the work under this contract shall be disposed of by the contractor at his expense off Government property. Segregate and maximize recycling of all waste generated. Debris shall be removed and transported in such a manner that prevents damage to local roads and spillage.

39. Closeout Procedures: Contractor shall coordinate with the TPOC for the following at the completion of the project:
