Performance Work Statement
APL-50 Maintenance Technician
Norfolk Naval Shipyard
1. BACKGROUND
Norfolk Naval Shipyard (NNSY) provides ship maintenance for United States Fleet Forces (USFF) and Naval
Sea Systems Command (NAVSEA). This contract will be used to supplement NNSY resources to assist with maintenance on the APL-50 barge.
2. SCOPE
Norfolk Naval Shipyard requires the service of qualified personnel to perform all maintenance on the APL-50 barge located at Portsmouth, VA. The contractor shall provide qualified personnel that understands how to operate and repair all systems on the APL-50 barge to include, but not limited to, Communication, Electrical, CHT, A/C and refrigeration systems. The contract shall provide the appropriate material to perform the maintenance and repairs to the APL-50.
2.1 Required reports and documentation must be compatible with Windows 10 Enterprise as the standard Network Operating System, or later, as the standard Office Software. The use of
Web applications may also be required such as Navy Maintenance Database (NMD).
2.2 The contractor shall assign one lead project manager for this delivery order and this person shall coordinate all aspects of the delivery order with the designated Government representative and vice versa. The contractor lead will keep the Government representatives apprised of schedule, technical, material and financial issues pertinent to the performance of the requirement.
3. PERSONNEL
3.1 The contractor shall be responsible for the employment of trained and technically qualified personnel to perform a full range of depot level repairs and, trouble shooting, maintenance, to the APL-50. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative control necessary to ensure the performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual task order.
3.2 The work schedule shall be Monday- Friday in accordance with NNYS’s 1st Shift 6:20am
- ??? , and no Federally recognized Holidays. The Government retains the right to modify this schedule to support mission requirements and any urgent or critical items.
3.3 Personnel Protective Equipment.
The work will be performed on an occupied barge. Personnel protective equipment
(PPE) shall be required at all times in accordance with NNSY COVID policies. The policy is in throughout NNSY including the controlled industrial area (CIA). The
Contractor is required to supply the PPE (i.e. hard hat, safety shoes, and safety glasses).
3.4 REFERENCES

4. GENERAL REQUIREMENTS
The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B of the contract.
4.1 The Contractor shall:
a. Not respond to new performance requirements until a delivery order or a modification has been signed or verbal authorization has been given by the Contracting Officer (KO).
b. Not respond to any requests requiring deviations in technical performance as specified in the delivery order without obtaining prior approval of the KO.
c. Except as otherwise provided in this contract issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The
Contractor may request on a case-by-case basis to use ship's services that are available.
d. Remove and dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance.
e. Follow all applicable Federal, State, and Local Laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work and participate in drills to exercise the capacity for compliance to applicable Federal, State, and Local Laws.
f. Obtain approval from NNSY code 400 KO prior to utilization of Subcontracts. Submit request prior to subcontracting any portion of the effort required by specific task orders.
g. Contact the code 440 COR when problems, challenges, or issues that may affect performance of the requirement are identified.
h. Identify needed repairs incidental to work identified under this PWS, and recommend corrective actions during the contract performance for those deficiencies discovered which are not covered by the work specifications. Needed repairs and corrective action reported will be submitted to the Government in the form of a Condition Found Report
(CFR).
i. CFR’s, price and supporting data will be submitted within five working days of identification of the requirement. As a minimum, the CFR will include the following:
- Identify the contract and delivery order number
- Serialize by CFR number
- Date requirement was discovered
- Description of work requirement
- Specification location of work
- Recommendation for corrective action
- Recommendation for the appropriate/best time to accomplish the work (with or without schedule change). Provide supporting rational for the recommendation, such as price efficiencies, availability of the work force, availability of material, premium expenditures, etc.
- Price and time estimates, and the time frame for which it is valid. The estimates should include premium/acceleration price for the material, subcontractors, man-hours, rework, and any additional price to on-going work resulting from the inclusion of the CFR work requirement.
5. CONTRACTOR PERSONNEL SECURITY
5.1 All personnel shall be US citizens with citizenship verifiable by provision of birth record or passport. All personnel shall have a Confidential Security Clearance to allow for access to controlled industrial area (CIA) security island (SI), controlled nuclear information areas
(CNIA), with access to nuclear work area (NWA) and restricted areas. The contractor will regularly encounter confidential information in order to perform their duties due to working with nuclear submarines and aircraft carriers, working in security islands with nuclear engineering, and performing required ship checks inside the CIA. In addition, NOFORN is discussed in daily conversations between the contractor and the code, senior level, and management.
5.2 Adherence to COVID-19 Saftey Measures
The Contractor shall follow all COVID-19 safety measures and complete all forms listed at https://www.navsea.navy.mil/Home/Shipyards/Norfolk/COVID-19-Information/ when performance or delivery of services or supplies requires access to NNSY. These forms must be presented to the Point of Contact designated, upon arrival. If applicable, all Restriction of
Movement requirements must have been met prior to accessing the NNSY.
6. NNSY RESPONSIBILITY:
6.1 Security clearance and access for all personnel will be managed by the project Work
Integration Leader (WIL).
7. ENVIRONMENTAL AND SAFETY REQUIREMENTS
7.1 The Contractor shall:
a. Work in accordance with 042-11 for delivery orders at NNSY.
8. DETAILED REQUIREMENTS
8.1 Definition of Repair Requirements. The contractor may be required to define repair requirements. These efforts, when required, will include, but are not limited to inspecting equipment and/or systems to determine repair options and alternatives, and making recommendations to the Contracting Officer’s Representative (COR).
8.2 Repair implementation. The contractor shall provide qualified technicians and tradesman to perform onboard and ashore repairs and refurbishment. This effort shall include, but is not limited to, the following:
8.3 Provide teams of qualified journeymen level mechanics, and technicians to accomplish repairs onboard APL-50. Repair efforts on short notice may be required and will require work efforts to continue around the clock, including weekends and holidays, until completed.
8.4 Conduct completion inspections, accompanied by authorized Government representative and/or the COR after all repair and/or replacement actions have been accomplished.
8.5 During the shipboard visits, the contractor shall work closely with the COR, and ship’s authorized Government representative to expeditiously fulfill planned or emergency work requirements and keep them fully informed of the status of work items.
8.6 Provide the necessary tools, rigs, and test equipment to perform repairs.
8.7 Provide written reports to COR on all work performed, and test documentation of those results.
8.8 All deck plate coordination of delivery orders shall be through code 440 COR.
9. QUALITY ASSURANCE
9.1 The contractor shall provide and maintain a written Quality Management System, which will assure that all supplies and services submitted to the Government for acceptance conform to contract requirements whether manufactured or processed by the contractor, or procured from subcontractors or vendors IAW NSI 009-04.

11. DEFENSE BIOMETRIC IDENTIFICATION SYSTEMS (DBIDS) FOR INSTALLATION ACCESS
Any new contractor, vendor or supplier requesting base access AFTER 31 May 2017 will be required to obtain a
DBIDS credential. NCACS credentials will no longer be issued. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 14 August 2017.
Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.
If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a
DBIDS credential:
• Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control
Center representative.
• The VCC will pull up your information in the computer, ensuring all information is current and correct.
• Once your information is validated, a temporary DBIDS credential is provided.
• Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent
DBIDS credential (~ 90 days).
• For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
• The representative will enter base access authorization and then you may proceed to work.
If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
• Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
• Present valid identification, such as a passport or Real ID Act-compliant state driver's license.
• Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
• Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.
• You may now proceed to work.

One-Day Passes. Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the
Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.
12. PORTABLE ELECTRONIC DEVICES (PEDs)
"In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of Portable Electronic Devices (PEDs) while in or on Department of Navy Submarine spaces are prohibited. A portable electronic device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches)."
13. SAFETY
"Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements
OSHE OSHECM Chapter Hazardous Energy Control (HEC) requirements or safety requirements for site specific location of the contract.
a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal
OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy
Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate
Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or
Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate
HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

c. Names and contact information for NNSY LOTCs and/or the Building Monitor will be provided by NNSY TPOC and/or Contracting Officer Representative set forth elsewhere in this award document.”
