b. Other Debris: Other Debris may include various trash materials such as Styrofoam and plastic containers, tires, propane cylinders and other non-valuable items.

NOTE: If there is other debris that is deemed to be potentially hazardous, the Contractor shall notify the Technical Point of Contact so that it can properly be addressed without causing harm to persons or the environment.

2. Log Boom Debris Removal Requirements:

a. The preferred sequence of work would be for the log boom area to be cleaned of debris before beginning debris removal work at the trash rack.

b. A crane with a clamshell or a long reach excavator may be used to remove debris from the log boom. The operation of either type of equipment option shall be conducted in a manner to not remove soil from the river bottom or riverbank at the debris removal location.

c. Typically, any debris that becomes free of the log boom will drift downstream towards the dam and be caught on the trash racks.

d. All floating debris as well as any submerged debris that is visible by boat along the log boom must be removed.

e. If items cannot safely be removed, the Contractor and Technical Point of Contact shall discuss solutions.

f. The log boom shall be clear of any caught or hung debris, as well as submerged debris so that any restriction of water flow is minimized.

g. The Contractor shall utilize the motorboat to push, pull, tow, or otherwise direct the debris towards the riverbank nearest the clamshell or long reach excavator.

This may require pulling or towing the debris from its location so that it may be removed with the clamshell or long reach excavator.

h. All debris shall be relocated from the river locations to the designated debris catchment area (See Informational Map 1).

i. The debris shall be neatly placed in the catchment area in segregated piles of woody debris and other debris.

j. Mobilization to the next stage of work will be after the inspection and at the approval of the Technical Point of Contact.

3. Trash Racks Debris Removal Requirements:

a. Debris from the trash rack area shall be removed from the entire inflow area.

b. Only a crane with a clamshell may be used to remove debris from the trash rack.

c. Debris removal includes submerged debris from the water level down to the concrete bib and rock protection on the river bottom (a depth of approximately 7 to 10 feet) in the entire area between the intake wingwalls.

d. Debris removal includes guiding the clamshell between each of the concrete piers and capturing any debris that is within those areas from the water’s surface to the concrete bib on the river bottom.

e. All debris shall be relocated from the river locations to a designated catchment area (See Informational Map 1).

f. The debris shall be neatly placed at the debris catchment area in segregated piles of woody debris and other debris.

Part 5 Service Locations: The service locations are located in Franklin, NH near the Franklin Falls Dam. The Franklin Falls Dam Project Office is located at 46 granite Drive, Franklin, NH.

1. ITEM NO. 1 – Franklin Falls Dam Log Boom – River Debris Removal

a. Service Requirement:

i. Log Boom Debris Removal

b. Service Area: See Informational Map 1

i. The log boom is a series of connected floating plastic logs that is connected across the Pemigewassett River holding debris just upstream of the Franklin Falls Dam gatehouse.

ii. Access to this area is via Rte. 127 on the East side of the Franklin Falls Dam. The access road is a long gravel road with drainage ditches and culverts throughout its course to the log boom.

iii. The Contractor supplied debris pushing boat shall be rigged and launched into/retrieved from the river by the crane or launched upstream if launching area is accessible.

iv. The river flows may hamper pushing and pulling of debris along the log boom. In this occurrence the Franklin Falls Dam project staff can coordinate river flow changes to allow for more effective and safe debris removal.

v. Debris catchment area is adjacent to the Log Boom crane pad. Access to this area is via the Franklin Falls Dam project area on Rte. 127 and then onto a long, single gravel roadway (See Informational Map 1). Area shall be accessible during operation hours for Contractor Work.

c. Service Schedule:

i. One cleaning of the log boom

ii. Specific date to be coordinated with the Technical Point of Contact

2. ITEM NO. 2 – Franklin Falls Dam Trash Racks – River Debris Removal

a. Service Requirement:

i. Trash Rack Debris Removal

b. Service Area: See Informational Map 1

i. The trash racks are vertical concrete piers through which the Pemigewassett River flows through the Franklin Falls Dam. The trash racks generally collect floating debris in a perpendicular alignment to the piers; however, some debris does enter through the piers.

ii. The river bottom in this area is partially a concrete bib and mostly rock river bottom. Debris can be found throughout the entire water column in this area which is normally an approximate 7-10 feet in depth extending between the concrete wing walls as seen in Informational Photo 2.

iii. Access to the trash racks is via the Franklin Falls Dam off of Rte. 127 on the East side of the Pemigewassett River. The access road is a long dirt/gravel road with drainage ditches and culverts throughout its course to the trash racks.

iv. The area for the crane setup is on an earth surface at the top of the inflow wall beside the trash racks and the crane operator may set-up adjacent to the fence over-looking the trash racks (See Information Photo 3 & Map 1).

v. The river flows may hamper pushing and pulling of debris off of or out of the trash racks. Another concern would be clamshell being pulled into the trash racks and becoming lodged in the intake works.

vi. During debris removal at this location the Technical Point of Contact will coordinate river flow changes to allow for more effective and safe debris removal.

vii. Debris catchment area is located adjacent to the crane pad area on a higher elevation grass tier roadway (See Informational Photo 3 & Map 1).

c. Service Schedule:

i. One cleaning of the trash racks

ii. Specific start date to be coordinated with the Technical Point of Contact
