However, the contractor is permitted to submit their own plan, at a minimum it must meet the requirements of EM 385-1-1, Appendix A, Section K.

A preparatory meeting shall be conducted by the prime contractor to discuss the AAPP contents with all effected onsite employees. The Prime Contractor is responsible for informing their subcontractors of the safety provisions under the terms of the contract, the penalties for noncompliance, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.

a. Franklin Falls Dam is a flood control project that forms a long corridor along the Pemigewasset River from Bristol, NH south to Franklin, NH. The flood control dam impounds flood waters only during flood events. The nearly 12 miles of river forms a 440-acre permanent pool behind a 1,740-foot-long dam at 307 mean sea level (msl).

Of the 3,684 acres, approximately 2,413 are wooded, 500 are open, 540 are river and streams, and 215 are administration lands. “The Pemigewasset is a wide, moderately-fast flowing river that is bordered by a mixture of forested and open habitat. Bank slopes ranged from moderate to steep, and several large backwater areas sit on the western side.” – A Natural Features Survey of the Franklin Falls Dam Property, 1996.

b. Blackwater Dam is a flood control project that is formed along the Blackwater River in the towns of Webster and Salisbury, NH. A 1,050-foot-long dam is used to hold flood waters only during flood events. Of the 3,475 acres, approximately 2,512 are wooded, 23 are water, 385 is marshland, 154 is open, and 401 is administrative lands.

“The Blackwater River is a fourth order stream that maintains a low gradient within the project area. It is bordered variously by floodplain forest along low terraces and upland forests on higher terraces.” – A Natural Features Survey of the Blackwater Dam Property, 1996.

2. Qualified Personnel - Given the importance of this project to the health of Franklin Falls and Blackwater projects, it is essential to fully understand the experience and capabilities of all key members of the Contractor’s team.

ii. Describe members’ experience in projects involving development of strategies for eradication or control of invasive species.

iii. Identify with specificity any other relevant organizational, consulting, or other available resources that will be committed to the project.

3. Service Tasks:

a. Task 1 – Inventory:

i. Inventory shall be performed using methods (such as meander and belt-transects) sufficient to observe and document the presence of invasive species over the entire terrestrial habitat found on the projects.

ii. All observation points will be documented on field note forms for each population occurrence of invasive species complexes. Information recorded shall include:

a. Date

b. Location Description and Identifier, along with Lat/Long GPS data.

c. Plant community type occurring (Forest cover type, wetland, field, etc.)

100%)

f. Relevant ecological information such as slope, aspect, human/natural disturbances, and soils.

Note: A legend shall be provided for any field notations, abbreviations and shorthand used.

b. Task 2 – Mapping and GIS Data:

i. Map Data Sets shall be produced in GIS and be compatible with ArcGIS 10.x.

ii. All maps shall be produced at a scale of 1:9,600 (1” ≤ 800 ft compatible with ESRI product ArcMap 10.x).

iii. Maps shall visually represent species discovered and density along with other spatial-relevant data. Separate maps may be required to clearly indicate the presence of invasive pests from terrestrial plants.

iv. Creation of the GIS Data shall include all field notations in an attribute table by site.

c. Task 3 – Draft Report:

i. A digital draft report, to include all tables, maps and narrative as outlined below, shall be provided to the TPOC.

ii. Once the draft report is received by the Government, the TPOC shall be given ten

(10) business days to complete a review and provide comments back to the Contractor in writing.

iii. Report Creation:

a. Once all field work, data collection and mapping of existing invasive species have been completed, a report shall be created that will provide the basis for assessing the status and long-term management of invasive species within the study area. This management report shall help to establish goals and future steps for invasive species management and prevention.

b. The report shall include a Table of Contents to include Elements of the

Invasive Species Long-Term Management Plan and shall be outlined as follows:

1. Purpose

a. Provide an overview of why the plan was developed, by whom, for whom, and primary goals and intended use of the plan.

2. Invasive Species Overview

a. Provide a background of key species of concern, why they are of concern, and if they are present or not.

b. Include a Table for organization and refer to an Appendix for more detail on each species, by way of their background.

c. Include plants, insects, animals, and pathogens of concern on U.S. Army Corps of Engineer managed lands.

3. Overview of Existing Infestations

a. Provide an overview of invasive species infestations, where they are, and how widespread they are. Create and refer to maps of infestation and include any historical records and maps where possible.

b. Create an overlay map that can be used to refer to the same area over time.

c. Create a table that can be used to track invasive species populations, and that can be updated.

4. Management Goals and Objectives

a. Establish Management Goals for the Project – Prevention, Early

Detection, Containment/Quarantine, Rapid Response, and Long- Term Management and possible Eradication. A Table may aid in providing this information for multiple species and locations.

b. Management Goals will include measurable marks, like percent reduction, and timeline goals.

5. Landscape and Land-Use Characteristics

a. Create maps showing landscape/landcover and discuss under this Section areas of risk from key invasive species, creating layers in GIS/Maps to show this.

b. Discuss any landscape and/or land-use that pose a higher risk, which species are of particular concern, what habitats are they most likely to occur in, and where are these habitat/landscapes located on U.S. Army Corps of Engineer Lands.

c. Provide a detailed description of the landscape (and management), such as open space, forest cover, terrain, etc. This will include discussions on Wildlife and habitats, Recreational uses, Access/Encroachment points, Vegetation community types, Federal and State Rare, Threatened and Endangered Species, Current use, and Other special conservation protections.

6. History of Control Activities

a. Provide an overview (Table and discussion) on control actions to date, by species and/or location, and indicate performance of the control.

4. Nearby Sensitive Habitats:

a. Location of any sensitive resources and setbacks, if applicable

(reference Natural Features Survey for each project).

5. Comments/Observations:

a. For example, spread especially prone to flooding, time-of-year application for best results, stable but seed-source will become viable after a disturbance, Best Management Practices, encroachment/recreation is possible vector, monitoring frequency, activity management important to prevent future spreading, etc.

d. Task 4 – Final Report:

i. A final report shall be provided no later than 30-September-2023 and shall include the following:

a. Three (3) complete Printed, bound Reports.

b. Digital PDF File.

c. All field notes/forms.
