DES Fire Diving EquipmentInstrument Name:

Procurement of Dive EquipmentContract Description:

Product Service Code : 4220

SECTION A: SOLICITATION NARRATIVE & EXECUTIVE SUMMARY

Project: Public Safety Dive Team Equipment Acquisition

Solicitation Number: W519TC26QA177

Contracting Agency: Army Contracting Command - Rock Island (ACC-RI)

Governing Regulation: Revolutionary FAR Overhaul (RFO) Part 12 (Commercial & SAP Combined)

Associated Files: Attachment 0001 (Purchase Description), Attachment 0002 (Pricing Matrix)

Executive Summary & Background

The Army Contracting Command - Rock Island (ACC-RI) is issuing this solicitation to acquire a complete, turnkey package of brand-new, integrated diving equipment for the Public Safety Dive Team at the US Army Garrison, Rock Island Arsenal. The team's missions--which include underwater search, rescue, evidence recovery, and security inspections--are critical to life-safety and are often conducted in hazardous conditions such as zero-visibility, high-current, and contaminated water environments.

This procurement is a 100% Small Business Set-Aside conducted under the new Revolutionary FAR Overhaul (RFO) Part 12 procedures (which combines Commercial and Simplified Acquisition Procedures). Standard FAR Part 12 and FAR Part 13 do not apply to this acquisition. The applicable North American Industry Classification System (NAICS) code is 423910 (Sporting and Recreational Goods and Supplies Merchant Wholesalers) with a size standard of USD 76,293.00.

W519TC26QA177

Award will be made to the responsible offeror submitting the lowest overall priced quote that meets the minimum technical requirements detailed in Attachment 0001 (Purchase Description). Offerors must submit their pricing proposals strictly utilizing Attachment 0002 - Pricing Matrix.

The overall equipment requirement consists of 31 core life-safety and operational CLINs (CLINs 0001 through 0031) and three critical optional technologies (Option CLINs 0032, 0033, and 0034) intended to mitigate diver hazard through remote sensing and documentation. Key categories include diver life support and airway systems, underwater communications, and environmental exposure protection. Due to the critical nature of the equipment, all items must function as a seamless, integrated system.

The Government reserves the right to exercise and order the optional items (CLINs 0032, 0033, and 0034) at a later date. To accommodate this, the resulting contract will remain active with an option validity period of up to 12 months from the date of award, allowing the Government the flexibility to procure these optional technologies as mission needs and funding dictate.

Quotes must be submitted electronically to the Points of Contact listed in the solicitation no later than August 26, 2026, at 10:00 AM Central Time.

Acquisition Requirements

Because this equipment is critical to life-safety, system-wide compatibility is strictly mandatory.

Prospective offerors must demonstrate that all proposed items operate seamlessly as an integrated system. Specifically, there must be absolute, verified interoperability between:

1. Breathing Systems & Full-Face Masks (FFM): Ensuring proper airway seal, low dead-space volume to prevent carbon dioxide build-up, and reliable air delivery.

2. Protective Dry Suits & Thermal Undergarments: Ensuring complete environmental isolation, thermal protection, and correct integration of inflation/deflation valves, hoods, and boots.

3. Underwater Communication Modules: Ensuring clear, continuous, noise-free communication between diver-to-diver and diver-to-surface stations, even when operating with thick neoprene/dry suit hoods and gloves.

1.

2.

3.

4.

Failure to demonstrate complete physical and operational compatibility among these primary life-support systems will result in a determination of technical unacceptability.

Product Quality & Condition

1. Brand-New Equipment: All items delivered under this contract must be brand new, unused, and in their original manufacturer packaging. Remanufactured, refurbished, or surrogate items will not be accepted.

2. Warranty: In accordance with standard commercial practices and the requirements of this solicitation, all provided items must carry a from minimum of a one-year commercial warranty the date of final Government acceptance.

Scope of Deliverables (Equipment Schedule Summary)

The contractor shall deliver a complete turnkey equipment package. The package is divided into core life-safety and operational items (Items 1-33) and three critical optional technologies (Items 34-36) intended to mitigate diver hazard through remote sensing and documentation.

(a) Submission of quotes. Submit quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes must be submitted electronically to the designated Points of Contact (POCs). At a minimum, quotes must show:

1. The solicitation number;

2. The name, address, telephone number, and Unique Entity Identifier (UEI) of the offeror;

3. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation and Attachment 0001 (Purchase Description), including manufacturer specifications or cut sheets if quoting an "or equal" item;

4. A fully completed Attachment 0002 - Pricing Matrix. Offerors must enter unit prices and extended total prices for all line items (CLINs 0001 through 0034). Quotes submitted without a fully completed Attachment 0002 may be rejected without evaluation;

5. Any discount terms;

6. A "Remit to" address, if different than the mailing address; and

7. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.

(b) Period for acceptance of quotes. The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.

2026-02

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Basis for Contract Award. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, represents the lowest overall evaluated price while meeting or exceeding all minimum physical, functional, and performance requirements outlined in the Purchase Description (Attachment 0001).

The evaluation process will consist of the following:

1. Technical Acceptability: Quotes will be evaluated on a pass/fail basis to ensure that all proposed equipment meets the technical and compatibility specifications in Attachment 0001.

Failure to meet the minimum physical and operational requirements will result in a determination of technical unacceptability, and the quote will be excluded from further consideration.

2. Responsibility: The Contracting Officer will verify that the offeror is a responsible prospective contractor in accordance with RFO/FAR standards.

3. Price: The Government will evaluate pricing strictly through the submitted Attachment 0002- Pricing Matrix. The overall evaluated price will be calculated as the sum of all basic items (CLINs 0001 through 0031) and all optional items (CLINs 0032 through 0034). Award will be made to the responsible offeror submitting the lowest priced, technically acceptable quote. The Government intends to evaluate quotes and award a contract without holding discussions with offerors. Therefore, the offeror's initial quote should contain the most favorable terms from a price and technical standpoint.

(b) Evaluation of Options. The Government will evaluate quotes for award purposes by adding the total price for all optional items (CLINs 0032, 0033, and 0034) to the total price of the basic requirements (CLINs 0001 through 0031) as calculated in Attachment 0002. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Binding Contract. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
