The solicitation number is W9124727QA004, issued on October 19, 2026, with quotes due by November 2, 2026 at 10:00 AM EST. This is a Women-Owned Small Business (WOSB) 100% set-aside with a NAICS code of 481211 and size standard of 1,500 employees. The contract will be performed at Fort Bragg, North Carolina, with a period of performance from December 1, 2026 through November 30, 2031, with an optional six-month extension. The estimated contract value ranges from $500 to $500,000 USD, with an estimated 30 flight hours per year for a total of 150 hours over the life of the contract. Christopher Green (Contract Specialist) and Katie Derra (Contracting Officer) serve as the primary government points of contact.

The evaluation uses a Lowest Price Technically Acceptable (LPTA) methodology, assessing aircraft capabilities and performance (runway length, cargo capacity, altitude/lift capabilities, safety systems), staffing approach (FAA-licensed pilots, crew rest compliance, maintenance personnel), and maintenance/aviation compliance (FAA-approved maintenance programs, DoD operator approval, 24-hour aircraft replacement capability). Pricing must include fully-burdened hourly labor rates for each contract year under Wage Determination No. 2015-4377 Revision 33, plus hourly aircraft operating costs including fuel and maintenance, with escalation per year. The contractor must provide all personnel, aircraft, equipment, tools, materials, maintenance supervision, and other items necessary to perform the services. Insurance requirements include workers' compensation, employer's liability ($100,000), comprehensive general liability ($500,000 per occurrence), and comprehensive automobile liability ($200,000 per person / $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage).

The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph
