b. Mulch: The existing flower beds in the Westville Lake Recreation Area (2500 square feet) are to be weeded and cut/remove dead growth from the previous year’s growing season. Previous year’s mulch will be removed to a depth of 3" and old mulch will be brought to the identified compost pile in the park. After this is completed, a layer of natural hemlock wood mulch, not colored, will be spread 3" deep.
7. Fall Clean-up: Completely remove leaves and debris from all fine lawn areas and road gates in conjunction with scheduled mowing services to leave fine lawn mowing area with a neat appearance. All leaves and small sticks will be removed to a designated compost area adjacent to the recreation area. Large branches will be removed to a brush pile also immediately adjacent to the recreation area. Leaves will not be blown into the forested/field areas adjacent to the fine lawn area. Picnic tables throughout the park will be cleaned. At road gates, sand, leaves, sticks, around swing arms/post bases of road gates, 3-4 cubic feet, in an area of 6 square feet around each gate post will be removed to ground level, base of post, allowing road gate to swing unimpeded. A full fine cut mowing shall be included with the fall cleanup (part of the 25 mowing’s).
8. Road/Trail/Drainage Ditch Cleaning: Completely remove leaves and debris from road surfaces and drainage ditches. This will be accomplished in such a manner so as not to blow leaves into drainage ditches or culverts beside the trail. Inlets and outlets to ditches in these areas will be cleaned of sand and leaf buildup.
9. Asphalt/Concrete Surface Sweeping: Asphalt/concrete paths and an asphalt parking area will be swept and blown free of stones and sand to provide a slip free surface.
Asphalt cutouts will also be swept free to ensure water flows freely to drains, and sand does not fill drains. These materials can be re-spread out on the gravel trail adjacent to this outside parking lot. Stones and sand can be placed and spread on the gravel road and/or gravel parking area immediately adjacent to the kiosk.
10. Landscape Maintenance: Landscape plantings/flower beds are comprised of sedum, lilies, black eyed Susan, and milk weed. All other annually growing plants (weeds), grasses, poison ivy, pokeberry, bittersweet, Virginia creeper, and small trees shall be removed monthly. Removal will be by hand/hand tool removal to avoid damage to established plants. Weed removal shall be such that the root of the weed is removed also.
Invasive plant bittersweet will be bagged and thrown into dumpster at Westville Dam.
These SHALL NOT be cast into any compost pile or tree line where it will regrow. All other plants can go into the compost pile within the park. No chemical treatment (herbicide) shall be used.
11. Building/Picnic Table Power Washing: Power washing will remove all visible algae/staining, insects, grass, sand/dirt, abandoned hornet nests, etc. Scrubbing may be required to ensure adequate removal. Detergents/soaps should not be needed, however if TPOC determines cleaning solutions are needed, they will be provided by the Government.
12. Rotary Side Arm Mower Work: Rotary Mower work will be beyond trail and road area mowing widths described below, where an extendable side arm mower properly counterweighted/balanced can reach down slope/up slope areas beyond mowing equipment, and where dimensions of material to be mowed are up to 1.5-2” in diameter.
Uphill and downhill reach needs to be a minimum of eight (8) feet. All brush and small trees are to be cut no higher than six (6) inches off the ground.
