Addendum to FAR 52.212-2: Evaluation
Basis for Award: Comparative Analysis
The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation. This procurement is being conducted strictly under FAR Part 12 procedures for commercial services. FAR Part 15 procedures do not apply.
Award will be made to the offeror whose quote provides the best overall value to the Government. To determine best value, the Government will conduct a comparative analysis of all received quotes. The Government will directly compare quotes against one another to determine which offer provides the greatest benefit and most advantageous solution.
The Government explicitly reserves the right to award to a higher-priced offeror if the comparative analysis reveals that a higher-priced quote provides a greater overall benefit to the Government that justifies the additional cost.
Evaluation Criteria
The Government will evaluate quotes by comparing them against one another based on the following criteria:
1. Technical Capability: Quotes will be compared to determine which offeror provides the greatest demonstration of capability in meeting the specific PWS requirements. The comparison will focus on:
Security Clearances: The readiness of the offeror to provide personnel with the required active SECRET clearances.
DoD Chem-Bio Experience: The depth and direct relevance of the offeror's required minimum three (3) years of experience with DoD chemical-biological systems.
GOTS Systems: The offeror's demonstrated practical knowledge and capability to seamlessly operate the specific required GOTS systems (LIW, LOGSA, etc.).
2. Price:
The Government will evaluate the completed Pricing Matrix (Attachment 0002) to ensure the proposed prices are fair, reasonable, and balanced.
Evaluation of Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
Evaluation of FAR 52.217-8 (Option to Extend Services): As part of the price evaluation, the Government will evaluate the option to extend services by adding one-half (50%) of the offeror's final option period price to the total evaluated price. This calculation is for evaluation purposes only and does not obligate the Government to exercise this option.
The Government will not use adjectival ratings, point scoring, or rigid evaluation models. Quotes will be evaluated side-by-side to determine which vendor's specific mix of clearance readiness, relevant experience, system proficiency, and price represents the best overall value to the Government.
