STATEMENT OF WORK
Mission Wide Executive Coaching
For Sustainable Leadership
1.0 Background
USAID/Nigeria just completed a pilot year of leadership coaching designed to build and promote the leadership potential already present within the Mission. By all accounts (participant feedback and Mission-wide brown-bag discussion), the initial program was a success. We now seek to build on the experience. The follow-on program will offer the same basic leadership coaching package for a new cohort of staff members, and it will also incorporate a module designed specifically for
USAID CCN (Cooperating Country Nationals) supervisors and managers.
In the span of less than 3 years the Mission has realized 2 major crises that saw the majority of expatriate staff moved out of the country; leaving the day-to-day management of Mission priorities to those CCN supervisors and managers left at post.
USAID/Nigeria comprises twelve offices: The Front Office, six technical offices (Health, Education, Economic Growth and Environment, HIV/AIDS, Democracy & Governance, Humanitarian Assistance Response Team) and four support offices (Executive Office, Office of
Financial Management, Program, and Office of Acquisitions and Assistance). In addition, one
Regional Legal Officer USDH is located within the Mission.
In just over the past 24 months the Mission workforce has grown by almost 20%. This increase in staff is coupled with certain staff members assuming leadership positions for the first time. Mission management would like to take advantage of the opportunities offered by these many changes and challenges to reinforce core staff, especially CCN, leadership capacity. This coincides with the Agency’s reinvigorated efforts to empower CCN staff for leadership access. To ensure Nigeria Mission staff can take advantage of this directive, we must focus on the CCN middle management cadre encouraging not only the Mission policy leadership aspect, but also weaving the diverse core management talents and characteristics of this group into a coordinated unit that will assume a higher level of responsibility not only in crises moments but in the regular
Mission operations.
2.0 Objectives
. Empower individual employees (USDHs, USPSCs, and CCNs) with skills required to assume the necessary functions and roles that inspire, direct, and motivate themselves and others.
b. Encourage mid-level managers from both the technical offices and the support offices to utilize their diverse leadership abilities in a collective manner to create a permanent cadre of managers equipped to move the Mission forward from every level. This will require strengthened working relationships within and among the individual support and technical offices emphasizing how they communicate and move together to solve problems. This cadre will be called upon to serve the Mission in a myriad of ways that take into account their specialized technical ability while also benefiting from their unique perspective on Mission management issues.
c. Ensure that senior managers and other employees support these efforts to make this program successful.
