Instructions to Offerors

Read the solicitation in its entirety and all amendments before submitting documents. Payments will be made after receipt of a proper invoice and receipt of acceptable supplies or services. Regular office hours: Monday to Friday, 8:00 a.m. to 4:30 p.m. CST

Do not include excess information, to include audio-visual materials, electronic media, CD’s, thumbdrives, etc. or pages of the solicitation that do not contain information provided by the perspective offeror. NO cross outs or strike through marks. Submit a legible quote with no correction marks.

EMAIL

Emailed quotes must be received in a supported Adobe or Microsoft Office file format. These formats are the only acceptable methods of submitting a quote electronically. Zip Files, Cloud storage providers, google docs, web-based drop boxes, OneNote/OneDrive, URLs, web-based format, or any other virtual/web-based memory service are NOT acceptable methods of submitting a quote electronically. Clearly mark the envelope in the lower left-hand corner with the solicitation number. All pages should be numbered. Use only 8 ½ by 11-inch paper for fax or mail submissions. Do not use foldouts (e.g., 11” x 14” or 11” x 17” sheets). Do not use a font size smaller than 10, or condensed print for any submission. Time New Roman or Arial Font are the only acceptable fonts. All page margins must be at least 1 inch wide but may include headers and footers. Illegible handwritten quotes will not be considered. Typed quotes are highly encouraged and the preferred method. Do not use spring clamps, staples, or exceed the recommended capacity of the fastener or binder.

Do not use plastic multi-hole/spiral binding systems, heat binding systems, or other systems which do not facilitate the ready insertion of additional pages or removal of pages. DO NOT use tabbed dividers, flagged tabs, or any divider that extends beyond the paper size to separate sections. The pages must be able to be removed from their binding without ripping or tearing. Ensure to allow enough time to submit your quote before the due date and time.

If your submission will be hand‐carried, please provide notification to the Contract Specialist at least two working day in advance, (918‐669‐7173) or Amy.C.Feemster@USACE.Army.mil, as unescorted visitors are not allowed in the Contracting Division offices. Please consider in your arrival that visitors must go through security check points located on the 16th floor of the small tower. This procurement is being conducted in accordance with Simplified Acquisition Procedures (SAP) of FAR Parts 12 and 13. Any reference to offers or bids or offerors or bidders should be substituted with quotations or quoters. All reference to discussions shall not be interpreted under FAR Part 15, but rather indicate that the Government may communicate with offerors/quoters as allowed under simplified acquisition procedures.

Submit the following documents:

1) Complete a signed copy of the first page of the solicitation and all amendments, including CAGE code/DUNS number.

2) Complete the past performance references page, if included in solicitation.

3) Complete the pricing schedule provided in the solicitation.

4) Complete all FAR Clauses, with applicable blanks filled in from SECTIONS I, K, and L. If information is already completed in the System for Awards Management (https://www.sam.gov/) then write “SAM”

6) Your quote must identify the business size of the prime contractor and the business name and address of any subcontractors, if applicable, based on the NAICS code identified. Offerors must clearly identify whether a subcontractor(s) will be performing work, the percentage of work to be performed by each subcontractor, and the socio-economic category into which each identified subcontractor falls. 7) Updated clause- contractor MUST complete 52.204-24 and 52.204-26 in section K. New requirements stipulate contractors must complete the fill-in section to be responsible for award.

PREPROPOSAL/SITE VISIT CONFERENCE

A Preproposal Conference/Site Visit is scheduled for 10:00 am local time on 10 February 2021 at Tenkiller Lake Office, US Army Corps of Engineers, U.S. 446977 E 980 Rd Gore, OK 74435-5228. The Site Visit will allow prospective Contractors an opportunity to view the site conditions first hand. A question and answer period will not be conducted. Questions must be posed using Bidder’s Inquiry as per the instructions above.

ANTITERRORISM AND OPERATIONS SECURITY REQUIREMENTS

The Government will provide the successful offeror with the required Army iWatch Antiterrorism Briefing documentation within two (2) business days of Contract Award.

In accordance with AFARS 5132.702(a)(ii)(B): “Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.”

This specification consists of a general section supplemented by exhibits and appendices. A Table of Contents is provided on the following pages.

The general section contains requirements that apply to all work to be performed under the provisions of this specification. The exhibits contain detailed listings or examples referred to in the general section and the Performance Requirements. The appendices contain a description of the facilities to be serviced and the work to be performed.

Any reference to paragraphs or subparagraphs in this specification will refer to those in the general section unless otherwise noted.

NOTE- Snake Creek and Elk Creek Parks are under major renovations and repairs due to severe tornado damage and are currently closed to the public. These parks may or may not be re-opened to the public in the foreseeable future. Most contract services have been suspended to these parks but will resume in operation in whole or impart as repairs are completed and the public allowed to return.

1. SCOPE OF WORK. The work required under this specification provides for the cleaning of park facilities such as toilets/showers, picnic/camping sites, boat ramps/courtesy docks and grounds keeping.

1.1 Pre-bid Site Visit. A pre-bid site visit will be scheduled and coordinated by the Tenkiller Lake Office personnel. All bidders are strongly encouraged to attend. Date and time will be posted on solicitation.

2. DEFINITIONS.

2.1. Contractor Quality Control (CQC). The contractor’s system of controlling the quality of services provided under the provisions of the contract.

2.2. Deficient Service. Any service provided by the contractor that does not meet the Performance Standards specified in the Performance Requirements given in Exhibit 5.

2.3. Government. Term used herein as meaning the U S Army Corps of Engineers

2.4. Performance Requirement (PR). The Government’s requirement for each service provided under the contract. The requirements are stated as Performance Standards (PStd) and specify the minimum standard (quality) for each service provided under the contract.

2.5. Project. Term used herein as meaning all Government property and easements at Tenkiller and Webbers Falls Lakes.

2.6. Public Use Area (PUA). Parks as well as overlooks, nature and hiking trails, access points, and other areas used by the public for recreation.

2.7. Quality. An attribute that is in conformance with the contract specification.

2.8. Quality Assurance (QA). The procedure by which the Government determines CQC is functioning effectively.

2.9. Regulations. Referring to any local, State, or Federal law or regulation applicable to operation or maintenance of the project.

2.10. Workday. Any day that work is required to be performed by this specification.

2.11. Time Zone. All time referenced will be Central Standard Time Zone.

3. REFERENCES. Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, Latest Version) is hereby incorporated into this specification. The Contracting Officer Representative (COR) will furnish EM 385-1-1 web site to the contractor at the mandatory pre-work conference.

4. INITIATION, EXECUTION, AND ACCEPTANCE OF WORK.

4.1. Initiation and execution of park cleaning shall be in accordance with this specification.

4.2. Acceptance of park cleaning tasks. The Government shall accept work unless the Contracting Officer Representative notifies the contractor of any deficient services.

4.2.1. Initial notification of deficiencies may be written or oral; however, all oral notification shall be confirmed by the Contracting Officer Representative in writing within two (2) workdays.

Written notification shall be provided by completing Parts I, II, and III of a Quality Assurance (QA) Report (SWT Form 982, Exhibit 2).

4.2.2. If the Contracting Officer Representative notifies the contractor of deficient work, the contractor shall initiate action to accomplish corrective work. Tasks performed on a daily schedule shall be re-performed the same day. Work performed on less than a daily schedule shall be re-performed not later than the following day. Refer to paragraph 10 for deficient work not re-performed or poorly re-performed.

4.2.3. The contractor shall notify the Contracting Officer Representative when corrective work is completed. Notification shall be made by completing Part IV of the QA Report, providing that it has been furnished to the contractor. If not, notification shall be made orally.

5. PERSONNEL. The contractor shall provide experienced and qualified personnel necessary to accomplish all work required by this specification and, within the specified time limits of the contract specifications.

5.1. Experience and Skills. The contractor shall provide personnel that are experienced and demonstrate proficiency in the skills required to perform the various types of tasks specified. On-the- job- training as to gain hands-on experience for newly hired workers shall not be an excuse for the contractor to perform less than the contact performance requirements for both timeliness and work quality.

5.2. Supervision.

5.2.1. The contractor shall provide at a minimum, one on-site supervisor on the project who shall be able to speak, read, write and understand English and have full authority to direct any work required. This on-site supervisor and alternates shall have full authority to execute and direct work during the contractor’s absence. These individuals names and contact phone numbers shall be provided to the COR at the mandatory pre-work conference. (Section 15)

5.2.2. The contractor shall provide the Contracting Officer Representative the telephone number at or through which the on-site supervisor can be reached between 8:00 a.m. and 4:30 p.m. CST on the day’s work is being performed. Use of a cellular-type phone has worked exceptionally well in the past.

5.2.3. The contractor or on-site supervisor shall contact the Contracting Officer Representative each workday between 8:00 a.m. and 10:00 a.m. to confirm the scheduled work is in process or of any issues or problems that need addressed. If this contact is made by telephone, the Contracting Officer Representative may require the contractor or on-site supervisor to meet and discuss problems or issues encountered in the field. The Contracting Officer Representative shall establish the time and location for such meetings after mutual concurrence with the prime contractor or the on-site supervisor.

5.3 Onsite Meetings. The contractor shall have available, a fully authorized representative to act on their behalf who shall be on-site at a requested meeting area within two (2) hours of notification.

6. EQUIPMENT. The contractor shall furnish all equipment necessary to accomplish all work required by this specification, within specified time limits. Equipment shall be in proper working order and condition, as well as operated be a competent individual familiar with utilizing them safely and to manufactures specifications.

6.1. Amount and Type of Equipment. If the contractor demonstrates that the requirements of the contract can be met with less equipment or a different kind of equipment, the amount and/or type of equipment may be substituted upon the approval of the Contracting Officer Representative.

6.2. Equipment Inspection. The contractor shall present all equipment to the Contracting Officer Representative for inspection prior to utilization on Government facilities. After consultation with the contractor, the Contracting Officer Representative shall establish the time and location for these inspections. No equipment shall be used on the project prior to being inspected. The Contracting Officer Representative may periodically inspect equipment while being utilized in cleaning operations once approved.

6.3. Equipment Requirements. All equipment used to perform work under this specification must be in good operating and mechanical condition and comply with EM 385-1-1.

6.3.1. The working pressure of high pressure power washers, if used to clean facilities specified in Appendix A, shall be a minimum of 1,500 psi. The working pressure of power washers shall not exceed 50 psi.

6.4. Vehicle Identification. All vehicles used by the contractor to perform work under this specification shall be marked by signs located on each side of the vehicles. Signs may be painted on the doors or magnetic signs may be attached to the doors. Magnetic signs shall not be removed at any time vehicles are at the project. Lettering shall be at least 2 inches high. Each sign shall contain the following:

6.4. Vehicle Operation and Parking. While performing work under this contract, vehicles shall be operated and parked only in designated parking areas or pullouts unless the Contracting Officer Representative approves use of other areas.

7. MATERIALS AND SUPPLIES.

7.1. Contractor Furnished.

7.1.1. Except for the items listed in subparagraph 7.2., the contractor shall furnish all labor, materials, supplies and equipment necessary to accomplish all work required by this specification within specified time limits.

7.1.2. All material and supplies shall be new and adequate quantities shall be maintained to perform the required services without interruptions. All materials and supplies are subject to review by the Contracting Officer Representative to determine compliance with this specification.

7.1.3. Specifications for selected contractor-furnished materials and supplies are given in Exhibit 2.

7.1.4. In addition to materials and supplies listed in Exhibit 2, the contractor shall furnish the following:

7.2. Government Furnished Items

7.2.1. The Government will furnish potable water where it is available. The contractor shall be responsible for transporting water where applicable.

7.2.2 The Government may not have potable water in all the areas or a hydrant near the vicinity of some facilities. The contractor shall be responsible for transporting potable water to these parks or areas for cleaning purposes. Drafting water from lakes or rivers for cleaning purposes is strictly prohibited.

8. PERFORMANCE REQUIREMENTS (PR). PRs for work performed under this specification are given in Exhibit 5. The contractor’s performance will be evaluated using these PRs as follows:

8.1. Services provided by the contractor will be inspected for compliance with Performance Standards (PStds). Those not meeting PStds shall be considered deficient. Major or recurring minor deficiencies will result in a letter of correction being issued by the Contracting Officer’s Representative or Contracting Officer.

8.2. Deficient services are determined during initial QA inspections since the purpose of QA is to determine how efficient the CQC is functioning. The results of inspections are not changed as a result of satisfactory re-performance but will be noted as corrective action taken by the contractor.

9. CONTRACTOR QUALITY CONTROL (CQC). The contractor shall establish and execute a CQC Program to assure all tasks required by the specification are completed on schedule and in accordance with the PRs in Exhibit 5.

9.1. The results of all quality control inspections conducted by the contractor shall be entered on the Quality Control Inspection Log (SWT Form 990, Exhibit 6). Upon request, a copy of completed inspection logs shall be furnished to Contracting Officer Representative.

9.2. The Contracting Officer Representative may waive the requirements in subparagraph 9.1. If it is determined that proper CQC can be achieved without the required submissions. This determination will normally be made on the basis of actual performance by the contractor.

10. DEDUCTIONS FOR DEFICIENT WORK. Deductions from the contractor’s scheduled earnings shall be made for services that do not meet the PStds in Exhibit 5. The Government would prefer the contractor to re-perform a deficiency as a preferred method of correction, rather than a deduction. Deductions for documented defects will be made in accordance with the following procedures at the Governments discretion:

10.1. Each service found deficient and re-performed by the contractor: No deduction.

10.2. Each service found deficient and performed by the Government: Deduction for loss in value shall be based on the extended rate of the Government’s in-house personnel hourly wage to perform the deficient work.

10.3. Each service found deficient and not re-performed by any contractor personnel, or work not performed at all: Deduction for loss in value shall be based on estimates of the contractor’s cost for performing the work. Loss in value shall be based on the contract bid price or applicable portion thereof.

10.4. Each service found deficient and not re-performed, poorly re-preformed or refused to be re-performed by the contractor: An outside, independent contractor may be obtained by the Government to perform the deficiency: Deductions to the prime contractor will be the total amount of the bid price paid to the obtained contractor to perform the deficient work not performed.

11. SAFETY.

11.1. Safety Plan. Upon request, the contractor shall furnish the Contracting Officer Representative a comprehensive safety plan to implement the general policies and procedures for safe operation and maintenance of the project in accordance with EM 385-1-1. The safety plan shall include, but not be limited to the following:

11.1.1. Procedures for training employees in responsibilities for safety of others, including the general public.

11.1.2. Requirements for wearing or utilizing personal safety equipment and apparel.

11.1.3. Procedures for handling, reporting, and correcting unsafe conditions, practices, and safety violations.

11.1.4. Procedures for treating and transporting injured persons to medical facilities.

11.1.5. Fire prevention plans.

11.1.6. Job hazard analyses shall include an evaluation of hazards that might be encountered for an operation, and proposed methods and techniques for accomplishing each job in a safe manner.

Contractor personnel shall be thoroughly indoctrinated with job hazard analyses. Initially, the safety plan shall include, but not be limited to, job hazard analyses for the jobs listed below.

However, the contractor shall prepare additional analyses as the need arises and/or the Contracting Officer Representative directs. Job hazard analysis directed by the Contracting Officer Representative shall be submitted for approval at the pre-work conference or within one

(1) week after. An example of a job hazard analysis is given in Exhibit 7.

11.1.6.1. Loading and unloading of equipment (analysis for each type of equipment to be used to perform services required by this specification).

11.1.6.2. Equipment operation and maintenance (for each type of equipment).

11.1.6.3. Vehicle operation and maintenance.

11.2. Safety Meetings. The contractor shall conduct monthly meetings to discuss safety items pertaining to ongoing work. Employees of subcontractors shall attend safety meetings. The contractor shall provide at least one-day notice of the contractor’s scheduled safety meeting to the Contracting Officer Representative in the event that the Corps of Engineers personnel, at their discretion, may attend. A monthly report of the meetings shall be furnished in writing to the Contracting Officer Representative by the 5th day following the end of each month. The report shall include the following information on each meeting: Date, location of meeting, names of persons attending, safety topics discussed and persons who conducted the meeting.

11.3. Safety Violations. If a contractor’s employee persists in not following the safety requirements of this specification or the contractor’s safety plan, the employee shall be permanently discharged upon the request of the Contracting Officer.

11.4. Personal Clothing and Safety Apparel. Contractor personnel shall wear clothing suitable for the weather and working conditions. The minimum shall be short-sleeve shirt and long trousers. Personnel shall wear additional protective apparel when required by Section 5, EM 385-1-1.

11.5. Accident Reports.

11.5.1. The contractor shall immediately notify the Contracting Officer Representative of all known accidents that occur on any Government project properties that result in either serious injury or death.

11.5.2. The contractor shall investigate all accidents involving contractor or subcontractor employees that result in death, traumatic injury, occupational disease, or damage to property, materials, supplies and equipment incidental to work performed under this specification. The results of investigations shall be reported to the Contracting Officer Representative immediately and in writing on ENG Form 3394, Accident Investigation Report, within one (1) workday following the accident.

11.6. Exposure Reports. The contractor shall maintain an accurate record of exposure data (all man-hours worked on Government property) and submit this figure in writing monthly by the 5th of the following month. Accompanying the Exposure Hour Report with the contractor’s monthly invoice has work successfully in the past. NOTE: The contractor’s monthly invoice will not be processed without the submission of the Exposure Hour Report.

12. WORK SCHEDULES. The contractor shall submit a work schedule for each park cleaning crew in the format given in Exhibit 6.

12.1. The schedule shall be prepared for work to be accomplished during the period which work will be started. Work schedules for subsequent periods shall be furnished two (2) weeks prior to the beginning of each period.

12.2. Schedules for additional cleaning of toilets shall be considered a part of this work schedule.

12.3. The contractor shall utilize these plans for accomplishing work and shall furnish the Contracting Officer Representative a revised plan, if necessary, for approval prior to making any permanent changes to the contractor’s schedule.

13. REPORTING DEFECTIVE FACILITIES. While performing work, contractor personnel shall observe the condition of Government facilities. Damaged, defective, and/or inoperative facilities shall be reported to the Lake Office (Dennis Covey at 918-487-5252 ex. 6216), as soon as possible. It is also advised to make contact with the park attendant at the fee booth and inform them of the issue/s discovered prior to leaving park, as it may be necessary to temporarily close the facility for sake of public health.

14. REQUIRED INSURANCE AND INSURANCE CERTIFICATE. Pursuant to FAR 28.301(b) for the protection of the Government, and FAR 28.306(b) and 52.228-5, Work on a Government Installation, the Contractor shall procure and maintain during the entire period of his performance under this contract the following minimum insurance:

14.1. Worker’s Compensation and Employer’s Liability: Workers' compensation and employers' liability insurance in compliance with applicable state statutes, with minimum liability coverage of $100,000.

14.2. General Liability: Comprehensive general liability insurance for bodily injury in the minimum limits of $500,000 per occurrence. Property damage liability insurance shall be required in an amount of at least $100,000. Contractor shall refer to the Contracting Officer for concurrence with insurance requirements.

14.3. Automobile liability: Liability insurance shall be written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage.

The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

15. PREWORK CONFERENCE. The Contracting Officer Representative shall conduct a mandatory Pre-Work Conference with the contractor to discuss the contract requirements and specification. The contractor, at this time, shall provide all applicable submittal requirements listed in paragraph 16. As a minimum, the Prime Contractor (Individual that signed the contract), the on-site supervisor, and the individual that will directly be involved in the administrative work associated with the contract, shall be present with the Prime contractor. The Contracting Officer shall establish the location, date, and time of the Pre-Work Conference after consultation and mutual concurrence with the contractor.

16. CONTRACTOR SUBMITTALS. Unless otherwise noted, the contractor shall submit the documents listed below to the Contracting Officer Representative at the Pre-work Conference or within one (1) week after. All submittals, other than copies of licenses and contracts, shall be typed and the original and one copy shall be furnished the Contracting Officer Representative. If the Contracting Officer Representative determines any of the proposed plans or schedules do not comply with this specification, the contractor shall resubmit these documents within (1) week after the conference.

16.1. ANTITERRORISM AND OPERATIONS SECURITY REQUIREMTS:

The Contractor shall be responsible for ensuring all personnel, to include sub-contractor personnel, comply with the training requirements and procedures identified on the document titled “Antiterrorism/Operations Security Requirements” in Section H, Special Contract Requirements. When items for which training is identified, the Contractor shall ensure that all personnel complete acknowledgement for the specified training; the Contractor is responsible for ensuring all training acknowledgments, when applicable, are submitted to the COR or Contracting Officer within 10 calendar days of contract award (or NTP for construction contracts). In no event shall any contractor or sub-contractor personnel be onsite prior to completion of any applicable training and submission of training verification. Training materials and verification forms will be provided by the Contracting Officer upon written request.

16.2. Names of on-site supervisor and alternate supervisor(s) (submit prior to initiation of work and prior to changing designated employees) (subparagraph 5.2.1.).

16.3. Safety Plan (subparagraph 11.1.).

16.4. Report of Safety meetings (submit by the 5th of the following month) (subparagraph 11.2.).

16.5. Exposure reports (submit by 5th workday of each month) (subparagraph 11.6.).

16.6. Supplemental Work Schedules for Cleaning Parks (submit prior to initiation of work and prior to changing schedules) (paragraph 12.).

16.7. Insurance certificates (submit within 5 calendar days of notification of contract award) (subparagraphs 12.1 through 12.3).

17. BILLING.

17.1. The contractor shall submit the original invoice by the 5th of the following month for all park cleaning work. Invoices shall be prepared in the format given at Exhibit 7.

17.2. Payment will only be made for work actually performed.

17.3. All exposure reports shall be submitted before an invoice will be accepted.

17.4. The invoices and supporting documents shall be delivered, mailed or emailed to the Lake Manager, Tenkiller Ferry Lake Office, 446977 E 980 Rd., Gore, OK 74435-9547, with a copy to the COR at Webbers Falls Project Office, 13015 E. 143 rd., Gore, OK 74435-5485.

18. CHANGES IN AMOUNT OF FACILITIES SERVICED. Adjustment in the contractor’s price for services will be required in the event the following conditions or situations occur:

NOTE- Snake Creek and Elk Creek Parks are under major renovations and repairs due to severe tornado damage and are currently closed to the public. These parks may or may not be re-opened to the public in the foreseeable future. Most contract services have been suspended to these parks but will resume in operation in whole or impart as repairs are completed and the public allowed to return.

18.1. Required park cleaning services are suspended for a period of one (1) month or longer in an entire park or PUA. An example for suspending all cleaning services would include natural emergencies or disasters, such as a major flood event or tornadoes that would render the Parks or PUAs inaccessible or cause public safety to be a concern. Another example would be a prolonged disruption of utility services. In the event utility services are disrupted, we may require closure of either partial or entire Parks/PUAs. In the event of a Temporary Government Shutdown, all park cleaning services will be suspended. In any event, the Contracting Officer will contact the prime contractor and provide detailed guidance as to how the contractor shall proceed, or not proceed, with park cleaning services, depending on the specific circumstances at that time.

18.2. A singular change in the amount of project facilities to be serviced is made and the change results in an annual increase or decrease in the cost of park cleaning work that exceeds $300. The cost of increases or decreases shall be based upon estimates of the contractor’s costs for performing the work

18.3. All negotiations that contribute to a change or modification to the contract either in performance or costs shall be performed by the designated Contracting Officer (CO) as the Contracting Officer Representative (COR) does not have the authority to approve or disapprove these contract issues.

19. PERFORMANCE EVALUATION MEETINGS. The contractor or a representative with full authority to act on behalf of the contractor, shall meet in person with the COR at the Tenkiller Lake Office as often as determined necessary by the Contracting Officer Representative or its designated representative. A mutual and earnest effort will be made by both parties to resolve any and all problem issues identified at this time.

APPENDIX A

CLEANING OF PARKS

1. FACILITIES TO BE SERVICED. All park facilities listed in Table #s 1, 3, 5, and 7.

2. FREQUENCIES AND TIMES OF SERVICE -

2.1. Seasonal Work Periods. The amount of work required varies with the seasons of the year based on need. The following work periods are established to reflect changes in inventory of facilities and/or frequency of services from season to season. The winter schedule for the facilities serviced in the parks and PUAs shall be performed under the same performance requirements and standards mentioned in exhibit # 3.

Summer Period: 1 April – 31 October Winter Period: 1 November - 31 March

2.2. The contractor shall accomplish services in accordance with the frequencies specified in Table #s 2, 4, 6, and 8.

2.3. The contractor shall begin work no earlier than 7 a.m. Work shall be completed by 2 p.m.

2.4. Second cleanings of toilets shall be performed in accordance with subparagraph 3.1.9., between 2 p.m. and 6 p.m., therefore, toilets requiring second cleanings shall have regularly scheduled cleaning performed no later than 2 p.m. each workday.
