About this file
This is a solicitation document for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for noxious weed and invasive species spraying services for the U.S. Army Corps of Engineers Gavins Point Project. The solicitation (W9128F25QA012) is set aside for small businesses and covers weed control operations at two wildlife areas: Audubon Bend in Nebraska and North Alabama Bend in South Dakota. The contract has a maximum capacity of $249,000 and will run from May 2025 to April 2030, with individual task orders ranging from $2,500 to $35,000.
The contractor will be responsible for providing all labor, equipment, and transportation to perform targeted herbicide applications across prairie, grassland, woodland, and wetland habitats. Specific spraying methods include broadcast, spot, foliar, and basal bark treatments to control invasive species such as Canada thistle, musk thistle, leafy spurge, smooth brome, Siberian elm, and other noxious weeds. Contractors must have valid pesticide applicator licenses in Nebraska and South Dakota, provide their own vehicles and spraying equipment, and follow strict environmental and safety guidelines. The solicitation requires contractors to submit hourly pricing for different application methods and will evaluate proposals based on technical capability, past performance, and price.

Gavins Point Wildlife Areas 2025-2029
1.0 General Information
1.1 Background. The wildlife areas known as North Alabama Bend and Audubon Bend were purchased by USACE in 2009 as part of the Missouri River Recovery Program. The public frequently uses these areas for hunting, fishing, and hiking. North Alabama Bend consists of approximately 546 acres adjacent to the Missouri River plus approximately 75 acres of accreted ground. Approximately 55% of the property is wooded, 37% is prairie/grassland, and the remaining 8% is a mixture of grassland and trees. Audubon Bend consists of 2,382 acres adjacent to the Missouri River with approximately 4.5 miles of riverfront. Approximately 15% of the property is irrigated cropland, 40% is woodland, 32% is prairie/grassland, and 13% is wetlands, accreted land, or water. The cultivated area is currently under an agricultural lease with a portion of the cultivated area planted into native habitat each year.
1.1.1 Objectives. Our primary goal is to effectively control noxious weeds and invasive species at the sites without damaging nearby trees and shrubs and minimizing damage to desirable ground vegetation.
