Solicitation Summary: 149 IS Building 4750 Furniture
This is a Request for Quotation (RFQ) issued by the U.S. Air Force for a comprehensive office furniture solution to modernize Building 4570 at Mather Air Force Base, California, supporting the 149th Intelligence Squadron (149 IS). The contract is a Women-Owned Small Business (WOSB) set-aside for unrestricted competition, with a 100% WOSB reserve. The solicitation number is W50S6U26QA018, issued on 16 July 2026, with an offer due date of 4 August 2026 at 11:00 AM. The contracting office is located at Beale Air Force Base, with Carmen Ridener serving as the point of contact (530-790-8944). The single line item requires the contractor to provide a complete furniture supply, spatial layout validation, delivery, staging, and certified installation services as a single point of responsibility. The Product Service Code is 7110 (furniture), and the NAICS code is 337214 with a size standard of 1,100 employees. Delivery is specified as 90 calendar days After Receipt of Order (ARO) to Beale AFB, California, with Free on Board (FOB) Destination and the contractor responsible for transportation costs. Payment will be made upon Government acceptance of the completed and fully installed furniture solution.
Evaluation will be conducted using comparative procedures with four non-weighted factors: Technical capability, Delivery performance, Experience on similar projects within three years, and Price. The Government intends to make a best-value award decision, with non-price factors approximately equal to price in importance. Quoters must meet the baseline 90-day delivery timeline to be considered acceptable, though accelerated delivery may receive favorable consideration if supported by feasible methodology. The solicitation incorporates standard FAR and DFARS clauses applicable to commercial products and services, including Buy American requirements, small business provisions, and defense-specific compliance clauses. Payment will be processed through the Wide Area WorkFlow (WAWF) system using combo invoice and receiving report submission for fixed-price deliverables. The contract will be a firm fixed-price purchase order awarded to the responsible quoter offering the best overall value to the Government.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror's initial offer should contain the Offeror's best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed Offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

Section M - Evaluation Factors for Award
Addendum to Evaluation - Commercial Product and Commercial Services
1. Basis for Award
1.1 This Request for Quotations (RFQ) is issued under the simplified procedures of Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR subpart 12.2 for the acquisition of commercial products and/or commercial services. The Government intends to award a firm-fixed-price purchase order to the responsible quoter whose quotation represents the best value to the Government, price and non-price factors considered.
1.2 This acquisition will use comparative evaluation procedures. The Government will not assign adjectival ratings, color ratings, numerical scores, or point scores. Instead, the Government will compare quotations directly to one another to identify meaningful differences, benefits, risks, and other discriminators relevant to the stated evaluation factors.
1.3 The following factors will be used to evaluate quotations: Technical, Delivery, Experience, and Price.
1.4 The Government intends to make a best-value tradeoff decision. The Government may determine that a higher-priced quotation provides the best value when the non-price benefits justify the additional cost or may determine that a lower-priced quotation provides the best value when the non-price differences do not justify paying a higher price. The non-price factors, when combined, are approximately equal to price.
1.5 Legal Effect of Quotations: A quotation submitted in response to this RFQ is not an offer and cannot be accepted by the Government to form a binding contract. Issuance of a purchase order or written notice of award by the Government in response to a supplier's quotation constitutes an offer by the Government to buy the supplies or services based on the stated terms and conditions.
A binding contract is formed when the supplier accepts the Government's offer, either through written acceptance or substantial performance.
2. Evaluation Approach
2.1 The Government will compare quotations directly to one another to determine which quotation provides the best value to the Government based on the stated evaluation factors. The Government's comparison will focus on meaningful differences, benefits, and risks relevant to successful performance.
2.2 The Government may consider information submitted with the quotation, information obtained through communication with the quoter, information available in Government records, and other information reasonably available to the Government.
3. Evaluation Factors
3.1 Factor 1 - Technical
3.1.1 The Government will evaluate the quoter's technical capability to meet the Government's requirement.
3.1.2 The evaluation will consider the extent to which the proposed approach demonstrates a clear understanding of the Government's requirement to provide a complete furniture solution for 149th Intelligence Squadron (149 IS) Building 4570 to include furniture supply, spatial layout validation, delivery, staging, and certified installation services.
3.1.3 A quotation may be considered more beneficial when it demonstrates a stronger understanding of the requirement, proposes a clear technical solution, provides a clear summary of items provided and a lower risk of unsuccessful performance. A quotation may be considered less beneficial when the approach is incomplete, unclear or inconsistent with the SOW.
3.2 Factor 2 - Delivery
3.2.1 The Government's delivery is 90 days After Receipt of Order (ARO). Quotes must, at a minimum, meet this baseline timeline to be considered technically acceptable.
3.2.2. The Government reserves the right to award a higher-priced Quoter if it is determined that the Quoter's accelerated delivery provides a better overall value to the Government than the lowest-priced quoter. The Government will also evaluate the feasibility of the quoted accelerated delivery. Unrealistic, unsupported, or highly risky delivery timelines may be deemed unacceptable.
3.2.3. Quoters must explicitly state the quoted delivery in days ARO (or specific calendar dates) for all requested line items. If quoting an accelerated delivery, provide a brief narrative (maximum 1 page) explaining the methodology, inventory status, or logistical arrangements that ensure the accelerated timeline can be executed reliably.
Notice to Quoters: If a Quoter proposes an accelerated delivery that is evaluated favorably and selected for award, the quoted delivery will become a binding term and condition of the resulting Purchase Order.
3.1 Factor 1 - Experience
3.1.1 The Government will evaluate the extent to which the quoter demonstrates recent and relevant experience on similar projects.
3.1.2 The quoter shall identify work performed within three years of the date of this solicitation.
Each experience reference shall include, at a minimum, the customer's name, contract or order number if applicable, contract value, period of performance, location of performance, and a brief description of the work performed. Experience that is more similar to the Government's requirement may be considered more beneficial than experience that is less similar.
3.3 Factor 3 - Price
3.3.1 The Government will evaluate the total quoted price for reasonableness in accordance with RFO FAR 13.203(a) and RFO DFARS 212.204(a).
4. Acceptability and Responsibility
4.1 To be eligible for award, a quotation must conform to the material requirements of the RFQ, demonstrate the quoter's assent to the solicitation terms and conditions, and be submitted by a responsible quoter.
4.2 A quotation may be considered ineligible for award if it takes exception to a material solicitation requirement, proposes terms inconsistent with the RFQ, omits required material information, or otherwise fails to demonstrate the quoter's ability to meet the Government's requirement.
4.3 Submission of a quotation represents the quoter's agreement to perform in accordance with the solicitation terms and conditions. The Government may reject any quotation that includes exceptions the Government determines are unacceptable.
5. Communication
5.1 The Government intends to evaluate quotations and make award without further communication. However, the Government reserves the right to communicate with one or more quoters if the Contracting Officer determines that communication is necessary or beneficial to the Government.
5.2 Communication may be used to clarify quotation content, address apparent errors or omissions, obtain additional information, request revised quotations, or otherwise support the Government's comparative evaluation and award decision.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Technical
Delivery
Experience
Price
(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
