About this file
This is a Request for Quote (RFQ) for refuse and recycling services at Watervliet Arsenal in New York.
The solicitation covers waste collection and disposal services for a one-year base period (September 1, 2026–August 31, 2027) with two optional one-year extensions and a potential six-month extension. The contractor must provide all equipment, labor, dumpsters, and vehicles for collecting and disposing of four waste streams: commercial waste (municipal solid waste via front-load canisters), industrial waste (non-hazardous oily waste via roll-offs), recyclables (single-stream via front-load canisters), and green waste (brush, leaves, wood via roll-offs). Collection frequency includes once-weekly pickups for commercial waste, industrial waste, and recyclables, with green waste available on an on-call basis. The contractor must use the Arsenal's unmanned weigh station for front-loader collections and obtain weight tickets from disposal facilities for roll-off collections. Pricing must be provided as set rates per ton and per pull for each waste type, with recycling credits applicable. The contractor is responsible for all permits, disposal fees, and compliance with state and federal environmental regulations. Service Contract Labor Standards Wage Determination WD 15-4143 applies, with a refuse collector wage of $23.75 plus $5.92 fringe benefits. The solicitation is set aside for HUBZone small businesses and includes requirements for driver rosters, container labeling, quality assurance reporting, OSHA compliance for contractors exceeding 1,000 hours per quarter, and non-disclosure agreements for employees accessing Arsenal technology. Quotes are due August 25, 2026, at 1:00 PM Eastern Time and must be submitted electronically to the contract specialist. The NAICS code is 562111, with a size standard of USD 47 million. Award will be made on a firm-fixed-price basis to the lowest qualified offeror.
