JD DATA RECONCILIATION

PERFORMANCE WORK STATEMENT

John Day Project Data Reconciliation & Site Summaries

1.0 GENERAL STATEMENT:

The U.S. Army Corps of Engineers, Portland District (Corps) and the Bonneville Power Administration (BPA) (the Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of historic properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The John Day Project is within the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, state historic preservation offices, and other agencies for cultural resource management in compliance with Section 106 of the NHPA.

In 2012, the Agencies updated the John Day Historic Properties Management Plan (HPMP). In the past eight years the HPMP for the John Day Project has become outdated due additional surveys identifying additional sites within the Project boundary. The objective of this contract is to identify discrepancies between the Corps and Oregon and Washington state historic preservation offices, summarize site data, and provide monitoring recommendations for archaeological sites.

As described in the tasks below, the Contractor shall:

1. Identify data discrepancies between the Corps’ site data, and the Oregon Archaeological Records Remote Access (OARRA) and Washington Information System for Architectural and Archaeological Records Data (WISAARD);

2. Summarize John Day site information in a tabular format;

3. Apply Jenevein (2014) monitoring criteria to archaeological sites; and

4. Summarize the results of the work in a report.

This contract will include synthesizing site and report data to provide tables and a comprehensive summary of the sites to direct the historic preservation activities and objectives at the Project. The study area for this PWS is the John Day Project lands (Corps managed), however some sites may cross on to adjacent non- Corps lands. For the purposes of this contract a cultural resource is an archaeological site, built environment or traditional cultural property that may be eligible or ineligible to the National Register of Historic Places.

*To assist in budgeting, the Government estimates there are about 575-625 cultural resources within the study area.

2.0 DEFINITIONS

Throughout this PWS terms are defined as follows:

Acceptable Quality Level (AQL): Acceptable Quality Level equals the performance standards listed in

Section 7.0. The Contractor must re-perform all unsatisfactory work unless excused by the COR.

Contracting Officer (KO): The Government employee who is authorized to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contracting Officers Representative (COR): An individual designated in accordance with subsection

201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.

Contract Discrepancy Report (CDR): A written record of unsatisfactory performance by the Contractor as observed by the COR.

Performance Requirements Summary (PRS): Identifies critical success factors for the contract. It identifies both the performance objectives for those factors and the performance threshold required for each performance objective. The Government reserves the right to survey all services called for in the contract to determine whether or not the performance objectives and goals were met.

Quality Assurance (QA): The government procedures to verify that Contractor services performed according to acceptable standards.

Quality Assurance Surveillance Plan (QASP): A systematic method to evaluate the services the Contractor is required to furnish in accordance with the PWS and PRS.

Quality Control (QC): A method implemented by the Contractor to control the quality of goods and services provided.

Quality Control Inspector (QCI): A Contractor’s employee responsible for monitoring and addressing issues with the quality of goods and services provided.

Quality Control Plan (QCP): A plan developed by the Contractor which includes quality control actions necessary to meet the quality standards set forth by the contract. The plan should be in compliance with the PWS. Once approved by the TL and COR, the plan becomes a part of the QASP.
