PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Part 1 General Information

1. General: This is a non-personal service(s) Contract under which the personnel rendering the service(s) are not subject, either by the Contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) Contract to provide Volunteer Management Software (VMS) for the National Museum of the United States Army (NMUSA). This Contract shall be awarded on a Firm-Fixed Price (FFP) basis consisting of a Base Period of nine (9) months and four (4) Option Periods consisting of 12-Months each. It is an industry standard that museums rely upon volunteers for a significant portion of their front of house staffing that interact with the museum’s visitors. At NMUSA, since opening in 2020, volunteers have provided the equivalent of more than eight (8) Full Time Equivalent (FTE) employees, with an active volunteer corps of more than 300 individual volunteers. NMUSA requires VMS to process applications, track training, schedule shifts, post training and regulatory content, and facilitate communication with the volunteer corps.

1.2 Background: NMUSA is a publicly accessible museum that receives hundreds of thousands of visitors a year and tells the history of the United States Army. NMUSA includes a Headquarters and Operations Division, Facilities and Security Division, a Programs and Education Division, an Exhibits Division, a Public Affairs Division, an Information Technology Division, and a Visitor Services Division, under which this Contract will operate. NMUSA is operated in partnership with the Army Historical Foundation (AHF), a 501(c)(3) non-profit partner whose mission is to raise funds to help operate the National Army Museum. NMUSA is assigned to the U.S. Army Center of Military History (CMH) which is aligned under Training and Doctrine Command (TRADOC). CMH is the Army’s primary cultural heritage organization, responsible for preserving the institutional history of the Army, educating the Army and the public on the Army’s history, and inspiring Soldiers and Civilians to service.

1.3 Scope: The contractor shall provide non-personal service(s) to include: all software, supporting user guides, technical support, software upgrades, and modifications as described in this PWS and associated Contract documents, except for those items specified in Part 3 Government-Furnished Property and Services. The contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated Contract documents.

1.4 Objectives: The objective of this Contract is to provide a VMS that manages the entire life cycle of the volunteer from initial inquiry, onboarding, training, and scheduling. Specifically, that shall include a VMS that provides:

1.4.1 Intake pathways for new volunteer applications.

1.4.2 An organic content management system with file-sharing capabilities.

1.4.3 An associated mobile application for volunteer management and check-in.

1.4.4 Ability to customize queries with the ability to sort and filter responses.

1.4.5 Ability to manage all administrative aspects for the life cycle of the volunteer to include initial inquiry, onboarding, training, scheduling, and resignation or termination.

1.4.6 Ongoing maintenance, troubleshooting, and software upgrades.

1.4.7 Development of user guides that are easy to use and understand.

1.4.8 Options for custom modifications of the software to meet emerging requirements for the volunteer management staff.

1.4.9 Ability to run queries and reports to support staffing strategies and resource allocation adjustments.

1.5 General Information:

1.5.1 Quality Control Plan (QCP): The contractor shall develop and maintain a QCP (CDRL A001) to ensure services are performed in accordance with (IAW) this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is the means by which it assures that the work provided complies with the requirements of the Contract.

The contractor’s proposed QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer’s Representative (COR) for review within 30 calendar days after date of Contract award (CDRL A001).

The Government will review and either notify the contractor in writing of acceptance of the plan or return their comments to the contractor within 14 calendar days. If the Government has provided comments, the contractor shall then have 14 calendar days to submit a final QCP. After receipt of the final QCP, the contractor may receive the KO’s acceptance in writing. Any proposed changes to the accepted QCP are required to be resubmitted for acceptance by the KO no later than 14 calendar days prior to the anticipated change and before implementation by the contractor. The timeline noted above shall apply for review and acceptance for proposed changes.

1.5.1.1 The contractor shall inform the COR of issues or potential issues that might affect the performance within 48-hours of identifying those issues. Verbal reports shall be followed up by written reports within 48-hours (CDRL A002).

1.5.2 Quality Assurance: The Government will evaluate the contractor’s performance under this Contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the Performance Requirement Standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

Emergency Support shall also be available when the facility is closed due to weather, administrative concerns, emergencies, or similar Government directed facility closed to enable Government personnel to contact volunteers in a timely manner. The contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce is essential.

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;

and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission

(IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

Enterprise identifier means a code that is uniquely assigned to an enterprise by an issuing agency.

Government's unit acquisition cost means--

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.

Issuing agency means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

Issuing agency code means a code that designates the registration (or controlling) authority for the enterprise identifier.

Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier. (1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:

Contract line, subline, or exhibit line item No. Item description See Schedule.

(ii) Items for which the Government's unit acquisition cost is less than $5,000 that are identified in the Schedule or the following table:

Contract line, subline, or exhibit line item No. Item description Not Applicable.
