About this file

This document is a set of questions and answers related to a solicitation from the Oregon Department of Fish & Wildlife (ODFW) for a consultant to survey and mark the boundaries of the Riverside Wildlife Area in Harney and Malheur Counties. The solicitation requests proposals due on June 17, 2024 at 3:00 pm for a contract with an anticipated award date of August 1, 2024 and a final completion date of November 22, 2024. The scope of work involves surveying 4 parcels within the Riverside Wildlife Area. Clarifications were provided regarding the proposal format, evaluation criteria, and performance schedule.

The solicitation does not indicate any initial survey work or preliminary boundary work having been performed previously. There are no page limits for the proposal, and the evaluation criteria have been updated to remove references to architectural design elements, as the scope is focused on survey services rather than design. Pricing terms, set asides, incumbents, funding requirements, and other financial details are not provided in the document.

Riverside Wildlife Area Property Boundary Survey - Phase 1 Questions

The solicitation requests that all submittals are due June 17, 2024, at 3:00pm. Given the amount of information, i.e. references, etc. that will need to be incorporated into the submittal, will OFDW revise the due date to be July 1, 2024 at 3:00pm?

Thank you for catching that for me. “July 2, 2024” was there as I reused the template. Since this form is mandatory unfortunately, it will need to be returned with the rest of the packet on June 17. I will update the return by date on that form to be the close date of the RFP.

The solicitation requests that individual Reference Questionnaires (Attachment F) be returned to the Proposer and submitted with the Proposal. Given the due date, can a list of references be submitted with the actual Reference Questionaires be provided once returned to the Proposer?

These will need to be submitted as requested in the RFP.

Has any initial survey work or preliminary boundary work been performed in the Wildlife Area by ODFW or under contract to ODFW?

No work has been done yet.

Section 4.06 Proposal Format and Contents states that the proposal must not exceed [X] pages. Is there a page limit for this proposal?

Updated to 7 pages.

Section 5.04 Point and Score Calculations in the Evaluation Criteria, Section 2 Proposer Experience, Key Personnel and Qualifications asks for a portfolio of three previous buildings highlighting the concepts and design goals outlined in the Scope of Work. Is this in reference to government structures such as picnic shelters and trailhead restrooms for recreational facilities?

This language was from a previous template. Has been updated.

Section 5.04 Point and Score Calculations in the Evaluation Criteria, Section 3 Understanding of Requested Services, Approach and Implementation is requesting a conceptual implantation of an architectural aesthetic design of a mock office building. Can you please provide clarification as to what ODFW is looking for in this section? Our understanding is that the scope is based on survey services and no design will be performed.

This language was from a previous template. Has been updated.

According to section 3.04 Performance Schedule on page 13 of 24, the contract award is August 1, 2024 and final completion is August 31, 2024. This only allows 31 days for award to recording. Are these dates accurate or was the completion date intended to be August 31, 2025?

Sections 3.04 and 3.05 have been updated in the RFP (updates colored in blue). The Agency anticipates contract award to occur on August 1, 2024 and would like this effort to complete by November 22, 2024 (contract duration being approximately 4 months).
