After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using CPARS requires specific software, called PKI certification, which is installed on the user's computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor.

Current information about the PKI certification process and for contacting vendors can be found on the web site: http://www.cpars.navy.mil/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.

The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g.o email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations.

Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as "RAMs"), and Health Protection Condition (HPCON) measures.

The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel.

The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

b. All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as "NCIC-11I") and Terrorist Screening Database (commonly referred to as "TSDB"). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USAGE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

1.20 SUSTAINABILITY REQUIREMENTS

BIO-BASED

Severity: the outcome if a mishap occurred.

Identify as Catastrophic, Critical, Marginal, or Negligible

E = Extremely High Risk

H = High Risk

Step 2: Identify the RAC (probability vs.

This quantity does not include waste and other variables that may cause the actual quantity of materials ordered by the Contractor to vary.

However, this quantity shown is the final quantity for payment purposes and is not subject to variation in quantities. This quantity is used soley for the purpose of apportioning price adjustments and the Contractor shall consider this and expected variables in actual quantities when establishing a unit price. The Contractor shall provide a unit price for the commodity itself, exclusive of direct or indirect costs or profit, as part of the bid on the applicable Contract Line Items (CLIN) shown in the bid schedule.

Each invoice for payment of the CLIN must include the quantities of eligible materials purchased as part of that invoice, segregated by CLIN.

The Contractor must be able to support the claimed quantities through supplier invoices upon request. If materials are purchased as part of a component the materials are only eligible for consideration if the subcontractor/supplier invoice individually identifies commodities quantities. Payment in advance of fabrication will require that these materials meet the requirements for offsite stored materials, including proof or payment and clear title to the materials, and storage of the materials in a way that clearly identifies the contract and specific bulkhead the materials will be used to fabricate.

1.2 LOCK MAINTENANCE BULKHEAD

Payment for the fabrication and painting of all twenty-one (21) lock maintenance bulkheads covered by SECTION 05 59 20, SECTION 09 97 02, and SECTION 35 20 14, will be made at the pplicable contract lump sum price for "Lock Maintenance Bulkhead" and shall include all items as defined on the drawings and specified that are not covered by other bid items. Prices and payments shall constitute full compensation for all costs of providing all plant, labor, materials and equipment and performing all operations necessary to fabricate and paint each bulkhead unit as shown on the drawings and as specified. Measurement for payment is based upon completed work by comparing the Contractor's approved baseline schedule and updated progress schedule.
