SECTION C – SCOPE OF WORK
C-1 DESCRIPTION OF WORK
C-1.1 GENERAL
Work will include the ONSITE disassembly, inspection, and testing. The Contractor shall be responsible for inspection of all components, removal of the existing equipment being modified. The Contractor shall provide transportation to and from Huxtable Pumping Station for the removal and return of all parts. The contractor shall be totally responsible to the Government for any subcontractor on this contract. The Contractor shall also install all new parts to provide fully functional hot water boiler.
C-1.2 DESCRIPTION OF WORK
The work consists of furnishing all plant, labor, materials and equipment to successfully do all the work described herein, and to transport and install one new hot water boiler FM/UL rated with modulating burner with a 2:5:1 turndown with all new pressure rated flue piping, and all in accordance with NFPA 211 and NFPA 31. Contract includes new base mounted centrifugal pumps, expansion tanks of same size and pressure rating as existing boiler system in use. The Contractor shall also clean the inside surfaces of the vertical stack and remove all debris resulting from that operation. The Contractor shall remove the clean-out door assembly in the bottom of stack and weld on a new one so there is no soot allowed to enter into the building. The contractor shall provide, furnish, and install all necessary and appropriate components, items, fasteners, anchors, pads, cables, conduit, mounts, grout or similar incidental items necessary and required to install the new boiler and all other ancillary equipment. Boiler and associated piping shall have the required seismic protection measures to resist lateral forces induced by earthquakes without consideration of friction resulting from gravity loads. Upon completion, the boiler shall perform to the standards and rates specified by the manufacturer. The boiler shall be tuned and tested to insure it is firing at the proper fuel/air ratio. New equipment shall come with at minimum a standard 1 year warranty. Contractor shall provide all labor, parts and tools for this project. All work shall conform to local, state, and federal codes. The Contractor shall inspect existing conditions before submitting a proposal.
The following is a list of requirements for the installation and testing of the new boiler. The work required under this contract may include, but is not limited to, the following items/activities.
New water tube boiler with power flame modulating burner Provide and install two (2) base mounted centrifugal pumps with triple duty valves, stainless steel flex connections, gauges, 2hp starters with base mounting pad included.
New boiler will be installed on the main operating floor.
C-1.3 OBJECTIVES
This statement of work requires a contractor to complete the work described in the description of work and Scope in accordance with the contract requirement. The boiler shall be 100% mission capable once all work has been completed.
C-1.4 PLACE OF PERFORMANCE
The work will be performed at the Huxtable Pumping Plant, located on the St. Francis River near Marianna, Arkansas.
C-1.5 SECURITY MEASURES
All contractor's and all associated sub‐contractor's employees shall comply with applicable District and facility access and local security policies and procedures (provided by government representative). Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy.
Should the Force Protection Condition (FPCON) at the facility change, the Government may require changes in contractor security matters or processes. The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify ) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
C-1.6 PERIOD OF PERFORMANCE
Within 10 days of contract award, the Contractor shall submit a proposed production schedule for Contracting Officer approval. Approval by the Contracting Officer of the schedule is necessary to begin work. The Contractor shall begin work NLT 10 calendar days after approval of the schedule. Contractor shall make delivery of equipment within the schedule submitted by the Contractor. The Contractor shall install all equipment in accordance with the submitted shop drawings. The Contractor shall provide sufficient manpower to effectively install and test all supplied equipment and shall be finished and demobilized by the time specified. All work shall be complete and ready for use no later than 90 calendar days after the date of receipt of Notice to Proceed (NTP). The stated time for completion shall include final cleanup of the premises. The Contractor Normal business hours at Huxtable are 0700 -1800 Monday through Thursday. Contractor hours may be adjusted. If alternate hours are requested, this must be agreed upon by Government’s Technical Representative or the Contracting Officer’s Representative (COR), if appointed, and contractor. A pre-work conference is mandatory. The Contracting Officer’s notification will include specific details regarding the date, time, and location of the conference and the information regarding the items to be discussed.
C-1.7 DELIVERY DESTINATION
All materials and equipment to be delivered Freight-On-Board (F.O.B.) destination to the Memphis District, W.G.
Huxtable Pumping Plant. The Contractor shall notify the Contracting Officer at least five days in advance of any shipment to be made under this contract, and on the date of shipment, a copy of the bill of lading and packing list will be forwarded addressed as follows:

C-1.8 NEW BOILER
C-1.8.1 Furnish a low pressure, hot water, wet-base, cast-iron, sectional boiler with power burner that pressurizes the firebox and operates under forced and balanced draft.
C-1.8.2 Burner shall be capable of burning No. 2 fuel oil. Burner shall have provisions for connecting to the existing outside air intake duct and the existing vertical stack.
C-1.8.3 Boiler-burner unit shall be fully packaged and fire tested.
C-1.8.4 Boiler shall have minimum I=B=R Hydronics Institute net output, at 100% firing rate, of 1,712 MBH.
Efficiency shall be a minimum of 81.5%.
C-1.8.6 Boiler shall be furnished complete with all trim, all necessary controls and sensors, and full control panel.
C-1.8.7 New Flue Pipe to dual wall with 1” air gap, pressure rated. Flue pipe shall have 304 or 316 stainless steel inner pipe with outer casing being an aluminized 304 or 316 stainless steel. The flue pipe shall utilize a high temperature silicone sealant for quick installation and good sealing performance. The flue from boiler shall be 12” minimum and the horizontal flue from boiler to stack shall be 14” minimum.
C-1.8.8 The new bladder type expansion tank and associated piping shall be installed.
C-1.8.9 Boiler and piping shall be installed with the required seismic protection measures consistent with Risk Category II, Site Class D – Stiff Soil, and in accordance with the applicable ACI, AISC, ASCE, ICC, UFC, and MFMA standards
C-1.9 BOILER CONSTRUCTION
C-1.9.1 Boiler shall be of heavy duty steel frame, built and stamped in accordance with the appropriate ASME boiler code.
C-1.9.2 Sections to be cast with sealing grooves for high temperature sealing rope to assure permanent gas-tight seal.
C-1.9.3 Sections shall be sealed watertight by elastomer sealing rings, not cast iron nipples. Each port opening shall be machined to completely capture sealing ring between sections.
C-1.9.4 Boiler must be hydro-wall construction to provide completely water-cooled combustion chamber.
C-1.9.5 Boiler shall be provided with sufficient tappings to install required controls.
C-1.9.6 Boiler shall be provided with cast-in air elimination to separate air from circulating water.
C-1.9.7 Boiler shall be provided with expansion tank tapping to divert separated air to expansion tank.
C-1.9.8 Boiler shall be constructed to provide balanced water flow through the entire section assembly using single supply and return connections for water. No external headers will be required for water.
C-1.9.9 Boiler shall be furnished with insulated burner mounting plate and burner. High temperature sealing rope shall be used to provide permanent gas tight seal between front section and plate.
C-1.9.10 Boiler shall be furnished with two observation ports (one in front and one in back) to allow visual inspection of the flame.
C-1.9.11 Boiler shall be furnished with cast iron flue collar with a built-in adjustable damper capable of being locked into place after adjustment.
C-1.9.12 Boiler shall have high temperature sealing rope used to provide permanent gas-tight seal between hood and section assembly.
C-1.9.13 Boiler shall be furnished with heavy gauge steel cleanout plates to cover cleanout openings on the side of the boiler.
C-1.9.14 Port openings shall be of captured seal design – a machined groove assures uniform compression of the sealing ring and protects the seal from contaminants. Elastomer sealing rings shall be used to provide permanent watertight seal between sections.
C-1.10 BOILER TRIM
C-1.10.1 All electrical components shall be of high quality and bear the U.L. label.
C-1.10.2 Water boiler shall be furnished with following controls:
o ASME Relief Valve, set to relieve at 30 psig o High Limit Control o U.L. labeled probe LWCO with ASME working pressure rating equal to the ASME rating of the relief valve. Locate so burner shuts down if boiler water level falls below allowable safe waterline.
o Water Temp Control o Oil Pressure Gauge & Oil Y strainer o Flow Switch Mounted & Wired o Stack Thermometer o Low Fired Hold Switch o Sealed Combination Air Intake o Automatic Air Vent o Double wall flue vent with support plate elbows, insulated thimble, full angle ring, wall support, rain cap
Low temperature limit set according to system design. High temperature limit set at least 20 degrees F higher than the low limit.
C-1.11 CONTROL PANEL
C-1.11.1 Boiler shall be furnished with electronic control panel suitable for maintaining proper start-up and operating procedure.
C-1.11.2 Panel shall be furnished with following features:
C-1.11.2.1 Power on/fuel on light.
C-1.11.2.2 Call for heat.
C-1.11.2.3 Ignition On.
C-1.11.2.4 Pilot Failure.
C-1.11.2.5 Low Water.
C-1.11.2.6 Flame Failure.
C-1.11.2.7 Silencing Switch.
C-1.11.2.8 Control Fuse and Holder.

C-1.12 START-UP SERVICES
C-1.12.1 The Contractor shall obtain the services of a factory-authorized agent to provide burner light-off and adjustment. The start-up agent shall provide a burner light-off report as written proof that the burner was adjusted to optimum performance.
C-1.12.2 The Contractor shall provide a one-year service warranty beginning at start-up.
C-1.12.3 The Contractor shall be responsible for connecting up all control wiring prior to start-up. The Contractor shall make sure all controls and safety devices are working properly.
C-1.13 QUALITY ASSURANCE
Before commencement of work, the Contractor shall submit to the Contracting Officer, for approval, the quality control system he proposes to use, before commencement of work under this contract. The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed the work in an acceptable manner.
C-2 GOVERNMENT FURNISHED ITEMS AND SERVICES
C-2.1 SERVICES
C-2.1.1 The Government will provide the electrical connections from the boiler to the main power panel in the station. At project completion, the Contractor and the Plant Superintendent will make a joint visual inspection of the project and needed repairs noted shall be identified. The contractor shall be responsible for the repair of any noted damages related to the contract performance and will make needed repairs immediately and at no additional cost to the Government.
C-2.1.2 The Government will remove the existing chimney between ELEV 180.0 and ELEV 212.2 to allow for routing of new water lines.
C-2.2 UTILITIES
The Government will provide reasonable utilities at its discretion.
C-2.3 EQUIPMENT
The Government will provide the use of the station’s 50 ton bridge crane for installation of equipment.
C-3 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES
C-3.1 GENERAL
Contractor is to provide all labor and material for the entire scope of work. The contractor is to provide an on-site supervisor at the job site for the duration of the contract. The contractor shall be responsible for damages and repairs to any Corps of Engineers equipment caused by the contractor’s action.
C-3.2 SUBMITTALS
Installation details and equipment cut-sheets, including boiler and burner ratings, shall be submitted for prior approval by the Government Technical Representative. All operation and maintenance manuals shall be furnished prior to closure of contract. Burner and Energy Management Control System must be tested and approved for installation with specified boiler, by the manufacturer.
C-3.3 TRAINING
The Contractor must conduct a formal training course for operating staff, as designated by the Contracting Officer.
The training period, of at least 8 hours of normal working time, shall start after the system is functionally completed, but prior to final acceptance tests. The field instructions shall cover all of the items contained in the operating and maintenance instructions, as well as a demonstration of routine maintenance operations. The Contractor shall be notified at least 14 days prior to the date of proposed conduction of training course.
C-3.4 ACCEPTANCE TESTING
Upon completion, and prior to acceptance of the project, the entire boiler, blower, and control equipment shall be tested in accordance with manufacturer’s codes and standards, by the Contractor, to demonstrate indicated performance. The fuel/air mixture shall be adjusted to give optimum combustion. The Contracting Officer shall be notified 10 days in advance of the test date. If any deficiencies are revealed during testing, such deficiencies shall be corrected and the tests re-conducted at no additional cost to the Government.
C-3.5 COMMERCIAL WARRANTY
The Contractor agrees that the equipment furnished under this contract shall be covered by the most favorable commercial warranty the Contractor gives to any customer for such products and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract. The warranty will take effect immediately upon the day of acceptance, by the Government, of the completed work.

52.246-4 INSPECTION OF SERVICES--FIXED-PRICE (AUG 1996)
(a) Definitions. "Services," as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.
(b) The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires.
(c) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.
(d) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
(e) If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may (1) require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.
(f) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may (1) by contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service or (2) terminate the contract for default.

Note: Executive Order (EO) 13706 Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1 2017.
