Evaluation Criteria
The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation, is most advantageous to the Government, price and other factors considered, and provides the best value to the Government in accordance with RFO FAR 12.203(a). There is no ranking or assigned importance to evaluation factor. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. When combined, technical and past performance are approximately equal to price.
Factor 1: Technical - the quote will be considered technically acceptable if it meets the specifications of Attachment 1 -Statement of Requirements. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award. The following ratings will be used for Technical:
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirements of the solicitation
Factor 2: Price - Only the total evaluated price submitted in the quote will be evaluated.
Factor 3: Past Performance - Past performance will be evaluated in accordance with RFO FAR 12.203(a)(2).
The Government intends to evaluate offers and award a contract without discussions with offerors.
Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
