ADDENDUM A-1
PROPOSAL EVALUATION AND AWARD
A. Basis For Award
Evaluation Factors. Each Offeror’s proposal and other information will be evaluated against the following factors to determine technical acceptability/unacceptability: Technical Acceptability and Past Performance. Price is not rated but will be evaluated in accordance with FAR 15.404-1(b) to determine fair and reasonableness.
Lowest Priced Technically Acceptable (LPTA). Award will be made to the lowest priced technically acceptable proposal meeting the acceptability standards for non-cost factors as outlined in the solicitation. The Government intends to make award without discussions; however, the Government reserves the right to enter into discussions if required. Only those Offerors determined to be technically acceptable, either initially or as a result of discussions if discussions are held, will be considered for award. For a proposal to result in an awardable contract, the proposal must meet the Performance Work Statement requirements, conform to all required terms and conditions, and include all required certifications. An assessment will be made of each Offeror’s proposal in the areas of Technical Acceptability and Past Performance. Price will be evaluated to determine fair and reasonableness. There are no tradeoffs between price and non-priced factors nor are there any ranking of factors in the lowest-priced technically acceptable solicitation. Subjective judgment is implicit throughout this process.
B. Factors to Be Evaluated
1. Technical Acceptability A technical proposal will be rated unacceptable and ineligible for award if any of the minimum documentation requested is not met. An acceptable technical proposal is one that provides all of the following minimum requirements: The Offeror’s technical acceptability will be evaluated on an “acceptable” or “unacceptable” basis using the ratings provided in Table A-1 below.
a. Written proof(s) to show that the Offeror is a Caterpillar authorized dealer and service representative capable of performing the maintenance and repair of Caterpillar Marine Diesel engines, models C280- 12, C280-16, 3516, and C7.1.
b. Written proof that the contractor’s shop facility is within 150 miles highway driving distance from the U.S. Army Corps of Engineers, New Orleans District.
Table A-1. Technical Acceptability: Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meets the minimum requirements of the solicitation.
2. Past Performance The Offeror’s past performance will be evaluated on an “acceptable” or “unacceptable” basis using the ratings provided in Table B-1 below. This assessment will be based on the Offeror’s record of relevant and recent past performance information as it pertains to this requirement and as outlined in the solicitation. Relevancy means same or similar performance in scope, size and complexity to the solicitation’s requirements. Recency means performance within the past three (3) years.
a. Offerors shall also submit copies of all its past performance evaluation reports issued in the past three (3) years on all relevant commercial and Government contracts.
Note: All personnel must be employees of the Prime Contractor.
b. If an Offeror has no relevant past performance history or evaluation reports, the Offeror shall affirmatively state that it possesses no relevant, directly related, or similar past performance.
c. Offeror shall submit the past performance questionnaire to references of same or similar services required in this solicitation. Offeror shall instruct their references to send completed past performance questionnaire responses to both points of contact listed above. The subject line shall include the solicitation number W912P824R0030 and the company name. Past performance information must be received by the offer due date (see BLOCK 8 of the SF 1449).
Table B-1. Past Performance Evaluation Ratings Rating Description Acceptable Based on the Offeror’s performance record, the government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (see Note below).
Unacceptable Based on the Offeror’s performance record, the government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an Offeror without a record of relevant and recent past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
For a proposal to be considered awardable, there must be an “acceptable” rating in both non-price factors.
3. Price The price factor is evaluated to determine whether the price is fair and reasonable.
The techniques and procedures described under FAR 15.404-1(b) will be the primary means of assessing price reasonableness. Price analysis will be used to determine the reasonableness of the total evaluated price. If unique and innovative approaches are the basis for an abnormally low estimate, the nature of these approaches and their impact on price must be explained.
