APPENDIX A

PERFORMANCE-BASED MOWING

1. FACILITIES TO BE SERVICED. Public use areas, project office complex, Auxiliary

Spillway channel, saddle dikes, and other project lands. An inventory of mowing areas is given in Table A. Maps are located at the end of this appendix.

2. DESCRIPTION OF WORK. The contractor shall perform the following work as directed in the contract. See maps.

2.1. Mowing shall be performed in the following areas:

2.1.1. Improved areas are highly developed areas, normally located in PUAs.

These areas shall be maintained at a minimum height of 2 inches and shall not exceed 4 inches. The limits of most of these areas are shown on the attached maps. In addition, mow the areas described below and around facilities shown on the drawings.

2.1.1.1. Areas adjacent to all roads and parking areas shall be mowed to the top of the back slope of ditches. If ditches do not exist, mowing shall be accomplished for a distance of 15 feet from each edge of the road or parking area or to the tree line, whichever is closer. The limits of mowing at intersections shall be determined by the COR to provide a safe viewing distance for vehicles approaching the intersections.

2.1.1.2. Areas around park and lake entrance signs. Park entrance signs are located beside roads shown on the attached maps. A triangular shaped area shall be mowed around these signs.

This area shall extend from the edge of the roadway to a point 10 feet on the other side of the sign at its widest point. It shall extend 10 feet behind the sign and shall provide a clear view of the front of the sign from vehicles using the adjacent roadway.

The COR will determine the length of the area to be mowed in front of these signs.

2.1.1.3. Areas around toilets and the change house located outside the limits of improved areas shown on the attached maps shall be mowed for 10 feet from the back and sides of toilet facilities.

The area between the nearby road or parking area and the toilet facility shall be mowed. In addition, the area between pairs of toilet facilities shall be mowed.

2.1.2. Lawn areas shall be maintained to a minimum height of 1 ½ inches and shall not exceed a maximum height of 3 1/2 inches. These areas are located around the project office, amphitheater, and overlook complex.

The limits of these areas are shown on the attached maps.

2.1.3. Semi-improved areas are undeveloped areas within or adjacent to improved mowing areas and shall be maintained to a height not to exceed 4 inches. The limits of these areas are shown on the attached maps.

2.1.4. Auxiliary Spillway Channel, Spur Dike Berm, Dam Embankment Berm, and Embankment Toe Road shall be maintained between a minimum height of 2 inches and a maximum height of 6 inches. The limits of these areas are shown on the attached maps. These areas shall be mowed no greater than once every 4 weeks.

2.1.4.1. Fishing Area limits are shown on the map and will be mowed as a part of the Blaine Park mowing. Sidewalk and step areas will be mowed a minimum of 5 feet from the edge on the slope and rip-rapped areas. Due to the steep slope in the areas adjacent to the spillway, including fishing areas, trimming may be required in lieu of mowing. Jetty areas will be trimmed along the parking perimeter.

2.1.4.2. The area around the oxidation pond shall be mowed from the edge of the water to a point 10 feet outside the fence.

2.1.5. Saddle Dike areas shall be mowed to a height of 4 inches. A 15-foot strip adjacent to the downstream toe of dikes shall be mowed. The area adjacent to the upstream toe of these structures shall be mowed for a distance of 15 feet, or to the tree line, whichever is less. Areas adjacent to access roads shall be mowed to the top of the back slope of ditches. If ditches do not exist, mowing shall be accomplished for a distance of 10 feet from the edge of the road or to the tree line, whichever is closer. The locations of dikes are shown on the attached maps, but the limits of mowing are not shown.

2.1.6. Embankment Toe Road is the inspection road located at the base of the downstream embankment of the dam. Areas adjacent to the roadway shall be mowed to the base of the riprap slope on the west side and to the edge of the fencing on the east side where possible for the complete distance of the toe road.

2.1.7. Thunder Road shoulder shall be mowed to width of no less than 15 feet on each side of the road. The shoulder is defined as the area from the visible edge of the road surface to a distance of 15 feet.

2.1.8. Nature Trail shall be mowed to a minimum width of 6 feet and no greater than 8 feet, to preserve an unimpeded walking path width of no less than 6 feet. Trimming shall be accomplished around all interpretive markers, benches, stairs bridges within the trail.

2.1.9. In all areas prior to mowing, all litter, trash, limbs, and other debris shall be removed and placed in refuse containers or removed to an area designated by the COR.

2.1.10. When PUAs are occupied by a guest, exhibit caution when mowing near guests’ personal property.

2.2. Trimming.

2.2.1. Every time improved areas are mowed, trimming shall be accomplished around all vertical objects protruding from the ground, including but not limited to guardrails, split rail fence, railroad ties, signs, trees, landscape rocks, camping pads, picnic tables, utility tables, fire rings, grills, retaining walls and shoreline riprap behind campsites and along roadways located within the limits of these areas.

2.2.2. Every time semi-improved areas are mowed, trimming shall be accomplished around all facilities and signs within the limits of these areas.

2.2.3. Every time the Sandy Cove Recreation Area is mowed, trimming shall be accomplished around guardrail and signposts on both sides of the embankment road located above the Sandy Cove Recreation Area.

2.2.4. Every time lawn areas are mowed, trimming shall be accomplished around all vertical objects protruding from the ground, including walkways, signs, and curbs within the limits of these areas.

2.2.5. The contractor may apply approved herbicides in lieu of trimming. The

Project Manager and the COR must approve use of any herbicides. The contractor shall submit a list of proposed products with safety data sheets (SDS) for review. All herbicides shall be applied by an Oklahoma state certified applicator. Proof of certification shall be provided before application of any herbicides. The contractor shall submit an application report each time herbicides are applied. The COR shall furnish the forms.

2.3. Edging shall be accomplished in accordance with the performance requirement along all concrete walkways and curbs each time improved and lawn areas are mowed.

2.4. Cleanup. Prior to mowing, the contractor shall remove rocks and debris that are likely to damage equipment or be thrown by the mower. After mowing is accomplished at each location, the contractor shall remove vegetation and debris from parking lots, paved walkways, camper pads, and table and picnic shelter slabs. Mowing should not continue to the next location without having accomplished the cleanup of the current location.

3. RESTRICTIONS.

3.1. Work in parks shall be performed between 8 am and 6 pm.

3.2. Mowing of PUAs shall not be accomplished on Saturdays, Sundays, Federal holidays, during the Walleye Rodeo event, or one workday before Federal holidays. Mowing at other locations is permitted on these days.

3.3. Mowing of all areas at each of the locations listed in Table A shall be completed before work at another location is started.

3.4. The contractor shall not start work unless the grass and ground are dry enough for smooth cutting and equipment will not cause rutting of the ground.

The contractor shall use good judgment in determining whether conditions are suitable for mowing operations. In cases where the contractor and the COR disagree about the suitability of conditions for mowing operations, the COR will determine whether work shall progress or stop. When work is stopped, the negotiated finish date for the mowing cycle will be extended by the number of days lost due to wet conditions.

3.4.1. When all or part of these areas are flooded, or covered by debris deposited during a flood, they will be excluded from the mowing requirements. Payment will be reduced by the price bid per each area excluded or pro rata portion thereof.

3.5. Mowers shall not weigh more than 600 lbs. and not be more than a 36” cutting width when used within 6 feet of campsite utilities and at the restrooms located in the Canadian A Campground. Campsites in Canadian A Campground are close together, have utilities that are close together, and some campsites have sloping sides. Restrooms have utilities and septic laterals in their immediate lawn area.

4. PERFORMANCE REQUIREMENTS. The work performed under this appendix shall comply with the Performance Requirements given in Exhibit 1.
