About this file
This is a Request for Quotation (RFQ) for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price contract issued by the Defense Logistics Agency (DLA) Land at Aberdeen for the procurement of Cable Assembly and Reel components (NSN 6150-01-697-4856, Manufacturer P/N GEN-2014101TN-8PT), designated as spare parts for the 3kW Tactical Quiet Generator, 60 Hz (MEP-831A). The solicitation number is SPRBL126QA002 with a closing date of 03 September 2026. The contract covers a five-year base period with no option years, with best estimated quantities of 148 units per year across all five years. Delivery is required FOB Destination to DLA Distribution at New Cumberland, Pennsylvania (DoDAAC W25G1U), with an initial delivery schedule of 245 days after receipt of order and subsequent deliveries every 7 days thereafter.
Quotations must include unit prices for five quantity ranges (1-20, 21-50, 51-75, 76-100, and 101-150 units), with pricing inclusive of all compliance costs, packaging per MIL-STD-2073-1E specification with military preservation and Level B packing, and Item Unique Identification (IUID) marking per MIL-STD-130. The RFQ is not a small business set-aside. Award evaluation will be conducted using a trade-off source selection method prioritizing: (1) Contractor Past Performance, (2) Price, (3) Delivery capability, and (4) Supplies Terms and Conditions compliance. Offerors must demonstrate technical acceptability across all four factors to be considered for award. The solicitation incorporates numerous FAR and DFARS clauses including cybersecurity maturity model certification requirements (CMMC Level 2 Self), item unique identification and valuation requirements, and standard federal contract conditions. Proposals must be submitted electronically to the Contract Specialist (Jakob Swoboda, jakob.swoboda@dla.mil) and Contracting Officer (Matthew W. Casey, matthew.w.casey@dla.mil) on or before the closing date.

GOVERNMENT'S DESIRED DELIVERY
(a) Offers in response to this solicitation will be evaluated as specified in the solicitation. Delivery shall be offered in terms of a number of days after date of award. The number of delivery days required in this solicitation is calculated based on the Governments planned need and customer requirements. Unless delivery is identified elsewhere in the solicitation as an evaluation factor, Offerors are encouraged to conform their delivery terms as closely as possible to the delivery days required, and there will be no evaluation preference, or penalty for faster delivery. Offering a greater number of delivery days than the required delivery schedule may result in the offer not being considered, however the Government reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government.

1. Delivery Schedule for Technical Reports:
1.1 CDRL A001 Scientific and Technical Reports - Configuration Management: All Requests for Change (RFCs) shall be submitted for

30 days, of any such product.
1.2 CDRL B001 Obsolescence Alert Notice - All Obsolescence Alert Notices shall be submitted for Government review or notification within

The Government may elect to consider for award only those offers that comply with the required delivery schedule but reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government. The offeror may propose an alternative delivery schedule below. If the
Offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFERORS PROPOSED DELIVERY:
Please note, offerors are encouraged to submit their optimal delivery schedule. If needed, a separate attachment may be used to explain the reasons for submitting a delivery schedule different than the Government required.

(b) The Government will mail (mail includes electronic mail), or otherwise furnish to, the Offeror an award or notice of award not later than the day the award is dated. Therefore, the Offeror shall compute the time available for performance beginning with the actual date of award, rath than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery base on the
Contractor's date of receipt of the award or notice of award by adding five calendar days for delivery of the award through the ordinary mails, or one working day if the solicitation states that the award or notice of award will be transmitted electronically. Section H - Special Contract Requirements
PLACING AND PROCESSING ORDERS:
In the event two or more orders are placed for the same NSN on the same delivery schedule within a 30-calendar day timeframe, the orders will be combined, and the Government will receive the price benefit of the larger combine quantity as if the orders had been placed at the same time. In the event of this occurrence, the subcontracting officer will adjust the unit prices accordingly on the delivery orders in question. Schedules will be unaffected by the combination of the orders as described herein.
Orders that are placed for the same NSN on the same delivery schedule within a 60-calendar day timeframe that cross over two contract years (i.e., ordering year one and ordering year two) are subject to the order combination and price adjustment provisions discussed above; the pricing on the schedule for the earlier contract year will apply for the combined quantity.
Delivery order pricing is determined by date delivery order is issued.

Order Limitations (Oct 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1[insert dollar figure or quantity], the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of the maximum quantity listed for each CLIN in Section B[insert dollar figure or quantity];
(2) Any order for a combination of items in excess of the maximum quantity listed for all CLINs in Section B in each year[insert dollar figure or quantity]; or

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 10 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. (ii) Instead of correction or replacement by the Government, the Contracting Officer may require an equitable adjustment of the contract price. In addition, if the Contractor fails to furnish timely disposition instructions, the Contracting Officer may dispose of the nonconforming supplies for the Contractor's account in a reasonable manner.
